1 Exhibit B-1 Lot 91 "Children Services Council" should be added to the list and
all of the categories/figures adjusted accordingly
2 Exhibit B-1 The Vested Uses table at the bottom left of the page should be
updated to reflect the removal of the Movie Theater as a vested use under
Amendment 15 and the change to the number of residential units from 1,000 to
1,105 Additionally, the Committed Uses in the same table should reflect 1,105
residential units, not 1,129

Dear Eugene:
The followmg bnef diSCUSSIOn will detail all envrronmental mamtenance actIVItIes that
have occurred for Quantum Park for the fiscal year 2005
1 Each of the eIght created lakes IS currently bemg chenucally treated for nUIsance
vegetatIon on a monthly basIS. TIns work mcludes the treatment of emergent and
submerged aquatIc nUIsance vegetatIOn.
2. The hydnc swamp system associated with each of the eIght lakes IS currently being
treated on a quarterly basis for exotic vegetation mcludIng primrose willow, BrazilIan
pepper, Japanese chmbmg fern, Jambolan plum, and others. This work effort mamtains
exotIc cover to less than 5% of the total created area.
3 NUIsance vegetatIon assocIated With the northern sand pine scrub preserve 18 currently
maIntamed not to exceed 5% of the total area. Currently overall cover IS about 5% and
IS pnmarily restncted to isolated punk tree, BrazilIan pepper, and scattered ear leaf acacia
that occur along the fence Imes. A portIon of the wild grape area m the northeastern part
of the north preserve was mowed m October 2005 m conjunction With SImilar work m the
southern preserve. Other factors affectmg the overall qUalIty of the preserve mclude 1)
unauthonzed use of the preserve by ATV's and 2) the lack ofmamtenance wIthm the CIty
owned park SIte.
A large portIOn of the western fence IS currently down and 18 bemg accessed VIa the city
parkland to the west. It appears that A TV's are USIng the park SIte In conjUnctIOn With
the preserve as a system of trails for off-road recreatIon. In additIOn to the western fence,

portIons of the eastern fence adjacent to the wet detentIon area have been breached and
are still being accessed. This has resulted in several breaks m the fence that separates the
preserve from Tract J and 34C The continued use by ATV's will cause damage to the
existIng canopy trees and will eventually have a negative impact on wildlife. ThIS added
dIsturbance has allowed several exotic speCIes to gennmate wIthIn the canopIed area of
the northern preserve.
Despite some recent clean up efforts, local reSIdents are still dumpmg domestIc debris on
the city park SIte and nUIsance vegetatIon along the east side of the park site proVIdes a
seed source for the preserve.
Access to the preserves has been an ongomg Issue WIth the CIty and the TCRPC Fencing
the city park site will hmIt access and reduce security requirements for this valuable
resource. CooperatIOn between the city and Quantum will go a long way m correctmg
some of the Issues that are contmua11y dIscussed by local reSIdents. Adjacent landowners
must in good f8.1th attempt to correct problems that affect the preservation areas requIred
by the Development Order for tins project.
Access to the northern preserve due to unpacts to the fencmg IS still occurring and will
contInue until the wet detentIon pond IS completed and the CIty constructs a fence along
Quantum Blvd.
4 The same mamtenance program for the northern preserve was also implemented for
the southern preserve. Quarterly mamtenance was conducted in an effort to treat eXIsting
th.J.ckets of Brazihan pepper, earleaf acaCIa, and other exotIcs. Following several
humcanes, many trees were toppled on the penmeter fences. Removal of these trees was
completed in January and again m October 2005 The fire lane around the preserve and
the grape VIne area m the northwest comer IS bemg mowed every 6 months or as needed
to facilitate forage material for the reSIdent tortOise population.
Every SIX months, the western fence Ime between the lake and the preserve is mowed to
reduce the threat of a lightnmg strike that may Igmte the grassy lake edge. ThIS work was
added to the program to reduce the threat to the adjacent apartment complex. The new
apartments adjacent to the preserve have been completed and are now occupIed. All
fencmg Issues for the southern preserve were completed m 2005
5 Many constructIOn projects were started or were ongomg on several undeveloped lake
lots WIthIn the park. Each of the projects involved some permItted modIficatIOn to the
lake bank such as dramage structures. ConstructIOn of these dramage structures often
reqUIred the ehmmation of portIOns of the hardwood forest that was planted m the early
1980' s. In each case, If necessary, a replantmg plan was approved by the Distnct

Engineer and the City of Boynton Beach and all slopes, grades, and vegetatIon was
returned to pre-development condItIons.
6. The constructIOn of the wet detentIOn lake m Tract J and 34C will provide a needed
buffer to the northern preserve. Tlus work has been ongoing and should be completed In
2006 Once thts work IS complete and the penmeter fencmg problems corrected,
approXImately 30% of the northern preserve will be prescribed burned or mechamcally
altered using a brown tree cutter or roller chopper All canopy trees will be removed as
part of the long-term mamtenance oftms ecosystem. TIns work IS required as part of the
DRI Management Plan for Quantum Park.
Overall mamtenance actIVItIes includmg preserve management, lake chemIcal
mamtenance, and wetland protection will be contInued for the 2006 fiscal year by
Quantum Park. ThIs work IS the result of a request by the Treasure Coast RegIOnal
Planning Council.

Thank you for the submission of the Annual Report for Quantum Park. I have reviewed the
Report and have the following comments.
1 Exhibit B-1 Lot 91 "Children Services Council" should be added to the list and
all of the categories/figures adjusted accordingly
2 Exhibit B-1 The Vested Uses table at the bottom left of the page should be
updated to reflect the removal of the Movie Theater as a vested use under
Amendment 15 and the change to the number of residential units from 1,000 to
1,105 Additionally, the Committed Uses in the same table should reflect 1,105
residential units, not 1,129
3 Exhibit E - 1, page 5 Typographical error of the second word in #33
4 Exhibit E - 1, page 8 Typographical error in the fourth line of DO 01-54, #1
5 Exhibit F - 1, page 17 Add item ff. Lot 91 and the pertinent information
regarding the Children Services Council.

MAINTENANCE ACTION ITEMS

The followmg bnef dIscussion will detail all envIronmental mamtenance actIVItIes that
have occurred for Quantum Park for the fiscal year 2005
1 Each of the eIght created lakes IS currently bemg chermcally treated for nuisance
vegetatIon on a monthly basIS. This work includes the treatment of emergent and
submerged aquatIc nUIsance vegetatIOn.
2. The hydnc swamp system assocIated with each of the eIght lakes is currently bemg
treated on a quarterly baSIS for exotIc vegetation includmg pnmrose willow Brazihan
pepper, Japanese c1llllbmg fern, Jambolan plum, and others. TIns work effort maintaIns
exotIc cover to less than 5% of the total created area.
3 NUIsance vegetatIon asSOCIated with the northern sand pme scrub preserve IS currently
maintamed not to exceed 5% of the total area. Currently, overall cover IS about 5% and
IS pnmarily restncted to Isolated punk tree, BrazilIan pepper, and scattered ear leaf acaCIa
that occur along the fence lmes. A portIon of the wild grape area m the northeastern part
of the north preserve was mowed ill October 2005 m conjunctIon WIth SImilar work m the
southern preserve. Other factors affectmg the overall qUalIty of the preserve mclude' 1)
unauthonzed use of the preserve by ATV's and 2) the lack ofmamtenance wIthm the CIty
owned park Site.
A large portIOn of the western fence is currently down and IS bemg accessed VIa the CIty
parkland to the west. It appears that A TV's are usmg the park site m cOnjunctIOn With
the preserve as a system of trails for off-road recreatIon. In addItion to the western fence,

portIOns of the eastern fence adjacent to the wet detention area have been breached and
are still bemg accessed. TIns has resulted In several breaks In the fence that separates the
preserve from Tract J and 34C The contInued use by ATV's will cause damage to the
existIng canopy trees and will eventually have a negatlve Impact on wildhfe. TIns added
dIsturbance has allowed several exotIc speCIes to germmate WIthIn the canopied area of
the northern preserve.
Despite some recent clean up efforts, local resIdents are still dumpmg domestIc debns on
the CIty park SIte and nUIsance vegetatIOn along the east SIde of the park site prOVIdes a
seed source for the preserve.
Access to the preserves has been an ongoing Issue WIth the city and the TCRPC. Fencing
the CIty park SIte wi11limit access and reduce secunty requirements for this valuable
resource, Cooperation between the CIty and Quantum will go a long way m correctmg
some of the Issues that are contmually dISCUSSed by local residents. Adjacent landowners
must m good faith attempt to correct problems that affect the preservatIOn areas required
by the Development Order for tins project.
Access to the northern preserve due to lffipacts to the fenCIng IS still occurrmg and will
contInue until the wet detentIon pond is completed and the City constructs a fence along
Quantum Blvd.
4 The same maintenance program for the northern preserve was also lffiplemented for
the southern preserve. Quarterly mamtenance was conducted in an effort to treat existing
tlnckets of Brazilian pepper, earleaf acacia, and other exotics. FollOWIng several
humcanes, many trees were toppled on the penmeter fences. Removal of these trees was
completed in January and agam m October 2005 The fire lane around the preserve and
the grape vine area in the northwest comer IS being mowed every 6 months or as needed
to facilItate forage material for the resident tortoise population.
Every six months, the western fence Ime between the lake and the preserve IS mowed to
reduce the threat of a lIghtnIng strike that may Ignite the grassy lake edge. Tlus work was
added to the program to reduce the threat to the adjacent apartment complex. The new
apartments adjacent to the preserve have been completed and are now occupIed. All
fencmg Issues for the southern preserve were completed in 2005
5 Many construction projects were started or were ongoing on several undeveloped lake
lots witlnn the park. Each of the projects involved some penrutted modrficatIOn to the
lake bank such as dramage structures. ConstructIOn of these dramage structures often
reqUIred the elimInatIOn of portIOns of the hardwood forest that was planted m the early
1980's. In each case, If necessary, a replantIng plan was approved by the DIStrIct

Engmeer and the City of Boynton Beach and all slopes, grades, and vegetatIOn was
returned to pre~development condItions.
6 The constructIOn of the wet detentIOn lake m Tract J and 34C will provIde a needed
buffer to the northern preserve. TIns work has been ongomg and should be completed in
2006 Once tlus work IS complete and the penmeter fencmg problems corrected,
approxImately 30% of the northern preserve will be prescribed burned or mechanically
altered usmg a brown tree cutter or roller chopper All canopy trees will be removed as
part of the long-tenn mamtenance oftlus ecosystem. TIus work IS required as part of the
DR! Management Plan for Quantum Park.
Overall mamtenance actIVItIes includmg preserve management, lake chemIcal
mamtenance, and wetland protectIOn will be contmued for the 2006 fiscal year by
Quantum Park. ThIs work IS the result of a request by the Treasure Coast RegIOnal
Planning Council.
