B October 4,2004 - Amendment No 14
On October 11, 2004, The CIty CommISSIOn of the CIty of Boynton Beach approved Amendment
No 14 to the Development Order by adoptmg Ordinance No 04-077 Amendment No 14 grants
approval to create the new land use optIOn "Industnal WIth Retail Sales" (Ind/R) and to add tlns
use optlOn to lots 17,21, 50A and 52 It also redeSIgnates lots 81 and 82 as "Governmental &
InstItutIOnal"
C October 15, 2002 - Amendment No 13
On October 15,2002, the CIty CommISSIOn of the CIty of Boynton Beach approved Amendment
No 13 to the Development Order by adoptmg Ordmance No 02-054 Amendment No 13 further
amended the Development Order by adoptmg reVIsed Master SIte Development Plan No 13 whIch.

F March 2, 1999 - Amendment No 9
On March 2, 1999, the City CommISSIOn of the CIty of Boynton Beach approved Amendment No 9
to the Development Order by adoptmg Ordmance No 99-05 ThIS Amendment added the Land Use
DeSIgnatIon of AttractIon and RecreatIOn on 22.50 acres (Lots 83-88) to accommodate a multI-
screen cinema complex together WIth land use deSIgnatIOn changes on VarIOUS other lot S throughout
the development. The total generated traffic and resultant development mtensItIes were unchanged
pursuant to thIS Amendment.
G June 3, 1997 - Amendment No 8

The followmg IS a bnef dIscussion of the mamtenance actIvitIes that have occurred for the
upland and wetland preservation areas for the 2003 fiscal year for Quantum Park.
WET DETENTION SYSTEM
I Each of the eight created wetlands is currently being chemically treated for nuisance and exotic
vegetation on a monthly basIS. This work includes the treatment of both emergent and submerged aquatic
nuisance vegetatIon. Hydrilla and pondweeds are a contmual threat to the water column m each of the
eight lakes due to their shallow depth and cover by native wetland vegetation. To improve water quality
and habitat for ponds "Q", "P", "IA", and "Z", a bubbler-aeration system was installed. Water quality
has improved in both of the aerated ponds due to extensive chemIcal and physical treatments of exotics
coupled with water column turnover In additIOn to submerged aquatics, emergent nuisance vegetation
such as cattails, primrose willow, and torpedo grass are bemg chemically treated with appropnate
herbICIdes.
2. As part of the Development Order for this project, the transitional zone of each of the eight wetlands
was planted with hydnc swamp vegetation. To date, each wetland system is being treated on a quarterly
basis for exotic vegetation including but not limIted to Brazilian pepper, Japanese c1imbmg fern, punk
tree, jambolan plum and others. This work effort maintains exotic cover to less than 5% of the total
created acreage as required by the permittmg agencies. To IIDprove the overall quality of the transItional
zone community, a trimming program was initiated, as costs permit, to uplift the woody vegetation that
will allow for some understory recruitment of native speCIes. This will better provide habitat for local
wildlIfe and reSIdent waterfowL To date, lakes "Q", "P", and "A-lIA-2/M"have been completed.
3 As part of the onginal development order for the Quantum Park DR!, two natural wetlands (Tract "W"
and a portion of Tract "T') were enhanced by removing exotic vegetation and later planted with swamp

vegetation. After years of no maintenance, punk trees mvaded these wetland areas again forming a dense
canopy that elimmated most of the original-installed species. Currently, all of the large punk trees have
been removed from both wetlands and resprouts are being chemically treated on a quarterly basis. About
75% of Tract "W" has been mowed and treated and resprouting punk trees are contmually being treated
or removed. Tract "1'" is surrounded by an existing stand of large punk trees, which will continually pose
a threat to the cleared area. Natural recruitment of both woody and herbaceous speCIes is occurring in
both systems.
4 A management plan for 40 acres of Sand Pme Scrub was approved by the appropriate agencies in
December 1988 A mochfication to the development order divided the 40 acres into two parcels: a 257
acre north sand pme preserve and a 14.3 acre south sand pine preserve. Condition No.6 of the
development order mdicated that a minimum of 40 acres of sand pine scrub be preserved and managed to
protect for gopher tortOIse, burrowing owls, gopher frogs, Florida mouse, and Florida scrub lizards.
A fire management plan for each preserve has been approved by the City of Boynton Beach and all
appropriate agencies. In this plan, the scrub areas of the 25-acre preserve were to be burned m 2008 for
tract 1 with the next bum occurnng in 2038. The dry prairie area was to be burned every 5 years. The
southern l4-acre preserve was dIVIded into two tracts with the first tract burned in 1998 and agam in
2028
In September 2001, a field meeting was coordinated with the City of Boynton Beach, TCRPC, FGWC
and other interested parties. Out of this meeting, the following activities have been completed:
14 acre Preserve
A. A fire lane was cut along the penmeter of the preserve and this has been periodically mowed. The fire
lane was required to facilitate a 2002 prescribed burn.
B With the cooperation of the City of Boynton Beach fire department, tract 2, which was to be burned in
2028, was burned successfully on the 16 April 2002. Several attempts were required to reach a complete
burn due to several days of rainfall, which prolonged burning until 21 April 2002. Field data of the burn
was collected in the first week of May to determine the amount of cover lost in the fire. This work is
being conducted as research and will be used to make deCIsions on future burns of other tracts.
C All of the large Brazilian pepper and other exotic speCIes were hydro axed prior to the burn in 2002
and are currently being treated on a quarterly basis with Garlon 3A or Garlon 4 herbiCIde. This treatment
is ongoing for both preservation areas.
D All fencing issues have been rectified and garbage is removed as needed.
E. Based on the close proximity of Quantum Villa Apartments, the City of Boynton Beach has
recommended that no burning will be conducted in the future. All new work will be conducted using
mechanical alteration techniques (i.e., roller chopping and sand pine harvesting). The remaining scrub
areas will be timbered when the trees reach an appropnate heIght and the understory roller chopped to
simulate fire. The exact timmg of thts work will be determined by a qualified biologist.

F To help facilitate ground cover forage for the existing gopher tortoise population, the northwest comer
of the preserve was mowed in June 2003 to stimulate forage grasses and vines.
25 acre Preserve
A. It was agreed that no burning or mechanical alteration of the scrub would occur until the SIte could be
secured from off-road velncular traffic and dumpmg, especially dunng the construction activities
associated with the creation of a new water management system east of the preserve..
B The City of Boynton Beach Police Department has stepped up secunty measures in an attempt to
restrict unauthorized trespass.
C Replacement fencing along the perimeter of Tracts 34C and "J" has been continually repaired and
trespass signs installed. Off road vehicular trespass has been somewhat curtailed due to the construction
of the new wet detention system.
D Due to the constructIon of a new wet detention system for Tracts "34C' and "]", a new hog wire fence
was installed along the eastern edge of the north preserve. However, as part of the maintenance activities
for this area, the old fence was cleared of vegetation and IS periodically mowed to identify the western
edge of the preserve. By the end of the 2003 fiscal year, about 40% of the excavation of the new wet
detention area was completed.
E. All medium to small sized Brazilian pepper and other exotIcs were hydro-axed in 2002 and follow-up
treatments occur on a quarterly basis. A large portion of the grape vine area in the northeast comer of the
preserve was mowed in July 2003 to help stimulate forage ground cover grasses and forbs. Additional
areas that may require mowing have not been scheduled until trespass problems are corrected. This work
may be completed in 2004 once the start of the wet detentIOn system has been completed.
F The fence along the southern edge of the preserve was completed in late 2003 as part of the
construction activities for the new building to the south. All fence posts, a new retaining wall, and
environmental planting has been completed and approved by the City of Boynton Beach.
5 Several new projects have been built along several of the existing lakes throughout the project. Any
impacts to the water management system are being monitored by staff and a qualified biologist. All
impacts that have occurred in 2003 excludmg Tract 34C and "]" have been corrected and approved by the
City of Boynton Beach
In summary, the overall condition of the sand pine scrub preserves has improved and still supports a wide
array ofhsted plant and animal species. Due to the sensitivity of the plants to soils disturbance,
mechamcal alteration techniques will be used as a last resort in an effort to reduce soil dIsturbance, wlnch
often leads to invasion by exotic grasses. Therefore, hand spraying and cutting is often utihzed over time
in order to aclneve the desired goals. Except for the elIminatIOn of the burrowmg owls in the late 1980's,
most of the listed plant and animal specIes can still be found within each of the preserves. Exotic seed
sources occur within most of the lands surroundmg the preserves, which due to avian vectors supply a
constant source for nuisance invasion. The level at which these areas are being maintamed IS much better
than many other preserves in Palm Beach County Exotic invaSIon is a worldwide problem, which often
never disappears completely m these dynamic systems. Please be advised that the sand pme scrub
community in Quantum Park is bemg managed at the ecosystem level with special reference to some of

occur along the fence lInes. A portion of the wild grape area m the northeastern part of the north
preserve was mowed m November 2004 m conjunctIon with sImilar work m the southern
preserve. Other factors affectmg the overall qualIty of the preserve mclude: 1) unauthonzed use
of the preserve by ATV's and 2) the lack ofmamtenance wIthm the CIty owned park SIte.
A large portIOn of the western fence IS currently down and IS being accessed VIa the CIty parkland
to the west. It appears that ATV's are now usmg the park SIte m cOnjunctIOn WIth the preserve as
a system of trails for off-road recreation. In addItion to the western fence, portions of the eastern
fence adjacent to the wet detention area have been breached and are still being accessed. Tills

has resulted m several breaks m the fence that separates the preserve from Tract J and 34C. The
continued use by ATV's will cause damage to the eXIstmg canopy trees and will eventually have
a negatIve impact on wildlIfe. TIns added disturbance has allowed several exotic speCIes to
germmate WIthm the canopIed area of the northern preserve.
DespIte some recent clean up efforts, local residents are still dumpmg domestic debns on the city
park SIte and nUIsance vegetatIOn along the east SIde of the park SIte proVIdes a seed source for
the preserve.
Access to the preserves has been an ongoing Issue with the CIty and the TCRPC. Fencing the
CIty park SIte will lImit access and reduce secunty requirements for tlns valuable resource.
CooperatIOn between the CIty and Quantum will go a long way m correctmg some of the Issues
that are continually dISCUSSed by local resIdents. Adjacent landowners must in good faith
attempt to correct problems that affect the preservation areas requITed by the Development Order
for tlns project.
Durmg the fiscal year 2004, portIons of the cham Imk fence surroundmg the northern preserve
was continually destroyed by off-road vehicular traffic. Several thousands of dollars were spent
repainng or replacing downed fences, which still poses a threat to the existing wildlIfe and
vegetatIOn commumtIes. TIns Issue will be addressed m 2005 as part of the burnmg program for
the northern preserve.
4 The same mamtenance program for the northern preserve was also rmplemented for the
southern preserve. Quarterly mamtenance was conducted in an effort to treat eXlstmg tlnckets of
BrazilIan pepper, earleaf acaCIa, and other exotIcs. Followmg several hum canes, many trees
were toppled on the pertmeter fences. Removal of these trees was ongomg and was recently
completed m January 2005 Once the trees were removed from the fence Ime, the fire lane
around the preserve was mowed as well as the grape VIne area m the northwest corner of the
southern preserve to facilItate forage material for the reSIdent tortOIse population.
Every SIX months, the western fence line between the lake and the preserve is mowed to reduce
the threat of a lightnmg strike that may ignite the grassy lake edge. This work was added to the
program to reduce the threat to the adjacent apartment complex. New apartments are currently
bemg constructed along the northern edge of the preserve. Here, portIons of the fence were
down and constructIOn debns lIttered the preserve. The owner dId respond by correctmg the
fence issues and IS currently removing debns on a weekly baSIS.
5 Many construction projects were started or were ongomg on several undeveloped lake lots
WIthm the park. Each of the projects mvolved some permitted modification to the lake bank
such as dramage structures. ConstructIOn of these dramage structures often reqUITed the
elImmatIOn of portIOns of the hardwood forest that was planted in the early 1980's. In each case,
If necessary, a replanting plan was approved by the DIStnCt Engineer and the City of Boynton
Beach and all slopes, grades, and vegetatIOn was returned to pre-development conditIOns.

6 The constructIOn of the wet detentIOn lake m Tract J and 34C will proVIde a needed buffer to
the northern preserve. This work should be completed m 2005 Once tills work IS complete and
the penmeter fencmg problems corrected, approXImately 30% of the northern preserve will be
prescribed burned or mechamcally altered using a brown tree cutter or roller chopper ThIs work
is reqUIred as part of the DRI Management Plan for Quantum Park.
Overall maintenance actIvItIes mc1udmg prescribed burmng, treatment of exotics etc. will be
mcreased for the 2005 fiscal year by Quantum Park. ThIs work IS the result of a request by the
Treasure Coast RegIOnal Plannmg Council.
