February 5, 1999 SUBJECT Shoppes of Woolbright PCD - File No MPMD 98-002 Master Plan Modification (Move 2,789 square feet from within the master plan to Home Depot, increase parking circulation isle, and correct parking space calculation) NATURE OF REQUEST Stephen E. Tate of Caulfield and Wheeler, Inc., agent for Home Depot is requesting to modify the master plan for the Shoppes of Woolbright PCD The Shoppes of Woolbright PCD commercial development is located on the north side of Woolbright Road and east of the L.W D D E-4 Canal (see Exhibit "A" - location map) The requested modifications are shown on the proposed master plan (see Exhibit "B" - Proposed Master Plan) The specific request includes moving a total of 2,789 square feet of retail square footage to the Home Depot store, from within the PCD This buildable area is proposed to be transferred from the undevelopecf portion of the master plan shown as "Future Retail" (2,499 square feet), and from the Food Court Restaurant site (290 square feet) To maintain existing isle width, or sufficient space for loading and unloading, the request also includes the expansion of the front isle adjacent to the expanded building footprint. Lastly, parking calculations are proposed to be revised/corrected The total square footage designated for retail/commercial use on the site remains at 313,786 square feet. BACKGROUND The only characteristics of the master plan affected by this proposed amendment includes assignment of square footage and required parking, total project parking, and design of the main isle immediately in front of the Home Depot store These changes are described below Square Footage Area for "Future Retail"- Area for Food Court Area for Home Depot - Existina 48,706 4,000 102,250 Prooosed Chanae 46,207 (-)2,499 3,710 (-) 290 105,039 (+)2,789 Net Change: (= )0 In proposing this modification, the applicant was not aware that the master plan had been modified to increase the approved square footage of the Food Court restaurant parcel from 3,710 square feet to 4,000 square feet. The total 4,000 square feet shown on the current master is needed for this project as confirmed by current permit plans for the restaurant. The only source of this available square footage for relocation to the Home Depot site is the "Future Retail" parcel. The proposed master plan must be revised to reflect the following proposed changes. The square footage moved to Home Depot will be placed on the front of the building and used for a tool rental center To maintain existing isle width for circulation and loading/unloading, the three adjacent parking isles are to be reduced in length by two (2) spaces each, resulting in the total reduction of six (6) parking spaces. Secondly, parking data is to be changed to include 13 additional spaces located along the rear of Home Depot which had been previously miscalculated and therefore excluded from the parking tabulations. This decrease in six (6) spaces and increase in 13 spaces yields a net increase in parking spaces of 7 spaces As indicated above, to maintain existing isle width for proper circulation and loading/unloading space, the main isle immediately in front of the building is to curve slightly around the expanded portion using the width obtained through the reduction in the three adjacent parking isles. Staff understands that this addition is for a tool rental center to be accessed from within the store. It should be noted that, although not directly related to the master plan, Home Depot will be moving pickup functions for oversized and contract purchases to the rear of the store to lessen the congestion in the front/main loading and unloading area. This change should offset the potential increase in loading/unloading activity generated from the new tool rental center Changes to Planned Commercial Development (PCD) master plans are reviewed consistent with Section 6 F 13 b of Chapter 2 - Zoning which requires that modifications to approved plans which result in an increase of less than ten (10) per cent in measurable impacts, as determined by including any changes in traffic generated, water consumed or sewage to be collected, be reviewed by the Planning and Development Board and finally approved by the City Commission The modifications requested result in no increase in impacts above those currently vested by the approved master plan.
