APPLICATION LANNING AND ZONING DEPARTMENT MEMORANDUM NO. 95~706 FROM Tambri J Heyden Planning and zonin7,1I1f~or Michael E Haa~~ Current Planning ~nator December 12, 1995 TO' DATE Agent File No Plan/Major site plan Modification - 1st Review Isles at Hunters Run West; side of Congress Avenue approximately 500 feet north of Summit Drive Kilday and Associates NWSP 95-010 SUBJECT: New site PL~Oj ect Location The following is a list of 1st review comments regarding the site plan review of the plans for the above-referenced proj ect It should be noted that the comments are divided into two (2) categories The first category is a list of comments that identify deficiencies from the City's Land Development Regulations (L DR) that are required to be corrected and shown in compliance on the plans and/or documents submitted for second (2nd) review in order for the project to continue through the site plan review process The second set of comment(s) lists recommendations that the Planning and zoning Department staff believe will enhance the proposed development The applicant shall understand that all documents and plans submitted for site plan are subject to additional comments I recommend that the applicant/agent contact me regarding questions related to the comments If the applicant is not intending to correct code deficiencies and they request that the project remain on the review schedule identified in the attached letter they should contact me regarding the procedures, application forms, fees and submittal deadline dates for seeking relief from the code requirement I SITE PLAN REVIEW COMMENTS. The following comments are generated by a review of each sheet and the drawings referenced on the sheet SHEET L-l of 11 1 Please show the detail drawing of the entry wall feature referenced on sheet L-1 of 11 as detail 1 on sheet L-8 (Note; sheet L- 8 of 11 does not have a detail drawing titled 1, however, there are detail drawings titled 1A and 18 on sheet L-8 Correct the inconsistency accordingly ) 2 On sheet L-8 of 11 identify the type of exterior finish material and finish color by identifying the color name, color designation (letters and/or numbers) and the manufacturer of the color for the wall and co1upn components referenced on sheet L-1 of 11 and depicted on the following detail drawings found on sheet L- 8 of 11 and L-9 of 11: i 18 on~sheet L-8 Color of the meta~ described in detail 1 found on sheet L-9 of 11 3 On sheet L-l of 11 correct the inconsistency regarding the width of Westlake Drive The note reads the width of the pavement is 24 feet and the plan has a dimension of 22 feet wide Also specify on the sheet whether Westlake Drive is a public or private road 4 On sheet L-l of 11 identify the existing and proposed easements located along the sides of the roadway If there are not any easements existing or proposed for this area state same on the plan If there are easements existing or proposed show, dimension and label them on the drawing Relocate landscaping accordingly place a general note on sheet L-I0 of 11 regarding installation of landscape material in easements The note regarding installing landscape material in easements shall match the notes referenced on the plat drawings SHEET L-2 of 11 5 Please show the detail drawing of the entry wall feature referenced on sheet L-2 of 11 as detail 3 on sheet L-8 (Note, sheet L- 8 of 11 does not along congress Avenue It is recommended that the proposed tree-scape tree specie be either changed or the proposed trees be relocated to show compliance with the FP&L brochure titled "Plant the Right Tree in the Right Placel! 8 To show compliance with the spacing for perimeter trees along congress Avenue as referenced oQ, the approved master plan place a 30 foot on center dimension between the trees along Congress Avenue and identify the on center spacing as typical Where required modify the tree spacing to comply with the maximum spacing dimension 9 On sheet L-2 of 11 dimension and label the south and east perimeter building setback dimensions ..,;. 10 Specify on sheet L-2 of 11 that Westlake Drive is a private street 11 On sheet L-8 of 11 identify the type of exterior finish material stucco and sand - finish stucco Material and color of the background surface that the simulated tile sign face is mounted SHEET L-3 OF 11 12 On sheet L-3 of 11 indicate with a note that the portion of the lake maintenance easement and common ground that is adjacent to the lake and not shown as having littoral and upland landscape material shall be covered with sod 13 On sheet L-8 of 11 add to detail drawing 2 the type of exterior finish material and finish color by identifying the color name, color designation (letters and/or numbers) and the manufacturer of the color for the vertical and horizontal aluminum rails, column, column cap and sphere Also identify the overall height of the columns 14 On sheet L-3 of 11 indicate with a note that the "Model Center Parking Area" is temporary and that the construction of the area will be processed as a minor site plan modification and permitted separately from the permanent common ground improvements 15 Properly identify the location of the 8 foot wide sidewalk/bike path located on the north side of Westlake Drive SHEET L-4 OF 11 16 Sheet L-4 of 11 references the location of detail drawing 1 on sheet L-7, detail drawing 1 is incorrectly labeled on sheet L- 7 Correct the inconsistency accordingly 17 On sheet L-7 of 11 add to detail drawing 1 the location of the overhead power lines located in the utility easement documents which show compliance with the conditions of approval for the project are - required to be submitted to the Planning and Zoning Department 29 Modify the color elevation view drawing (previously submitted) of the guardhouse building to include a method of identifying the type of exterior materia1(s) and co1or(s) of the materials The color (s) by color name, color designation (letters and/or numbers) and manufacturer of the color shall be identified on the color elevation drawing 30 On sheets L-3 of 11, L-4 of 11, L-5 of 11 and L-6 of 11 remove from the perimeter setbacks the following text "/Landscape tract", "10 I Landscape Easement", " / Landscape Buffer with 5 I Berm" and "/ Landscape Tract & Berm" There is no requirement to identify or have a landscape easement within common ground or at the rear of the west lots that do not have a requirement for the installation of landscaping Easements in these areas may be removed from the site plan, master plan and plat
