Master Plan Modification (Reduce side setbacks for rear-yard pool screen enclosures where
located adjacent to the non-zero lot line)
NATURE OF REQUEST
John M. Contant, Project Manager for Home Development Corp of South Florida, is the agent requesting to
modify the master plan for the Isles of Hunters Run PUD This residential development is located on the west
side of Congress Avenue north of Summit Drive (see Exhibit "A" - Location Map) The requested
modifications are shown on the amended master plan (see Exhibit "B" - Proposed Amended Master Plan)
The specific request is to reduce the screen enclosure setbacks for all homes with back-loaded or rear-yard
pools on the non-zero side from ten (10) feet to eight (8) feet so that the approved setbacks coincide with the
building code that requires a minimum three (3) foot wide deck/walkway around the pool
BACKGROUND/ANAL YSIS
The Building Code, Chapter 5 Section 501 1 1, requires that pool decks extend unobstructed, except for
columns or ladders, completely around the swimming pool/spa a minimum of three (3) feet. This presents a
'blem for those units being built in the Isles of Hunters Run which are designed to have back-loaded or rear-
,...I'd pools placed at the minimum setback of 12 feet. These units were originally identified as "A" & "C" units
on the master plan Units are no longer identified in that manner The following five model types have back-
loaded or rear-yard pools Portofino Majorca, Majorca II, Monaco and Barcelona The Capri model is
designed to accommodate a side-yard pool and allows a three (3) foot side yard setback on the non-zero side
The proposed master plan amendment will reduce the side yard setback to eight (8) feet on the non-zero side
for the screen enclosure on rear-yard pools The master plan is being modified to include the model names
with square footage and pool location In addition, The Isles of Hunters Run PUD Standards are proposed to
be modified as described below

The corresponding pool setback would remain at 12 feet. This would ensure that in the event a pool is
installed separately from the screen enclosure sufficient space remains to allow for the addition of the screen
enclosure at the required setback and in compliance with standard building codes

similar conflict with building codes due to unit design which rarely includes a screen enclosure

Changes to Planned Unit Development master plans are reviewed consistent with Chapter 2,5, Section 12 of
."'e Land Development Regulations which requires that modifications to approved plans be reviewed by the
,anning and Development Board and approved by the City Commission The modifications requested result
in no increase in impacts above those currently vested by the approved master plan
RECOMMENDATION
The PUD master plan did make provisions for pools with screen enclosures to be located on individual fots
however, the possible conflict between the two (2) setbacks and the minimum pool deck requirement may
have been overlooked The applicant's request to modify these provisions is reasonable given that the lots in
question do have the necessary space on the non-zero side of the lot and the reduction in the side setback of
two (2) feet would not likely generate measurable negative impacts Staff recommends that the proposed
amendment to the Isles of Hunters Run PUD be considered non-substantial, and be approved by the City No
conditions of approval are recommended, however, any conditions recommended by the Board or required by
the City Commission shall be documented in Exhibit "C" - Conditions of Approval
