ThIS applIcatIOn to change the subject property's Future Land Use Map deSIgnatIon from INDUSTRIAL to LRC and Its Zomng deSIgnatIon from P.I.D to C-3 IS for the purpose of bnngmg these deSIgnatIons mto confonnance WIth the designanons of the property adjacent to the north, to enable the applIcant to combIne the parcels and develop them under a unlfonn set of development standards. Approval of these applIcatIons will have no Impact on the surroundIng propertIes, or the nature or character of the area, SInce the proposed use as a retail home Improvements store IS pennlssible In both the current and the proposed Land Use Plan and ZonIng deSIgnatIons. In fact, the proposed use could be a pennltted use In the P.I.D deSIgnatIon, where It IS a Cond1tlOnal Use In the C-3 dlstnct. The CIty of Boynton Beach has determmed that the property located on the south SIde ofWoolbnght Road between 1-95 and Corporate Dove is appropriate for retail development, SInce the 9 4 acre parcel at this locatIOn IS already deSIgnated and Zoned for such purposes. However, that property IS of InsufficIent sIZe to accommodate a project such as a Lowe's home Improvement center The addItIon of the subject property resolves this sIze defic1ency, WIthout altenng land use patterns m the area or creatIng any adverse land use Impacts on the surroundIng neIghborhood. Since the proposed use could be developed in eIther zomng distnct, the JustIficatIon for the proposed change IS SImply to assure that the development standards used to regulate the constructIOn and operatIon of the facilIty are umfonn. Smce the maJonty of the overall Intended development sIte IS zoned C-3, the obVIOUS chOIce IS to rezone the smaller portIon (59 acres) to C-3 IMPACT COMPARISON. Smce the proposed use could or would be developed on the property In question whether the Land Use desIgnatIon and zomng were INDUSTRIAL & P.LD or LRC & C-3, there IS no d1fference In the impacts of development between the current and the proposed deSIgnatIons. The proposed 135,197 square foot buildIng and 48,472 square foot outdoor garden center could be developed under eIther the current or the proposed deSIgnatIons. The controllIng factors In both situations IS the parkIng, setback and landscapIng requirements, winch could be met In eIther scenano The proposed development of the subject property is for a SIngle user, a retail home Improvements store. There will be no outparcels or other In-lIne stores in the development. The project will be entirely constructed In a SIngle phase. The applIcant Intends to apply for build1ng pennlts Immediately upon receiVIng all of the necessary zomng related approvals and It IS antIcIpated that construction will take about 7 months to complete The facilIty will employ apprOXImately 150 people. Lowe's Home Improvement Center Justification and Impact Statement Page 2 Smce the subject applIcations are made to accommodate a specIfic use wluch could be developed under either the current or the proposed Land Use Plan and Zomng desIgnatIOns, approval will not change the potential traffic Impacts from the property We have submitted a detailed traffic analYSIS, prepared by LInks & AssocIates, for the proJect. As with the areas of analYSIS, the proposed Land Use Plan amendment and Rezomng of the property Wlll have no Impact on water, sewer or solId waste demand. The estimated demand for these servIces are as follows. . Potable Water demand- . SolId Waste generanon- 16,320 gallons per day @ 1 gal.lsflday (includIng garden center) 16,320 gallons per day @ 1 gal.lsflday (Including garden center) 684 Tons per year @ 747lb./sf/yr (IncludIng garden center) . SanItary Sewer demand- The required fire flow under City standards IS 1200 gallons per minute @ 30 lbs per square Inch for this type of facilIty This reqUIrement would be the same, regardless of whether the property in questIon were developed under the current of the proposed Land Use Plan and Zomng deSignations, Our project EngIneer has confirmed that the project can meet thIS standard. likeWIse, SInce the site could be developed at approXImately the same Intensity under both the existing and the proposed deSignatIOns, approval of the subject applIcatIOn will have no unpact on dnunage. In either designatIon the development of the property would have no Impact on parks and recreation, schools, or fire protecnon. As noted above, the Impact on roads and traffic issues will not be changed by the approval. .4517,1__ i~vf /. ~ ~rs. When _eel RWm To: ~~ / " '- Thomas C. Cobb, Esq. Scharlin, Lanzetta.
