On November 6, 2001, the City CorrumssIOn ofthe City of Boynton Beach approved
Amendment No 12 to the Development Order by adopting Ordinance No 01-54
Amendment No 12 further amended the Development Order by adoptmg revIsed
Master SIte Development Plan No 12 whIch. changed the permItted land use for lots
7,8,9,10,11,23,24,25,26,27,28,29,30 and 31 to Mixed-Use (MU), changed lot
34-C to reserved and reconfigured Quantum Lakes Dnve to lots 100 and 101 wIth a
MIxed Use (MU) land use. The Master Plan Amendment No 12 contained wIthin
thIS Annual Report shows the desIgnated land uses for each developable lot wIthin
Quantum Park (NOTE Amendment No 11 was not approved by the CIty)
B March 7, 2000 - Amendment No 10
On March 7, 2000, the CIty CommISSIOn of the CIty of Boynton Beach approved
Amendment No 10 to the Development Order by adopting Ordmance No 00-02
Amendment No 10 added a "Mixed-Use" Land Use DesIgnatIOn whIch Includes
office, commercIal and resIdentlal uses. The Amendment sImultaneously mcreased
the commercial IntensItles and decreased the office and Industnal IntensItles. The
SImultaneous mcreasIng and decreaSing of the land use IntensItles resulted m no
addItlonal regIOnal Impact most notably by not increaSing the total traffic generated.
As In Amendment No 9, vanous other land use desIgnatIOn changes were approved
as part of the Master Plan Amendment No 10
C March 2, 1999 - Amendment No 9
On March 2, 1999, the CIty CommISSIOn of the CIty of Boynton Beach approved
Amendment No 9 to the Development Order by adoptmg Ordmance No 99-05
Tlus Amendment added the Land Use DesIgnatIOn of AttractIOn and RecreatIOn on
22 - 12 acres (Lots 83-88) to accommodate a multI-screen cmema complex together
wIth land use desIgnatIOn changes on vanous other lot s throughout the development.

WHEREAS, the ADA was approved and the Development Order for the Property
was granted December 18, 1984 pursuant to Ordmance No 84-51 (the "Development
Order") , and
WHEREAS, Riteco subsequently conveyed ItS nght, tItle and mterest In and to the
Property to Boynton Park of Commerce, Inc., a Flonda corporatIOn ("Boynton Park"),
and, Boynton Park, m turn, subsequently conveyed Its nght, tItle and mterest m and to the

The following brief discussion will detail all environmental maint~"n~ activities that have occmred for
Quantum Park for the fiscal year 2001
1 Each of the eight created lakes arc Cll1TC%ltly being chemically treated for nuisance vegetation on a
monthly basis. This worle includes the treatment of em~t and submerged aquatic nuisance vegetation.
2. The hydric swamp system associated with each of the eight lakes is currently being treated on a
quarterly basis for exotic vegetation iDcluding primrose willow, Brazilian pepper, Japanese climbing fem,
jambolan plum, and others. This work effort.maintains exotic cover to less than 5% of the total created
area.

3 Nuisance vegetation associated with the northern sand pine scrub preserve is cur.rcntly maintained not
to exceed 5% of the total area. Several years 810 following many years of no maintenance, nuisance
vegetation levels were approaching 25%. CuITently, overall cover is about 1-2% and is primarily
restricted to isolatcd, punk tree, Brazilian pepper, and scattered ear lcafacacia. A portion of the wild
grape area in the northeastern part of the north preserve was mowed in Febroary 2001 in conjunction with
similar work in the southern preserve. Several th1clcets of nuisance vegetation were recently (Feb 2001)
hydro-axed as part of our 2002 remedial action plan for the upland preserves. The remaining work will be
completed at a later date following approval by the City of Boynton Beach.
In addition to the treatment of nuisance and/or exotic vegetation. aU domestic debris was removed from
the preserve on a quarterly basIS or as needed depending on the amount of dumping. Dumping from local
residents for as many as 15 years has plagued this area. Despite access barriers, dumping by local
residents still poses.8 long-term problem. Tlus issue will be addressed in 2002 as part of the burniDg
program for the northern preserve.

During the fiscal year 2001, a large perccn1agc of the chain link fi:Dct: SUUOtmm"g the northem preserve
was contintUllly destroyed by off-road. vchicu1artraffic. Several thousands of dollars were spent repairing
or replacing downed fcDces, which still pose a threat to the cxi.stina' wildlife and vcaetaticm communities.
This issue will be addressed in 2002 as pan of the bmnini pro~ for the: northern preserve.
4. The same maintcmance program for the northern preserve was also iU1pl~~ for the 50Uthem
preserve. Quarterly n'lR;ntl"!nlm"'~ was conducted in an effort to 1rc:at existing thicb:ts ofBr.:t7.i1i:lT! pepper,
earleaf acac:ia, and ather exotics. About 1.3 acres of~li:ln pepper were hydro axed. 2IDd treated with
Garlon 4 lu:rbicide. This area is now utilized by several gopher tortoises aDd will be bumcd in 2002.
Some damaae to the perimeter fence did occur in 200! and this was quickly repaired to discourage off.

A large amount of domestic debris (ie., bottles, papcES. pipe, construction debris etc.,) emms the preserve
from coD.StlUCtion activitiC$ along the east=n. edge of the preserve and to alesscr deJreC from the building
along the eastcm edge. This debris is periodically rt:m.oved cIurina mamteDanCc events.
Overall maintenance activities including prescribed humin&, treatment of exotics etc. will be increased for
the 2002 fiscal year by Quantum Park. This work is the result of B request by the Treasure Coast
Regional Planning Council.
