We have completed our first run analysis of traffic modifications due to
the proposed Master Plan Change submitted for your preliminary review in
pre-application conference last month It appears, from our analysis,
that we fall below the thresholds that you had indicated on both the
interchanges and roadway links surrounding the project We would like
to arrange a traffic analysis meeting as soon as possible July 20th at

In accordance with David Pressly's request made on May 5, 1989, enclosed
herewith are twenty (20) packages represent i ng the changes that are
being requested to the Master Site Development Plan for the Quantum Park
project Also enclosed herewith is a check in the amount of $1,000 00
to pay the appropriate fees for the pre-application meeting scheduled
for Tuesday, May 30, 1989
The purpose of the revisions being made is primarily based in the need
to redefine parcel use, such that it gives us greater flexibility in the
marketing of Quantum Park, particularly with respect to current proposed
1 and sales in a number of areas along N W 22nd Avenue The second
primary focus is the dedication of additional sand pine preserve area
that woul d not be located upon development parcels Mi nor secondary
issues that are part of this Master Plan change are the identification
of a use for platted lot #34-C, an identification of the Master Plan
that incorporates the 1 and swap that was executed between the City of
Boynton Beach and Quantum Park and also, the reclassification of lands
west of the E-4 canal such that they can be incorporated and planned as
a part of a larger development being contemplated by others
The proposed changes to the Master Pl an wi 11 not requ ire any zon i ng
modification All of the new proposed uses are consistent with the
zoning currently held for the property The primary thrust of the use
change is to designate a number of parcels within the Park as
office/commercial property, which depending upon the sale, could be
developed as either office or retail commercial use The plan

also incorporates a limitation that only 35 acres of that total 59 1 be
developed as commercial retail space Such restrictions will be imposed
at the time of site plan and use approval through the City of Boynton
Beach
Although the acreage reallocation identifies a substantial deviation
under Florida Statutes, we do not believe this redistribution of use
i ndi cates a change in the concept of Quantum Park nor any substantial
deviation in the regional impacts that it will produce within the
community The issues and/or impacts that we believe need to be
reinvestigated and presented to you are as follows

identified In a preliminary way, the attached letter from Ric
Ross i, Ross i & Mal avas i Engi neers, Inc, addresses that issue

of trip generation for the use variations Preliminary information

the revised use designations Again, based upon our initial
analysis, it does not appear as if the impacts will be substantial,
but need to have the opportunity to review that in detail with the

4 Finally, we believe the only other impact that the proposed
revision will have is a reevaluation of the sand pine preserve
areas What the plan contemplates is a dedication of a 5 1 acre
parcel that is substantially mature sand pine scrub Part of this
process wi 11 be an overall increase in preserve from 40 acres to
42 9 acres Also included will be the reclassification of area
that was previously preserved and the redesignation of it as office
use as a part of Lot 34-C In this instance, the plat designation
of Lot 34-C and parcel 92, the sand pine preserve, will need to be
revised

The use shown for parcel I-A is commercial retail which appears to
eliminate a 4 4 acre lake that is now part of the drainage system for
all 1 ands between Congress Avenue, the E-4 canal, the L-21 canal, and
N W 22nd Avenue Although from a use standpoint, the lake is
eliminated, from an engineering standpoint, the lake will not be
eliminated until an alternate acceptable drainage plan has been prepared
by the future developers of those parcels and submitted for approval to
the South Florida Water Management Di stri ct The recl assifi cat ion of
use for that parcel is primarily aimed at giving the developer of those
parcels the opportunity to reconfigure the lake and then utilize
remaining portions of parcel I-A for the commercial retail use
The attached area tabulation indicates the land use modifications that
have been made over the 1 ast three years, start i ng with the ori gi na 1
ADA/DRI approved distribution of uses continuing through the three
approved Master Plan revisions, and then tabulating the proposed
utilization and the percentage change from the originally approved
ADA/DRI
You will note in the table an overall increase in area This increase
is due to the 1 and swap between Quantum Park and the City of Boynton
Beach that saw the location of park land in the northwestern corner of
our project site and the addition of the office parcels designated on
the plan as parcels 80, 81, and 82 Also, old High Ridge Road was
originally outside the boundaries of Quantum Park and has since been
incorporated within the Park as development lots, and the new High Ridge
Road is identified under the roads category
I hope that this identifies an overview of the revisions we would like
to make to the current approved Master Site Development Plan It is our
hope that these revisions can be incorporated in an expeditious manner
to meet the requirements of our marketing plan We think the new
proposal has particular benefits to the community since it identifies
additional preserved sand pine scrub area which has been a matter of
continuing importance to the Treasure Coast Regional Planning Council
and the community Furthermore, it revi ses the traffi c di stri but ion
such that overall park traffic is not as heavily concentrated during the
peak hour and, therefore, leaves the regional impact of traffic
essentially unchanged

Dear Mr. Zimmerman
I have reviewed the proposed Revised Master Plan which shows a
redistribution of land uses and of lot 34-C. The infrastructure
for the park including water, sewer and drainage is in place and
the impact of the Master Plan Modi f icat ion on these fac il it ies
can generally be described as follows
1. Lot 34-C has water and sewer available from existing mains
located along Miner Road. Drainage and retention is
provided along the south property line which is
interconnected with the overall Master Drainage and
Retention System.
2. The area lying west of LWDD Canal E-4 in Plat No. I is
presently served with water and sewer and the changed uses
whould not appreciably effect demand. Drainage retention
tract will be required of a size and configuration to be
determined at time of submittal of a site plan engineered
to accommoda te run-of f of the approx i a te 37 acre s I yi ng
west of LWDD Canal E-4.
3. Land use changes lyi ng east of LWDD Canal E-4 pr imar ily
from office to commercial will not appreciably effect the
demands on the existing sewer and water system. Final
engineering of this area would be done at site plan
submittal taking into consideration specific project
demands.
We will be happy to go over the proposed Master Plan Modification
requirements in more detail as specific uses are targeted for the
development of the site
