In that meeting, details of the proposed High Ridge Road relocation were discussed Peak hour traffic movements were identified at 1,300 cars per hour The interchange spacing between the proposed 1-95 Interchange and High Ridge Road would be in excess of 800 feet, center to center This distance more than adequately meets the DOT 660 foot separation criteria. The Police Department felt adequately assured that an acceptable roadway and interchange design could be developed within these distance perimeters. Final design and pavement layout will be accomplished during the platting and roadway engineering phases scheduled to follow imediately With respect to the ability to obtain vacation of the DOT right-of-way for High Ridge Road, Jim Zook of Kimley-Horn met with Frank Gordon, Design Engineer of the Florida Department of Transportation on Thursday afternoon, February 21 During that meeting, Hr Gordon indicated that DOT would approach the vacation of High Ridge Road in accordance with their typical vacat i on procedure. The va.fiations in traffic volumes on Congress A venue are due to the elimination of a direct access to Miner Road from the project and the rerouting of this traffic onto Congress A venue between NW 22nd A venue and Miner Road Based on the above impacts, the total future traffic on Congress A venue is expected to be 35,100 vehicles per day based on the approved plan and 36,700 vehicles per day using the proposed plan. Since Congress A venue will be a 6-lane divided arterial with a Level of Service "C" capacity of 46,400 vehicles per day, this increase in traffic can be handled without any additional improvements This roadway segment is at Level of Service "B" in both cases In addition, further analysis indicates that the other roadway links impacted by the proposed Boynton Beach Park of Commerce Plan traffic will need only these roadway improvements that were previously identified in the approved Boynton Beach Park of Commerce Plan. Annunziato, Planning Director RE: Master Plan Amendment - Boynton Beach Park of Commerce On Tuesday, January 21, 1986 George Zimmerman, Director of Planning and Design for Deutsch Ireland Properties, submitted to the Planning Department, a packet of documents which constitutes a request for an amendment to the Boynton Beach Park of Commerce, Development of Regional Impact Copies of this amendment packet were also to be forwarded to the Treasure Coast Regional Planning Council, the Department of Community Affairs, Bureau of Resource Management. Procedurally, the City Council must conduct a public hearinq at which a determination of whether or not the proposed change requires fur- ther development of regional impact review If no further review is required, the City Council shall issue an amended development order which in this instance requires the passage of an ordinance which amends the original development order If a determination is made that the proposed change requires further development of reqional impact review, the review shall be conducted only on those aspects of the development order required to be changed The above-mentioned public hearing shall receive a fifteen (15) days public notice fol- lowing the passage of thirty (30) days but not more than forty-five (45) days after receipt of the amendment materials This amendment procedure will require a one-time change to our development regulations For non-development of regional impact, planned industrial developments, the City Council must make a findinq related to the degree of change; that is, whether or not it is substantial, and then, the Planning and Zoning Board approves, approves with modifications, or denys the request In this instance, the City Council must approve any change Therefore, the Planning and Zoning Board must assume an advisory role MEMORANDUM 5 February 1986 TO Technical Review Board FROM Carmen S.
