Ms. Williams inquired if there would be any meetings suspended during
the summer months. Ms. Williams suggested this July meeting be
suspended so that it would not count as an absence. Chairman Washam
asked Ms. Williams to bring this issue up at the June meeting for
consideration.
C. UPDATE ON HIGH SCHOOL
Chairman Washam stated that the Boynton Beach Community forum for the High
School has been meeting since January of this year Subcommittees were
organized as follows: competency (curriculum enhancement), school to live,
community identity and spirit group, a technology group and design, safety and
esthetics group These subcommittees prepared a report of final
recommendations that was submitted to the Palm Beach County School District
on May 4, 1998. The report should be available at the Boynton Beach Library
and lists all the recommendations that were made to the School District. It is
anticipated that the ground breaking will take place sometime in March 1999 with
an anticipated occupancy in 2001 Chairman Washam stated that this Board was
in the forefront of the High School coming to fruition. This will be a high school
for every student in Boynton Beach and this Board was instrumental in getting
th~ ball rolling

Chairman Washam asked the two new Board members to introduce themselves and
give a brief biography of themselves.
Ms. Staphanie Mingo-McCoy introduced herself to the Members. Ms. Mingo-McCoy
informed the Board that she is married with three daughters, ages 7, 9 and 11 and is a
former Palm Beach County educator and recently attained her Masters Degree in

I am in receipt of the above referenced minutes and herein advise
you of the following misrepresentations in Mr Mark R Gustetter's
correspondence dated September 13, 1994
I Paragraph #3, sentence #2 is incorrect My statement during
the meeting was that the City Commission had informed the
School Board's agents that the traffic signal must be
installed and activated prior to the commencement of school
activities
2 Paragraph #5 is incorrect A signalization system in the
"flashing" mode would be acceptable conditioned upon the
utilization of a mechanism that would trigger the activation
of the signalization system during school letting and taking
This item is not (in the words of Mr Gustetter) a negotiable
item as the undersigned does not have the authority to grant
relief to the School Board for a condition previously issued
by the City Commission, and therefore from my perspective,
approval of the project is not based upon anyone condition
but rather upon full compliance with City codes, State and
County regulations
3 Reference paragraph #13, the City's code requires a minimum
level of illumination equivalent to one foot candle with no
readings below 0 5 foot candles, and no more than 10% of the
readings shall be situated between 0 5% and 1 0 foot candles
Regarding the last sentence of this paragraph, the Design
Engineer seems to be implying that there are other areas of
the school site which are not illuminated, and if these areas
are in fact vehicular use/parking areas, then these areas
should comply with minimum City standards for illumination

The Engineering Department for the City of Boynton Beach is in
receipt of the above referenced plan and herein offers the
following recommendations
1 Construct a solid masonry wall and/or dense landscape buffer
along the south property llne of lots 43, 44 & 45 (or 43A,44A
& 45A) Masonry walls should have accent landscaping on both
sides of the wall and/or the dense landscape buffer should be
of sufficient width and density to abate the transmission of
noise generated from the bus drop area and playing fields
2 Parking facility and pedestrian walkway lighting should be
consistent with the requirements of City Code of Ordinances,
Chapter 5, Article X, (Boynton Beach Parking Lot Regulations),
Section 5-142(a) & 5-142(b), "Required Parking Facility and
pedestrian Lighting"
3 Raised continuous concrete curbing to be installed at areas
where parking stalls abut landscaped areas and along
curvilinear roadway or parking aisle sections which are
subJect to vehicular lmpacts Raised continuous concrete
curbing should comply with mlnimum City standards (extruded
curbing on asphalt surfaces prohibited)
4 Pursuant to Section 5-142(c), "Traffic Control", stop signs
should be provided at exits Directional arrows and internal
traffic signs and informational signs should be installed
where appropriate and the location and types of traffic
control devices utilized shall comply with City standards,
State of Florida Department of Transportation standards and
the Federal Highway Administration's "Manual on Uniform
Traffic Control Devices"
5 Car stops should be installed at all parking stalls in
accordance with Sectlon 5-142(e)
6 Pursuant to Section 5-142 (f) and associated appendix, drainage
(stormwater) shall be contained on site and drainage
structures (inlet grates) shall not be situated within paved

handicap stalls must comply with ADA requirements and contain
proper signage consistent with the State Handicap Code
requirements and the standard Building Code and the Countywide
Amendments thereto
10 Pursuant to Section 5-142(1), "Parking Lot Striping", parking
stalls shall be delineated by double line painted stripes
where parking stalls abut each other, which shall comply with
City standards (white for standard stalls/blue & white for
handicap stalls)
11 The appllcant has lndicated a desire to install fire lanes,
and fire lanes should therefore comply with the provisions set
forth within Section 5-142(m), "Fire Lanes", with installation
of the subject fire lanes being in a state of conformity with
associated parking lot appendix
This memo shall serve to confirm that as a condition of approval
for the above referenced project, the City Commission during their
consideration of the site plan and amendments to the DRI, required
that a traffic signalizatlon system be lnstalled at the
intersection of Gateway Blvd (fka NW 22nd Avenue) and Parkridge

5 The amended master site development plar., dated February 15,
1994 shall be revised and submitted to the City to include a
graphic scale, reconfiguration of parcels that has occurred
for the Motor Vehicle Inspection Station and the Tri-Rail
expansion and adjustment of all parcel acreages (and land
use totals) to correspond with the tax maps prepared by the
Palm Beach County Property Appraiser's office

Quantum Park Buffer

The original P I 0 for Quantum Park requires a peripheral
gre~nbelt of 40 feet when development is adjacent to residential
property In the past it has been interpreted that a 6 foot wall
is required in this buffer
.
In Quantum park property, the developed parcels are not
directly adjacent to residential Instead there are a series of
intervening lots which will be owned by the COD and contain
canals, canal banks and some land This situation does not
require a 6 foot wall
Deutsch Ireland has proposed the following conditions for
the buffer areas on canals
.
Quantum Park P.I.D. GreenBelt Buffers.
1 Whether a greenbelt buffer is required, will be determined
by land use not zoning An industrial use, office use, R&D
use, or commercial/retail use within Quantum park that abuts
a residential use outside Quantum Park shall have a forty
foot wide greenbelt buffer separating such uses from
adjacent residential uses An industrial use, office use,
R&D use, or commercial/retail use within Quantum park that
abuts any of the same uses outside Quantum Park shall have a
twenty-five foot greenbelt buffer between the uses
2 All buffers shall be measured from Quantum Park Perimeter
Property lines inward and water shall be included as an
acceptable part of such buffers Whenever necessary, the
buffer dimensions shall be increased such that a minimum of
twenty feet of earth is provided in a continuous fashion
such areas shall be planted in accordance with number 3
below
3 All planting plans for the greenbelt buffer shall be
submitted to the City of Boynton Beach for approval when
development plans for the adjoining buffered area are
submitted Planting within the buffer shall be the
responsibility of Quantum Associates, but at sometimes may
be contractually delegated to the adjacent property
developer plantings of the buffer shall be completed prior
to the Certificate of Occupancy being issued on the buffered
property In addition to Boynton Eeach Landscape
Requirements, as amended from time to time, the number of
plants/trees to be provided shall be based upon perimeter
frontage For each twenty-five feet that a parcel either
fronts on or contains a perimeter greenbelt buffer, four
additional shrubs, three foot, SiK inches in height at the
time of planting, shall be required and one additional tree,
with a minimum two and one half inch caliber, twelve foot,
zero inches minimum height and eight foot, zero inch
diameter minimum canopy, at the time of planting, shall be
required
such additional landscape materials shall be placed between
the rear of the development and the first twenty feet of
greenbelt buffer area, measured from the boundary of the
development parcel Placement shall be determined based
upon input from the Quantum Park Design Review Committee and

the city of Boynton Beach (as part of the site plan review),
and the requirements and restrictions of the South Florida
Water Management District, Lake Worth Drainage District, and
Florida Power and Light Any permits required for
landscaping within the South Florida Water Management
District easement areas shall be acquired by Quantum
Associates
A minimum of a twenty feet width of greenbelt buffer shall
rece1V , and the balance of the land area shall be
shaped and seeded to provide a completely finished
appearance) Maintenance of greenbelt buffer areas shall be
the responsibility of the underlying property owner
.
Landscaping within the greenbelt buffer shall be irrigated
by a broadcast i~rigation system placed along the property
line of the adjacent development parcel, and the
installation and maintenance shall be the responsibility of
such parcells owner
4 Parcels owned by Quantum Associates, QRA, Inc , or the
Quantum Ccmmunity Development District, may have green space
easements placed upon them that are dedicated to the
adjacent development parcel In such instances, it is
understood by Quantum Associates and the City of Boynton
Beach that building setbacks shall be measured from outside
easement boundary lines rather than the property lines of
the development parcel In those instances where parcels
have a green space easement adjacent to a canal, the
building setbacks shall be measured from the top of the
canal bank
We would recommend that the city Commission approve the site
plan for lot 49 subject to the above conditions with a further
stipulation that Quantum Park submit a master plan modification
for the P I D to include these conditions in the site plans for
future development on the canals on the perimeter of the P I 0
