tree and shrub species and seagrape trees The site has been cleared, filled
and repeatedly disturbed by off-road vehicles To the south of the site, along
the Quantum Boulevard right-of-way, is a row of 20 street trees and a 20 foot
wide maintained grass area which provides some screening for the adjacent
uses There is no other significant vegetation on the site
The developer is proposing construction of two-one story, office / warehouse
buildings (21,660 sf and 25,000 sf = 46 660 sf) and related parking (see
Exhibit "B" - proposed site plan)
a. Traffic - A traffic statement for the project was prepared by Pinder Troutman
Consulting, Inc. Preliminary analysis indicates that this project will comply
with the county's traffic performance standards as significant capacity will
remain in the Quantum Park PID after project built-out. Development of this
office will generate 335 daily trips, leaving 44,000~ trips for future
development.
b. Drainage - Conceptual drainage information was provided for the city's review The
city's concurrency ordinance requires drainage certification at time of site
plan approval The Engineering Division is recommending that the review of
specific drainage solutions be deferred to time of permit review, when more
complete engineering documents are required

Landscaping
Proposed on-site traffic circulation consists of a 27 foot wide loop drive and
two entry drive aisles with access to Quantum Boulevard, one 27 feet wide
and one 24 feet wide The proposed vehicular use area will provide parking
areas containing the required 9 feet by 16 feet (9' x 16') spaces with two (2)
foot vehicular overhang
There are 132 parking spaces proposed, including five (5) spaces
designated as handicapped accessible The parking plan will meet the city's
Land Development Regulations, Chapter 2 - Zoning and ADA requirements
for this use, and provides for 25 surplus spaces Regulations for the
Planned Industrial Development zoning district require that parking
requirements be based on number of employees, however, as employment
information is unknown at this time, minimum required parking spaces were
determined using the code requirement for office uses (one (1) space for
every 300 square feet) and warehouse uses (one (1) space for every 800
square feet)
The landscaping of the site will fully meet code requirements when staff
comments are incorporated, and exceeds requirements with the placement
of foundation plantings along all building facades Special attention will be
given to preserving the existing right-of-way landscape feature to the south
of the lot, which consists of Royal Palm and Live Oak.

Regulations
Building and site regulations will fully meet code requirements when staff
comments are incorporated into the permit drawings
Community Design
Plan
The proposed building facade, as viewed from Quantum Lakes Drive, has
been designed to be architecturally compatible with this predominately
industrial use area The new structure will receive surface treatments and
colors of beige and white cementitious finished walls accented with
Anodized bronze and white trim moldings The proposed building is
distinctive and is compatible with surrounding development.
Signage
A proposed signage detail was submitted as part of this site plan review
The approved Quantum Park signage plan allows one monument sign, per
parcel, with a maximum sign dimension of 7 feet high by 14 feet wide, and
64 square feet of sign face The submitted site plan utilizes a sign plan with
one freestanding entry sign designed within the pre-approved dimensions at
3'_6" high and 12 wide, and contains 22 square feet of sign face In the
future, if the developer decides that they need to increase the number of
signs, or propose a wall or monument sign design change, they will need to
request a sign program modification, as a separate submittal With respect
to wall signage, the plan indicates the location of future tenant signage to be
placed on the building facades (a condition of approval will require the
establishment of maximum size per reserved sign space to ensure that the
allowable square footage is properly distributed and not exhausted prior to
buildout)
RECOMMENDATION.
The Planning and Zoning Division recommends approval of this site plan request, subject to the
comments included in Exhibit "C" - Conditions of Approval The Technical Review Committee
(TRC) recommends that the deficiencies identified in this exhibit be corrected on the set of plans
submitted for building permit.

We offer the following comments on this project:
GENERAL COMMENTS
1) All utilities easements shall be shown on the rectified landscaping drawings so that we may
determine which trees may interfere with utilities In general, palm trees will be the only tree
species allowed within utility easements Canopy trees may be planted outside of the easement so
that roots and branches will not impact those utilities within the easement in the foreseeable future
LDR Sec 7 5-18 1 gives public utilities the authority to remove any trees that interfere with utility
services, either in utility easements or publIc rights-of-way
2) Dept. of HRS permits will be required for the water system serving this project. (Sec 26-12)
3) Fire flow calculations will be required demonstrating the City Code requirement of 1500 g p.m. as
stated in LDR chap 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater (see Sec 26-16(a)) Please submit these calculations with your HRS permit
submittal
4) Sec 26-34(E) of the City Code requires that a capacity reservation fee be paid for this project
either upon my request for signature on the Health Dept. application forms or within 30 days of site
plan approval, whichever occurs first. This fee will be determined based upon final meter sizes, or
expected demand
5) Comp Plan polIcy 3C.3 4 requIres the conservatIon of potable water CIty water may not, therefore,
be used for IrngatIOn where other sources are readIly available
SPECIFIC CONDITIONS
1) This office will not require surety for installation of the water and sewer utilities, on condition that
the systems be fully completed, and given to the City before the first permanent meter is set. Note
that setting of a permanent water meter is a prerequisite to obtaining the certificate of occupancy
2) Water meter sizes are smaller than normally installed for a building of the size specified. Please
provide engineering calculations, or an explanation justifying the meter size
3) A building permit for this project shall not be issued until this office has approved the plans for the
water and/or sewer improvements required to serve the project. (Sec 26-15)
4) The waste stream from any potential manufacturing process must meet the City's pretreatment
requirements A sampling point must be provided to allow monitoring of this waste stream. (Sec
26-143, 26-147) If a sampling point will not be provided, please provide a written statement that
the facility will never house any manufacturing process
5) Water mains appear to be closer than lO-feet from a building in some locations Please note that
this Department's minimum allowable distance for water mains from buildings is 10 feet, which
appears readily achievable for this site plan.

I. INTRODUCTION
An EnVIronmental ServIces, Inc., bIOlogIst conducted a Prehmmary EnvIronmental Assessment
of Lot 3, Quantum Park on 23 April 1999 to map bIOtlC communIty types and to determme the
presence of any speCIes or habItats hsted as protected by federal, state, or local agencIes. The
survey was authonzed by Mr Robert H. Burrow The property compnses approxImately 4 acres
and IS located on Quantum Boulevard, east of Congress Avenue, Range 43, TownshIP 45,
SectIOn 17, m Boynton Beach, Palm Beach County, Flonda (FIgure 1) Results of this
mvestlgatIOn and recommendatIOns for permIttmg are presented m thIS report.
II. METHODS
A. Current Site Conditions and Use
Present-day development and other mdIcatIOns of land use on the property were Identlfied
dunng field reconnaissance and from 1995 aenal photographs (1 "=200' scale) obtamed
from Palm Beach County Property AppraIser's Office.
B. Soils
SIte SOlI types were determmed by reVIew of Soil Survey of Palm Beach County Area,
Florida (USDA SOlI ConservatIOn ServIce 1978) and by observation of SOlI
charactenstIcs on the property
c. Wetlands
Wetland protectlon IS mandated under both federal and state regulatIOns. The U S Army
Corps of Engmeers (CE) regulates actlvItles m Waters of the UnIted States pursuant to
The Clean Water Act (PL92-500 SectIOn 404) as further defined m the CE regulatory
program (33 CFR 320-330). The State of Flonda Department of EnVIronmental
ProtectIOn (DEP) has estabhshed wetland IdentIficatIOn and permIttmg processes at
Chapters 62-330, 62-340 and 62-312 of the Flonda AdmmIstratlve Code (FAC) Current
federal and state wetland definItIOns are denved from the ongmal definItIOn found m 33
CFR 328.3, Identlfymg wetlands as "those areas that are mundated, or saturated by
surface or ground water at a frequency and duratIOn suffiCIent to support, and that under

A bIOlogISt conducted comprehensIve pedestnan transects across the SIte to map bIOtIC
commumty boundanes and to detect any presence of protected vegetatIOn (hsted species,
commumtIes, or speCImen trees), as defined m the Development Order, Ordmance No
84-51, Ordmance ofthe CIty of Boynton Beach, SectIOn 6 BIOtiC commumty boundanes
were defined utIhzmg Florida Land Use, Cover and Forms Classification System
(FLUCFCS) (Flonda Department of TransportatIOn 1985) based on types and extent or
lack of plant specIes All observatIOns were recorded m the field on a 1995 (1 "=200'
scale) aenal photograph of the property The locatIOn of any plant speCIes hsted on
Florida Endangered Species, Threatened Species, and Species of Special Concern
Official Lists (Wood 1997) were mapped.
E. Wildlife
EVIdence of WIldhfe utilIzation of the property was recorded dunng field reconnaIssance
of the parcel, WIth specIal emphasIs to determme locatIOns of any state or federal hsted
wildhfe speCIes on the Florida Endangered Species, Threatened Species, and Species of
Special Concern Official Lists (Wood 1996)
III. RESUL TS
A. Current Site Conditions and Use
The parcells currently undeveloped open land bordered by roadways to the south and
canals along the northern and eastern penmeters, a vehIcle path along the eastern and
northern boundarIes, vacant land and commercial development to the west. The entue
SIte has been filled. SIte topography IS relatIvely flat to gently sloped (FIgure 1) The SIte
supports a mIxture of landscape and exotIc/nmsance plant cover

B. Soils
Two soIl types were hlstoncally mapped on the Quantum Park property (Figure 2)
Basmger fine sand and
Basmger and Myakka sands, depressIOnal.
The current soIl IS fill matenal, very sImilar to the soil clasSIfied as Arents-Urban land
complex m the SoIl Survey of Palm Beach County, Flonda. ThIS complex conSIsts of
nearly level, somewhat poorly dramed, sandy soIls and urban land. The SOlIs formed m
thIck layers of sandy fill matenal that were placed over low, wet mmeral soIls to make
the areas SUItable for urban use ThIS complex IS found throughout the project SIte. It IS
common to many areas such as golf courses, subdIVIsIons, condommlum developments,
roadways, busmess or mdustnal areas, reclaimed borrow pItS, and other areas filled over
but not yet developed. There IS no natlve vegetatIOn associated With this soIl.
Not hydnc SOlIs occurred on the property
C. Wetlands
All of the property was venfied as upland dunng field reconnaIssance by the absence of
hydnc soIls, hydrophytlc vegetatIOn aSSOCIatIOns, and mdlcators of wetland hydrologIC
charactenstlcs.
D Vegetation
No lIsted plant speCIes, natIve vegetatIOn commumtles, or speCImen trees occur on the
property SIte vegetatIOn conSIsts of a mIxture of exotlc nUIsance trees, landscape plants,
and herbaceous, weedy vegetatIOn. The maJonty of the property IS covered by plants
typIcally assocIated With dIsturbed SItes. Several exotIC trees have colomzed the northern
and western portIOns of the property and are scattered throughout the open field. The
southern portIOn of the property IS currently planted WIth landscape plants. VegetatIve
communItIes, defined accordmg to FLUCFCS, are depIcted m FIgure 3
One general vegetatIOn communIty, FLUCFCS 193 was IdentIfied on SIte
· Urban Land m tranSItIOn WIthout posltlve mdlcators ofmtended actlvlty.
VegetatIOn mcludes scattered exotlcs such as earleaf acaCIa (Acacia
auriculaeformis), Brazlhan pepper (Schinus terebinthifolius), and vanous weedy
herbaceous plants and grasses. An area of landscaped vegetatIOn eXIsts at the
southern and northern pen meters of the property ThIS vegetatIOn conSIsts of hve
oak (Quercus virginiana) and royal palms (Roystonea elata) along the southern
boundary and seagrape (Cocoloba uvifera) along the northern boundary

I Slk. UtilIzatIOn. WildlIfe observed on site consisted only of one mallard
duck (Anas platyrhynchos) utilIzmg the canal and the property to the north.
2. Protected Species. No species lIsted as protected by any state or federal
agency were observed.
IV CONCLUSIONS AND RECOMMENDATIONS
The disturbed nature of this property is mdicated by the occurrence of fill matenal and exotic and
nUisance vegetatIOn across the Site
Although local government ordmance reqUires preservatIOn of 25 percent of areas of native
upland vegetatIOn, thiS is not applicable to the Lot 3 parcel because no native vegetative
commumtIeS eXist on Site. Additionally, in accordance With local government rules, all exotic
plant speCies occumng on the property must be eradicated. The earleaf acaCia and BrazilIan
pepper which occur on-Site must be removed dunng the development process.
