Traffic - A traffic statement for the project was prepared by Pinder Troutman Consulting, Inc. Preliminary analysis indicates that this project will comply with the county's traffic performance standards as significant capacity will remain in the Quantum Park PID after project built-out. Development of this office will generate 335 daily trips, leaving 44,000~ trips for future development. b. Drainage - Conceptual drainage information was provided for the city's review The city's concurrency ordinance requires drainage certification at time of site plan approval The Engineering Division is recommending that the review of specific drainage solutions be deferred to time of permit review, when more complete engineering documents are required Driveways Parking Facility' Landscaping Proposed on-site traffic circulation consists of a 27 foot wide loop drive and two entry drive aisles with access to Quantum Boulevard, one 27 feet wide and one 24 feet wide The proposed vehicular use area will provide parking areas containing the required 9 feet by 16 feet (9' x 16') spaces with two (2) foot vehicular overhang There are 132 parking spaces proposed, including five (5) spaces designated as handicapped accessible The parking plan will meet the city's Land Development Regulations, Chapter 2 - Zoning and ADA requirements for this use, and provides for 25 surplus spaces Regulations for the Planned Industrial Development zoning district require that parking requirements be based on number of employees, however, as employment information is unknown at this time, minimum required parking spaces were determined using the code requirement for office uses (one (1) space for every 300 square feet) and warehouse uses (one (1) space for every 800 square feet) The landscaping of the site will fully meet code requirements when staff comments are incorporated, and exceeds requirements with the placement of foundation plantings along all building facades Special attention will be given to preserving the existing right-of-way landscape feature to the south of the lot, which consists of Royal Palm and Live Oak. G Page 3 Site Plan Review Staff Report Memorandum #99-158 Quantum Park Lot 3 Building and Site Regulations Building and site regulations will fully meet code requirements when staff comments are incorporated into the permit drawings Community Design Plan The proposed building facade, as viewed from Quantum Lakes Drive, has been designed to be architecturally compatible with this predominately industrial use area The new structure will receive surface treatments and colors of beige and white cementitious finished walls accented with Anodized bronze and white trim moldings The proposed building is distinctive and is compatible with surrounding development. Signage A proposed signage detail was submitted as part of this site plan review The approved Quantum Park signage plan allows one monument sign, per parcel, with a maximum sign dimension of 7 feet high by 14 feet wide, and 64 square feet of sign face The submitted site plan utilizes a sign plan with one freestanding entry sign designed within the pre-approved dimensions at 3'_6" high and 12 wide, and contains 22 square feet of sign face In the future, if the developer decides that they need to increase the number of signs, or propose a wall or monument sign design change, they will need to request a sign program modification, as a separate submittal With respect to wall signage, the plan indicates the location of future tenant signage to be placed on the building facades (a condition of approval will require the establishment of maximum size per reserved sign space to ensure that the allowable square footage is properly distributed and not exhausted prior to buildout) RECOMMENDATION. Current Site Conditions and Use The parcells currently undeveloped open land bordered by roadways to the south and canals along the northern and eastern penmeters, a vehIcle path along the eastern and northern boundarIes, vacant land and commercial development to the west. The entue SIte has been filled. SIte topography IS relatIvely flat to gently sloped (FIgure 1) The SIte supports a mIxture of landscape and exotIc/nmsance plant cover 3 B. Soils Two soIl types were hlstoncally mapped on the Quantum Park property (Figure 2) Basmger fine sand and Basmger and Myakka sands, depressIOnal. The current soIl IS fill matenal, very sImilar to the soil clasSIfied as Arents-Urban land complex m the SoIl Survey of Palm Beach County, Flonda. ThIS complex conSIsts of nearly level, somewhat poorly dramed, sandy soIls and urban land. The SOlIs formed m thIck layers of sandy fill matenal that were placed over low, wet mmeral soIls to make the areas SUItable for urban use ThIS complex IS found throughout the project SIte. It IS common to many areas such as golf courses, subdIVIsIons, condommlum developments, roadways, busmess or mdustnal areas, reclaimed borrow pItS, and other areas filled over but not yet developed. There IS no natlve vegetatIOn associated With this soIl. Not hydnc SOlIs occurred on the property C. Wetlands All of the property was venfied as upland dunng field reconnaIssance by the absence of hydnc soIls, hydrophytlc vegetatIOn aSSOCIatIOns, and mdlcators of wetland hydrologIC charactenstlcs. D Vegetation No lIsted plant speCIes, natIve vegetatIOn commumtles, or speCImen trees occur on the property SIte vegetatIOn conSIsts of a mIxture of exotlc nUIsance trees, landscape plants, and herbaceous, weedy vegetatIOn. The maJonty of the property IS covered by plants typIcally assocIated With dIsturbed SItes. Several exotIC trees have colomzed the northern and western portIOns of the property and are scattered throughout the open field. The southern portIOn of the property IS currently planted WIth landscape plants. VegetatIve communItIes, defined accordmg to FLUCFCS, are depIcted m FIgure 3 One general vegetatIOn communIty, FLUCFCS 193 was IdentIfied on SIte · Urban Land m tranSItIOn WIthout posltlve mdlcators ofmtended actlvlty. VegetatIOn mcludes scattered exotlcs such as earleaf acaCIa (Acacia auriculaeformis), Brazlhan pepper (Schinus terebinthifolius), and vanous weedy herbaceous plants and grasses. IV CONCLUSIONS AND RECOMMENDATIONS The disturbed nature of this property is mdicated by the occurrence of fill matenal and exotic and nUisance vegetatIOn across the Site Although local government ordmance reqUires preservatIOn of 25 percent of areas of native upland vegetatIOn, thiS is not applicable to the Lot 3 parcel because no native vegetative commumtIeS eXist on Site. Additionally, in accordance With local government rules, all exotic plant speCies occumng on the property must be eradicated.
