I have r9V l~w~d the Augunt 14, 1990, letter trom David Flinohum
to vinc@! rinlz10 n~garding the applicI\t10n of the Parxlng Code
n'!q\J1rf'~mentR to the above project Based upon the representation
thAt tl\('! nUb-ntat Ion t n an unmanne13 facility, :I would concur that
th~ section 5-139(c) exe~ptlon npplton.
Vtnc~ Flnt7:1o has tndlcIlted !lome concern with respect to the
oulside lighting of the structure (which would ordinl\rl1y be
addressed by application of the Parking Code (Section 5-142(a))
J h;tvp. (Hn~\1Rnod that matter with Mr Fl inchum and he has adviRed
that the facilitr does have some exterior lighting, but it has
boen FP&IJ exper once that exter lor 1 ighting of unmanned sub-
gtations can i.'lttract vandalism rather than minimize it. I think
we nhould defer to their Axperience in thi~ regard.
