INTRODUCTION EnvIronmental ServIces, Inc., (ESI) conducted a prehmmary envIronmental assessment to determme the occurrence of any jUnSdIctIOnal wetlands, natIve upland vegetatIOn, or hsted speCIes of plants and wIldhfe that may exist on the approxImately 1 6-acre property located on Gateway Boulevard m SectIOn 17, TownshIp 45 South, Range 43 East, Boynton Beach, Flonda (FIgure 1) The SIte IS currently undeveloped. ThIS report documents the results of the assessment. II. METHODS Palm Beach County aenal photographs (1995), Flonda Topograplnc Map (1945), and mapped SOlIs (Soil Survey of Palm Beach County Area, Florida, USDA, SCS 1978) of the property were reVIewed pnor to the SIte VISIt for purposes oflocatmg potential wetlands and tYPIcal vegetatIve commurntIes. ESI scientists VIsited the property on 26 June 2000 and conducted a prelimmary envIronmental assessment by walkmg a senes of comprehensIve pedestnan transects across the SIte to document the occurrence of any JurIsdIctIOnal wetlands, native upland vegetatIOn, or hsted speCIes of plants and wildlIfe. A field map of the vegetatIOn aSSOCIatIOns was prepared and notes on plants and wIldhfe observed were made m a field book. Wetland protectIOn IS mandated under both federal and state regulatIOns. The U S Army Corps of Engmeers (CE) regulates actIVItIes m Waters of the Umted States pursuant to the Clean Water Act (PL92-500 SectIOn 404) as further defined m the CE regulatory program (33 CFR 320-330) The State of Flonda Department of EnVIronmental ProtectIOn (DEP) has estabhshed wetland IdentificatIOn and permIttmg processes at Chapter 62-330, 62-340, and 62-312 of the Flonda AdmmIstratIve Code (F AC). Current federal and state wetland definitIOns are derived from the ongmal defimtIOn found m 33 CFR 328.3, IdentIfymg wetlands as "those areas that are mundated, or saturated by surface or ground water at a frequency and duratIOn suffiCIent to support, a prevalence of vegetatIOn typIcally adapted to hfe III saturated SOlI condItIons" DelmeatIOn of federally regulated JurIsdIctIOnal wetlands IS determmed by the Corps of Engineers Wetlands Delineation Manual (USAE Waterways Expenment StatIon EnVIronmental Laboratory 1987) DehneatIOn of wetlands regulated by DEP and South Flonda Water Management DIstnct (SFWMD) IS done accordmg to Chapter 62-340 FAC, DelineatIOn of the Landward Extent of Wetlands and Surface Waters. VegetatIOn aSSOCiatIOns were IdentIfied m accordance wIth Florida Land Use, Cover and Forms Classification System Handbook (FLUCFCS) (Flonda Department of TransportatIOn 1999). III. RESULTS A. Soils The mapped soIl of the property IS Basmger fine sand (FIgure 2) Basmger fine sand occurs m broad grassy sloughs m the eastern part of Palm Beach County The natural vegetatIOn thIS soIl typIcally supports IS slash pme (Pinus elliottii), cypress (Taxodium spp ), St. Johns wort (Hypericum spp ), blue maIdencane (Amphicarpum muhlenbergiamum), and pme three- awn (Aristida rhizomophora) The soil actually present on the SIte IS fill matenal, very SImIlar to the soIl claSSIfied as Arents-urban land complex m Soil Survey of Palm Beach County Area, Florida ThIS complex consIsts of nearly level, somewhat poorly dramed, sandy soils, and urban land. ThIS soIls formed m thIck layers of sandy fill matenal that was placed over low, wet, mmeral soils to make the areas sUItable for urban use. TIns complex IS found throughout the project SIte. It IS common to many areas such as golf courses, subdIvIsIOns, condommmm developments, roadways, busmess or industnal areas, reclaimed borrow pItS, and other areas that have been fill but not yet developed. B. Vegetative Communities VegetatIOn eXIstmg on the property was mapped and claSSIfied by FLUCFCS durmg the SIte VISIt. The SIte vegetatIOn conSIsts of a mIxture of exotIC and nUIsance trees, landscape plants, and herbaceous weedy vegetatIOn With the maJonty of the property covered by plants tYPIcally assocIated WIth dIsturbed SItes. The southern portIOn ofthe property was planted WIth native trees, palms, and landscape plants. One vegetatIOn communIty was Identified on the SIte, Urban Land m tranSItion WIthout pOSItive mdIcators of mtended actiVIty, FLUCFCS 193 (FIgure 3) VegetatIOn mcludes one cocoplum (Chrysobalanus icaco) and scattered seagrape (Coccoloba uvifera).
