Site Characteristics
The subject vacant parcels within the Quantum Park PID contain various trees and
undergrowth characteristic of disturbed scrub habitat. The survey identified various existing
species including one cocoplum and scattered seagrape There are three (3) live oaks and
five (5) royal palms planted at the southern end of the property with scattered exotics such
as earleaf acacia, Brazilian pepper and Australian pines Passion flower, love vine and
various weedy herbaceous plants and grasses occur on most of the site All earleaf acacia,
Australian pine and Brazilian pepper that occur on site must be removed during the
development process Existing trees of acceptable species located along rights-of-ways will
be relocated when possible or replaced
Proposal
The developer proposes the construction of one office building totaling 17,579 square feet
with 66 parking spaces on approximately 2 13 acres The project is to be constructed in
one phase As part of this plan review, an alternate development option has been proposed
(Building Alternate 'A') which provides for 66 parking spaces and two smaller office buildings
in the same location totaling 15,292 square feet. Building alternate 'A' will contain the same
roof area, but provide a covered breezeway as an entry feature between the buildings (see
Exhibit lOB" - Proposed Site Plan)

b Drainage - Conceptual drainage information was provided for the City's review The Engineering
Division is recommending that the review of specific drainage solutions be deferred
until time of permit review
Driveways There is one 24 foot wide access drive from Gateway Boulevard proposed for this project.
The PID zoning district limits a project to a maximum of two driveways per each developable
parcel The drive proposed will not be placed adjacent to a Gateway Boulevard median
opening All traffic will have right-in / right-out circulation
Parking Facility' The parking spaces required for the proposed building, 59 spaces, and building Alternate
'A' 51 spaces, have been tabulated based on the ratio of 1 per 300 square feet of office
space These standard ratios have been used to calculate the parking obligations, rather
than employee data as recommended by PID zoning regulations, due to the current lack of
employee information Each building option proposes to include a total of 66 spaces,
including two (2) handicapped accessible spaces All spaces, except handicapped spaces,
will be dimensioned nine feet by sixteen and one-half feet (9 feet x 16 feet) with a two (2)
foot overhang The parking area design will meet the City's Land Development Regulations,
Chapter 2 - Zoning for office uses, and the ADA requirements
Landscaping The landscaping of the site will fully meet code requirements when staff comments are
incorporated Furthermore, landscaping enhancements are proposed including foundation
hedges and plantings, and dense tree spacing intended to buffer roadway views A PID
perimeter buffer is not required for these lots
Building and Site Building and site regulations will be fully met when staff comments are incorporated into the
permit drawings
Community Design Both of the construction alternatives propose "H" shaped buildings to be constructed from
concrete (tilt-up) walls arranged in a multi-faceted building face configuration All facades of
each building consist of multiple windows, varied stucco surface textures with horizontal
scoring All walls are proposed to be painted "Light Beige", while the window, door and
railing trim will be painted "Bronze
Signage The project is proposed to include one monument sign, designed consistent with the
Quantum Park PID sign program, placed at the project entrance
RECOMMENDATION.
Staff recommends that this site plan request be approved, subject to the comments included in Exhibit "C" -
Conditions of Approval The Technical Review Committee (TRC) recommends that the deficiencies identified in
this exhibit be corrected on the set of plans submitted for building permit.

GENERAL COMMENTS
1 Palm Beach County Health Department pernuts may be reqmred for the water
and sewer systems serving this project (CODE Sec 26-12). Duect samtary
servIce connectlOn to the manhole IS not permItted. EIther add an extenslOn
to the mam hne to accommodate the proJect's proposed wastewater servIce, or
msert a lateral 'wye mto the existmg lme a mmlmum of 5 feet m front of the
manhole (whIch may put your lateral onto the adjacent property).
2. CODE Sec 26-34(E) reqmres that a capacIty reservatlOn fee be paId for thIS
project eIther upon the request for the Department's SIgnature on the Health
Department apphcatlOn forms or Wlthm 30 days of SIte plan approval,
whIchever occurs first. ThIS fee will be determmed based upon final meter
SIze, or expected demand.

the plans that will venfy that the accessible route that IS shown on the plans
from the accessible parking spaces to the accessible buildmg entrance IS m
complIance wIth the regulatIons of the Flonda AccessibilIty Code for
Buildmg ConstructIOn. The documentation shall mclude, but not be lImIted
to, IdentIfymg the type of matenal proposed for the route, type of surface
fimsh, wIdth, cross slope, slope and length of the entIre accessible route
mcludmg, where applIcable, landmgs, ramps and handrails.
7 At tIme ofperrmt reVIew, specIfy (in tabular form) on the sIte plan and/or
floor plan the proposed use of the facilIty, type of construction and occupancy

GENERAL COMMENTS
1) Palm Beach County Health Department permits may be reqUired for the water and sewer systems
servIng thiS project (CODE Sec 26-12) DIrect sanitary service connectIOn to the manhole IS not
permitted. Either add an extensIOn to the mam lIne to accommodate the project s proposed
wastewater serVice, or Insert a lateral "wye" mto the eXlstmg hne a mmlmum of 5 feet In front of
the manhole (which may put your lateral onto the adjacent property)
2) FIre flow calculatIOns wIll be reqUired demonstratmg the City Code reqUirement of 1,500 g.p.m. at
stated m LDR Chap 6, Art. IV, Sec. 16, or the reqUirement Imposed by msurance underwnters,
whichever IS greater (see CODE Sec. 26-16(a))
3) CODE Sec 26-34(E) reqUires that a capacity reservatIOn fee be paid for thiS project either upon
