It is proposed to develop 336,050 SF of Industrial use on Lots 32 - 38 of Quantum Park in
the City of Boynton Beach The site IS located in the northeast quadrant of Quantum
Boulevard and Gateway Boulevard Access to the site is via four (4) driveway connections to
Quantum Boulevard and two (2) connections to Gateway Boulevard consistent with the
Master Plan for Quantum Park.
The proposed development IS projected to generate 2,342 daily trips, 309 AM peak hour
tripS and 329 PM peak hour trips as shown on Attachment 1 Driveway volumes are
provided on Attachment 2
The Quantum Park DRI is an approved project, and is considered a Previous Approval und,er
Article 15, Traffic Performance Standards, of the Palm Beach County Unified Land
Development Code (ULDC) The proposed land use and intensity are within the limits of the
original approval of the Quantum Park DRI, as shown on Attachment 3, therefore, the
proposed project is not subject to the Traffic Performance Standards.

(dated January 10, 2000) for the project entltled Quantum Park Lots 32-38
pursuant to the Traffic Performance Standards m Art1cle 15 of the Palm

Dear Mr Buwalda.
On Wednesday, September 22, 1999, three bIOlogists from Blythe EnVlforunental, Inc.
VIsited a 23 +/- acre site m Palm Beach County m the Quantum Busmess Park, In Section
17, Township 45S Range 43E. Dunng this mvestlgation, observatIons were made for
occurrence of protected plant and animal speCIes particularly gopher tortoises (Gopherus
polyphemus).
GENERAL
The 23 +/- acre sIte IS located at the Northeast comer of Quantum Boulevard and NW
22nd Avenue. The property IS bounded by a large wetland system and vacant land to the
East, vacant land to the North, NW 22nd Avenue to the South, and the Motorola
Corporate Center and mdustnalland to the West.
Some recent clearing actiVIties have occurred on the Central and Eastern portiOns of the
Site, mcluding numerous trails, allowmg for easy wallong access to all areas of the parcel.
SOILS
The Soil Survey for Palm Beach County Area, Florida, published by the USDA Soil
Conservation Service mdicates two different soil types within the limits of tlus property
A bnef descnptlon of each soil type is listed below and is to accompany the attached Soil
Survey Sheet. The following descriptions relate to the soils in a natural undisturbed
condition WIthout any dramage improvements. Any drainage 1I1lprovements that may
occur on or near a site can greatly influence the vegetatIve and hydrolOgIC regimes.

Ba--Bassmger fine sand IS a nearly level, poorly dramed, deep sandy soil in broad grassy
sloughs in the eastern part of the county The water table is WIthin a depth of 10 inches
for 2 to 6 months during most years and at a depth of 10 to 30 mches most of the
remaImng tIme.
ScB--St. LucIe sand, 0-8 percent slopes. This nearly level to sloping, excessively dramed,
deep sandy soil IS on long narrow, dune-like coastal ridges and on Isolated knolls. The
water table IS below a depth of 6 feet throughout the year
VEGETATION
Forested Portions
The forested portIons of tlus SIte, approxunately 13 acres, IS comprised of predominately
Sand Scrub This community occurs on nearly level to strongly slopmg land. The areas
are usually linuted to several hundred acres m size. When no drainage unprovements are
present, water movement 15 rapid through the soil.
Open Prairie
ApprOXimately 10 acres of the site IS open land With little or no vegetatIve cover It was
formerly a part of a large grassy slough that prOVIded a draInage conveyance from the
sand scrub to the mucky wetland to the East. Dunng development of East em Palm Beach
County, dramage improvements have left these areas dry throughout the year 'flus area
contams low grasses and IS frequently used by off road vehicles.

above. Though no protected wildlife was actually observed, it would be a reasonable
conclusIon to expect some specIes, partIcularly brrds, to utilize areas oftlus SIte.
The parallel pedestrian transects walked through the upland portions of this SIte revealed
the locatIon of fifty-eIght gopher tortoise burrows. These burrows were scattered
pnmarily In the forested portion of the sIte. A preVIOUS burrow survey done in November
1996, listed twenty-mne burrows.
The FIonda Game and Fresh Water Fish ComrmssIon (FG&FWFC), recogruzes the gopher
tortoIse as a SpecIes of SpecIal Concern and IS therefore afforded protection by the State
ofFIonda. Using critena adopted by the FG&FWFC to estunate the on-SIte population IS
necessary In addreSSIng the habitat needs of tlus speCIes. The population can be estImated
by usmg the followmg equatIon.

The FG&FWFC prOVIdes the followmg recommendatIons regarding tortOIses.
· Plan Improvements so that there IS little or no 1Il1pact to the burrows and theIr
InhabItants.
. Mimmize Impacts so that as few burrows as possible are disturbed.
. Relocate burrows to on-site preservation areas.
. Relocate burrows to off-Site preservatIOn areas accepted by the FG&FWFC
. Mitigate the 1Il1pact through the FG&FWFC Office of Environmental SeIVlces.
(Frequently thiS involves a land purchase or contributIon towards a land purchase.)
Pemuts from the FG&FWFC can be obtained for the relocation of gopher tortoises
prOVIded an area of SUItable habitat is available withm the regIon. A General Pennit can be

obtamed by subIIUtting detailed mformatlo~ regarding the tortoise populanon at the donor
and recIpIent site. Tlus documentation includes: the eXisting population size on the donor
site and recIpient SIte, adequate conditions, (space and similar habitat), to accommodate
tortoises, and a long term management commitment m a dedicated preserve area servmg
as the recIpIent site. Pennittmg typically takes 45 days provided a suitable recipient site is
available.
Other burrow commensals such as the Flonda mouse (Peromuscusfloridana), gopher
frog (Rana aerolata), scrub lizard (Sceloporuswoodr), and indigo snake (Drymarchon
corais cOllperi) may be present, however, no observatIOns can be reported. Any
mdiVIduals that may be present can be pefIIUtted and trapped or captured dunng gopher
tortOIse relocations.
A scrubJay survey was conducted withIn the forested portions of the site in November of
1996 A recorded scrubjay call was played following methodology provided by the Flonda
Game and Fresh Water Fish COIIlID1SSlon. The recorded tenitorial scolding calliS broadcast
for one nnnute in each compass direction (North, East, South, and West) ObservatIons for
any scrubJays are made based on the number of Jays present, number of juvenile present, and
the direction of flight. A detailed map IS created deplctmg home temtones and areas of
feedmg. There were no scrubJays observed at thIS site. A review of the available literature
documenting scrubJays mdicates that the nearest scrubJay temtory IS m Juno Beach. No
additional surveymg for scrubJays was found to be necessary
DISCUSSION AND RECOMMENDATIONS
Based on tlus field mvestlgatIon the following recommendations are made as gwdelines in
pursumg development of this site.
Gopher Tortoises and other Burrow Commensals: Once a SIte plan has been
established, the Impact to the populatIon of gopher tortOIses will more fully be
understood. At this pomt, a General Permit will be required. ProVIded a SUitable recIpIent
SIte IS available, penmttmg will take approXimately 45 days.
The dramatic mcrease m burrow actIVIty can be attnouted to many factors, Food supplies,
soil conditions, and general habitat are very good for gopher tortoises in this area. Natural
rmgration to the site from other nearby properties may be occurring, These properties
may be vacant or have recently been developed, It is also possible, but in VIolation of state
law, that some gopher tortOIses have been illegally relocated to this site.

Many of the burrows appear to have juveniles Iivmg m them as the overall SIZe of the
burrow is very small. TIus indicates that reproductIve opportunities for the mature
tortoise on-sIte eIther have not been kept m check through natural selectIon, or there are
additIOnal reprodUCIng females that have entered the population.
In any case, he gopher tortOIse populatIon now reSiding at this site will need to be dealt
WIth In the site planrung and pemuttmg process.
Vegetation. No speCIal protectIon is usually gIVen to the protected speaes in the lists
above unless they are bemg excavated and sold for commercial exploitation. Occasionally,
these species are relocated to preserve areas either on-site or off-site. Development
reView staff at Palm Beach County have reqwred the protectIOn or relocation of protected
plant speCIes. The speCIes found on-site have the potentIal to be relocated If necessary

4 17 USE OF OUTDOOR AREAS The initial development submittal to the QDR shall clearly
indicate all uses of outdoor activities anticipated on a parcel. The initial submittal shall also
indicate all means of screening, enclosing, landscaping, lighting or otherwise mitigating such
activities, as well as all physical improvements to be made in support of such activities, Uses
of outdoor areas of parcels are limited to activities normally directly incidental to the uses and
activities housed in parcel structures. These generally include such uses as truck loading and
unloading, trash removal, employee and visitor parking, terraces and patios, employee lunch
areas, walks and drives.
4 171 LOADING All loading and unloading activities and areas required by the business
operations on a parcel shall be accommodated totally within the parcel development. All access,
maneuvering, parking, staging and handling areas shall be provided on the parcel, and shall be
so designed as to completely screen activities from visibility from public rights-of-way,
common areas, neighboring parcels, and areas normally used by the public and visitors.
4 172 SERVICElTRASH REMOVAL. All service and trash collection and removal areas shall be
completely screened Screening may consist of any QDR-approved combination of land forms,
landscaping, rockscaping, walls and/or fencing
4 173 OUTDOOR STORAGE Outdoor storage of materials, supplies, equipment and vehicles is
prohibited However, such items as tanks, motors, special industrial equipment or other
permanent appurtenances required by parcel uses and operations may be permitted to remain
outside of a building if totally screened from visibilty from public rights-of-way, common
areas and neighboring parcels and if approved by the QDR,
4 174 PROHIBITED ACTIVITIES Prohibited activities and uses of outdoor areas of parcels
include, but are not necessarily limited to, the placement or storage of building equipment
(except as specifically approved under 4 173), permanent or long-term parking, storage of
materials or products, manufacturing or assembly processes, sales, advertising, any business
operations or activities, structured recreational activities, public meetings and any special
events not receiving prior written QPOA approval The QDR reserves the right to prohibit any
activity not directly incidental to the use of a parcel that it deems inappropriate to the uses and
character of Quantum Park.

4.28 DUMPSTER/COMPACTION EQUIPMENT All dumpster, trash collection and storage and

public or visitors Such equipment and areas shall be properly maintained and regularly
cleaned so as to prevent objectionable debris, sights, sounds and odors,
4.29 TANKS, PUMPS, TRANSFORMERS AND MISCELLANEOUS EQUIPMENT Tanks, pumps,
transformers and other such miscellaneous equipment essential to the conduct of business
operations that cannot be enclosed within a structure shall be fully enclosed, screened andlor
landscaped from visibility from public rights-of way, common areas, neighboring parcels or
areas normally used by the public or visitors, Such equipment and areas shall be properly
maintained and regularly cleaned to prevent any unsightly or objectionable effects.
4,3 BUILDING DESIGN STANDARDS The following building design standards are intended to
afford the greatest possible aesthetic creativity and variety, while maintaining a very high
quality image and identity for Quantum Park and its owners All proposed structures and
improvements shall conform to the intent of these standards In reviewing architectural design
submissions, the QDR reserves the right, at its sole discretion, to waive any part of these
standards for the betterment of the whole of Quantum Park,
4.31 USE OF MATERIALS Only high quality new materials shall be used in the construction of
any proposed building or improvement on any parcel. Natural materials, such as wood and
stone, metals and metallics, and glasses of varying types are strongly recommended as primary
exterior materials, Synthetic materials may be used provided they embody textural qualities
and are appropriately colored per 4 35 The architectural design of buildings and other
improvements should provide a subtle and sophisticated aesthetic image
4,32 COMPATIBILITY WITH NEIGHBORS All proposed buildings shall be designed to be
compatible and complementary to neighboring developments, and to the design character of

. 4471 BUILDING WALLS Any building wall of significant uninterrupted visual mass shall be
embellished by landscaping to reduce its apparent mass as viewed from public rights-of-way,
neighboring parcels, common park areas or areas normally used by visitors or the public, Such
landscaping embellishment shall also be used to complement the building design, assist in
directing traffic and pedestrians, provide shade, frame views, etc,
4 472 FENCES AND WALLS Any exterior fence or wall ot significant visual mass shall be
embellished by landscaping to reduce its apparent mass as viewed from public rights-ot-way,
neighboring parcels, common park areas or areas normally used by visitors or the public, Any
exterior fence or wall of conventional industrial materials (such as chain-link fencing, metal
grillages, normal concrete block, metal panels, etc,) shall be completely screened by
landscaping from visibility to public rights-of-way, neighboring parcels, common park areas
or areas normally used by visitors or the public.
4 473 SIGNS Any free-standing parcel identification, building identification, company or
business identification, or advertising sign ot any size shall be designed in conjunction with
landscaping embellishment. Any directional sign at twenty (20) square feet or more ot single
face area shall also be designed with landscaping embellishment. Smaller directional signs,
parking control signs and signs mounted to structures require no landscaping embellishment.
Such embellishment may include framing shrubbery, raised planters, rockscape/landscape
compositions, decorative florals, etc. The OOR encourages creativity and variety in the use of
landscaping to embellish signs.
4 474 EQUIPMENT Any equipment or appurtenance to a building that is not contained or
screened by a OOR-approved enclosure or wall shall by completely screened by landscaping
from visibility to public rights-ot-way, neighboring parcels, common park areas, or to any
area normally used by visitors or the public.
448 LANDSCAPE ARCHITECrS CERTIFICATION All landscape design documents submitted to the
OOR for approval shall have been prepared by a professional landscape architect duly licensed
in the State of Florida, and shall bear the stamp andlor seal of the landscape architect. In
addition, the QDR may request or require, at the completion of landscaping installation, the
landscape architect's certification that installed landscaping complies with the QDR-approved
documents.
