Location 2800 Seacrest Boulevard Land Use/Zoning Office/C-1 (Office and Professional Commercial District) Type of Use Medical offices Project size Site Area. 205 acres (89,162 square Bet) Building Area. 29,173 square feet Adjacent Uses (see Exhibit "A" - Location Map) North - S E 27'h Avenue, and farther north Mark Schreider MD medical office building zoned C-1, East Seacrest Professional Plaza medical office building zoned C-1, S E 1 sl Place, and farther east the Seventh-Day Adventist Church and a Single-family residential development, zoned R1- M,and South - West - Sea crest Boulevard and farther west Bethesda Memorial Hospital zoned C-1 Site Characteristics The site is a developed flat, trapezoid shaped lot. At present, medical offices occupy the entire lot. The site is composed of three (3) buildings facing Seacrest Boulevard, two (2), one (1) story buildings separated by a large grassed area on the north portion and one (1), two (2) story building on the south portion of the site The site is currently accessed from two (2) driveways along Seacrest Boulevard and three (3) driveways along S E 1 sl Place All entrance drives parking lot drive aisles and 110 parking spaces, including 3 handicap spaces, are paved The balance of the site is landscaped and the grass is maintained Different species of trees are located along the northeastern side forming a continuous visual separation line of the vehicular use area. A six (6) foot wooden fence is in place along the south property line on the adjacent residential property. Proposal The developer proposes to construct a single 29 173 square foot medical office building centrally located on the 2.05-acre lot (see Exhibit 'B - Proposed Site Plan) The proposed building height, including parapet, is thirty- one feet and eight inches, (31 -8"), which exceeds the 25-foot maximum allowed in the C-1 zoning district. Drainage- Driveways Parking Facility Landscaping Building and Site applicant has applied for a code review to increase the maximum height to 30 feet in the C-1 zoning district, and to make eligible for parapets height exceptions A traffic statement for this project was submitted and sent to the Palm Beach County Traffic Division for their review and approval Staff has received confirmation from Palm Beach County's Traffic Division regarding standards compliance Conceptual drainage information was provided for the City's review The City's concurrency ordinance requires drainage certification at time of site plan approval The Engineering Division is recommending that the review of specific drainage solutions be deferred until time of permit review, when more complete engineering documents are required On-site traffic circulation will consist of two (2) new driveway entrances providing ingress and egress from Seacrest Boulevard and S E. 1st Place The first entrance along Seacrest Boulevard would include of two (2), one-way drive aisles, measured at 12 feet wide respectively They are separated by a landscaped median The second entrance is located along the eastern property line (S E 1st Place) and is 24 feet wide A two-way drive aisle provides access to proposed parking areas around the building A total of 146 spaces are required for the proposed use based on the ratio of one (1) space per 200 square feet of medical office use The number of parking spaces provided equals 139 including five (5) spaces designated for handicap use and is below the required number of parking spaces The applicant is requesting relief from the zoning regulations to reduce the total required parking by seven (7) spaces, resulting in a ratio decrease of one (1) space per 210 square feet of gross floor area instead of the one (1) space per 200 square feet required by code All spaces, except handicap spaces will be dimensioned nine feet by eighteen feet (9' x 18') When staff comments are met the proposed landscape plan will meet minimum code requirements The foundation plantings around the building are extensive and further enhance the site However, the required six (6) foot masonry wall separating the office use from the residential use to the south of the site has been eliminated because of the existing six (6) foot wooden fence on the adjacent residential property Chapter 2, Zoning Section 4 L. states that a masonry wall may be replaced with a dense vegetative buffer of at least two (2) feet in height. The applicant is providing a three (3) foot vegetative buffer with a seven (7) foot landscape buffer is proposed instead of the five (5) foot required by code and will be accentuated with additional trees and ground planting Building and site regulations will be fully met when staff comments are incorporated into the permit drawngs Community Design The architectural design for the Boynton Beach Medical Pavilion will match the contemporary style of the existing Bethesda Memorial Hospital across Page 3 Boynton Beach Medical Pavilion - Site Plan Review Staff Report Memorandum No PZ 01-004 Seacrest Boulevard It will also be consistent with the medical office buildings to the north along Seacrest Boulevard The stucco walls will be "arid sand" color with white metal cap trim and an aluminum storefront window system. A reddish orange S-tile roof will compliment the design The proposed building front fa9ade will have a double door entry with a covered porch facing Seacrest Boulevard The building height, as proposed exceeds the maximum requirement of 25 feet for the C-1 district. A code review has been submitted to increase the maximum height from 25 feet to 30 feet. The application also includes a request to include parapets in the height exception provisions. In addition, the building includes a 44-foot high peaked roof entrance feature above the main entrance doors A height exception is requested to allow this architectural enhancement. Signage The applicant is proposing to have one (1), five (5) foot high, six (6) foot wide monument sign The sign dimensions conform to the sign code regulations for commercial nonresidential districts The sign cabinet and base will receive color and texture treatments similar to those of the building Staff recommends that the sign detail include proposed colors and font as well as the project name and address at the top ofthe sign RECOMMENDATION.
