The plans have been revised to address the TRC comments raIsed in your July 13, 2001 letter All of the comments have been addressed or noted. Specific responses to each comment are as follows. UTILITIES 1 All utility easements (and/or access) shall be shown on the rectified site plan and landscaping drawings so that we may determine which trees may interfere with utilities. In general, palm trees will be the only tree species allowed within utility easements. Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement in the foreseeable future. DDR Section 7.5-18.1 give public utilities the authority to remove any trees that mterfere with utility services, elther in utility easements or public rights-of-way Comment noted, no action necessary at this time. 2. Palm Beach County Health Department permits may be required for the water and sewer systems serving this project (CODE Sec. 26-12). The PBCPHU permit will be sought following approval from the City's Utility Department. 3 Fire flow calculation will be required demonstrating the City Code requirement of 1,500 g p.m. as stated in LDR Chap 6, Art IV, Sec. 16, or the requirement imposed by insurance underwriters, whichever is greater (see CODE Sec. 26-16(a)). [If the proposed building is to have a sprinkler system, this requirement may be deleted] The proposed building will have a fire sprinkler system. 4 CODE Sec. 26-34 (E) requires that a capacity reservation fee be paid for this project either upon request for the Department's signature on the Health Department application forms or within 30 days of site plan approval, whichever occurs first. This fee will be determined based upon final meter size, or expected demand. Comment noted, no action necessary at this time. 5 Comprehensive Plan Policy 3 C.3 4 requires the conservation of potable water City water may not, therefore, be used for irrigation where other sources are readily available. The location of a wellhead for irrigation of landscaping has been added to the site plan. 6. Provide an engineer's written certification that drainage will conform to all rules of the City and the South Florida Water Management District (SFWMD) (per WR Chap 4, Sec7F). The signed Drainage Confirmation letter states that the proposed drainage system will adhere to the City and South Florida Water Management District regulations. 7 LDR Chap. 6, Art IV, Sec. 16 requires that all points on each building will be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition by showing all hydrants. [Refer to previous comment noted above J Since the proposed building will have a fire sprinkler system, this requirement is not necessary (See comment #3 above). 8. Appropriate backjlow preventers will be required on the domestic water service to the building and the fire sprinkler line if there is one, in accordance with CODE Sec. 26-207 Comment noted, backflow preventers are included on our water plans and detail sheets. 9 A building permit for this project shall not be issued until this Department has approved the plans for the water and/or sewer improvements required to service this project, in accordance with CODE Sec. 26-15 Comment noted, no action necessary at this time. 10 Any waste stream from the medical discard process must meet the City's pretreatment requirements. A sampling point must be provided to allow Monitoring of this waste stream (refer to CODE Sec. 26-143, Sec. 26-147). Since there will not be any invasive surgery performed on site, no outside monitoring will be necessary Each tenant will contract with individual companies to dispose of their medical waste. 11 Utility construction details as shown on Civil Engineering (CE) sheets 7 through 9 of 9 will not be reviewed for construction acceptability at this time. All utility construction details shall be in accordance with the Utilities Department's "Utilities Engineering Design Handbook and Construction Standards" manual, they will be reviewed at the time of construction permit application. Comment noted, nonetheless, any comments offered at this early stage of design are appreciated. 12. Paving, drainage and site details as shown on CE sheet 4 of 9 will be reviewed for constructability at the time of construction permit application. FIRE 13 Compliance with NFPA 101, Life Safety Code, NFPA 1, Fire Prevention Code, and city ordinances is required. A note minimum 20 feet width, live load capability for fire apparatus, and turn around is required. (See also City Ord. Section 9-12). A 20' wide fire lane has been added adjacent to the building on the site plan. 16. City water flow requirements. a. A maximum distance allowed between hydrants is three hundred feet (300). b No part of the structure may be more than two hundred feet (200) from hydrant. c. A six-inch (6) minimum main size is required and must be shown. d. A 1,500 GPMfireflow is required. e. Afire flow test is required prior to construction. f Five-foot (5) of clear zone required around a hydrant. We appreciate the information and are duly informed about the City water flow requirement. 17 Roads and hydrants must be in place prior to any construction above grade. (NFPA 241 (1966) Standard for Safeguarding Construction, Alteration, and Demolition Operations, sections 5-43 and 6-7 2.2. These facilities are currently in place. Please let me know if there are any additional requirements. 18. Fire sprinkler system is required per city ordinance 098-45, Article 1, Section 9-6, Section 7-1 1.A. The building will have a fire sprinkler system in accordance with the City Ordinance noted. 19 Provide shop drawings, hydraulic calculations, and cut sheets for the proposed sprinkler system indication compliance with NFPA 13, Standard for the Installation of Sprinkler Systems. Comment noted, no action necessary at this time. 20 Provide portable fire extinguishers per NFPA 10, Standard for Portable Fire Extinguishers. ENGINEERING DIVISION 25 On site plan, add a general note that all plans submitted for specific permits shall meet the City's Code requirements at time of application. These permits include, but are limited to, the following paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other permitting agencies such as Florida Department of Transportation (FDOT), South Florida Water Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach County Engineering Department (PBCED), Palm Beach County Department of Environmental Resource Management (PBCDERM), and any others, shall be included with the permit request. As requested, this notation has been added to the site plan. 26. Show all zoning and land uses on the Site Characteristics Map (Survey) (WR, Chapter 4, Section 7 a.). This information is included on the enclosed site plan. 27 Show all existing utilities on the Site Characteristics Map (Survey) and Site Development plan (WR, Chapter 4, Section A.3). All utilities are shown on both of these plans. 28. Provide a detail for dumpster enclosure area (City of Boynton Beach Standard Drawing A-88007). A detail of the dumpster and the enclosure are has been included on the plan. 29 Provide an engineer's certification on the Drainage Plan as specified in LDR, Chapter 4, Section 7 F.2. The signed Drainage Confirmation letter states that the proposed drainage system will adhere to the City and South Florida Water Management District regulations. 30 The catch basin and manhole cover shall be bicycle proof (WR, Chapter 6, Article IV, Section 4.A.2.f). Bicycle proof grates and covers are included on the plans 31 Determine ownership and maintenance responsibility for storm sewer system. Show that permitting is being pursed and that all permit requirements will be adhered to during construction. Please clarify what is required for this comment. 32. Sidewalks shall be constructed concurrent with building construction and shall be 4 feet wide along local streets and 5 feet wide along streets of higher classification (WR, Chapter 5, Article IV, Section 10 T, and Chapter 22, Article I, Section 5). Please clarify what is required for this comment. The sidewalks on our plans meet these requirements. 33 Sidewalks adjacent to parking lots shall be continuous through all driveways and shall be 6 in. thick within driveways (WR, Chapter 23, Article II, Section P). Please clarify if the sidewalk can extend through the driveways or if they can be similar to roadway intersections. 34 Add a note to the Landscape Plan that within the sight triangles there shall be an unobstructed cross-visibility as a level between 2.5 and 6' above the pavement (WR, Chapter 7.5, Article II, Section 5.H). This enclosed plans indicate compliance with the 2000 FDOT Specifications. 38. General Notes I and 2 conflict with each other General Notes 2 conflicts with Paving and Drainage Note 1-5 Please indicate the nature of the conflict and it will be amended accordingly 39 Reference FDOT Standard Index 546 for the sight triangles along all collector and arterial roadways. This have been added to the enclosed plans. 40. Sheet 4 of 9, Typical Pavement Section, calls for Type S-III Asphaltic Concrete with Tack Coat, Prime should be specified. The proposed pavement section indicates two lifts of asphalt, hence the tack coat. The prime coat is applied to the rock base to bind the first layer of asphalt. We will add a prime coat note to the detail sheet. 41 At both sets of Handicap Stalls (on site and civil plans) show the sidewalk at the same elevation as the five foot accessible paths with 1 12 ramps up in both directions (FL Accessibility Code 4 6.3). The location of the accessible path shall not compel the user to travel in a drivellane area that is located behind parked vehicles. Identify on the plan the width of the accessible route. (Note The minimum width required by the code is forty-four (44) Inches). The specific setbacks are included on the enclosed plans. 59 To verify that the proposed building is in compliance with the applicable building setbacks, show and dimension on the site plan the width of the building overhang Also, identify the size or width of the covered walkways, awnings, canopies and/or other roofed areas that extend out beyond the main walls of the building The setbacks to each property line are included on the site plan. There are no additional awnings, walkways, or roof extensions beyond the main walls. 60 At the time of the permit review, provide a completed and executed City unity of title form. The form shall describe all lots, parcels or tracts combined as one lot. A copy of the recorded deed with legal descriptions of each property that is being unified is required to be submitted to process the form.
