Dear Ms. Galav'
The owners of the Boynton Beach Masonic lodge, located in Quantum Park, proposed to
modify a portion of the existing building to allow a Daycare Center The purpose of this
letter is to provide a traffic statement for this proposed modification it is proposed to modify
the existing 6,829 SF Boynton Masonic Lodge, on Lot 22 of Quantum Park, to allow for a
3,600 SF day care center The site is located on Quantum Boulevard east of the canal.
Access to the site is via two (2) driveway connections to Quantum Boulevard.
The proposed development is projected to generate an add itional 146 daily trips, 45 AM
peak hour trips and 38 PM peak hour trips as shown on Attachment 1 Driveway volumes
are provided on Attachment 2
The Quantum Park DRI is an approved project, and is considered a Previous Approval under
Article 15, Traffic Performance Standards, of the Palm Beach County Unifjed land
Development Code (UlDC). The proposed land use and intensity are within the limits of the
original approval of the Quantum Park DRI as shown on Attachment 3, therefore the
proposed project is not subject to the Traffic Performance Standards.

2 On the floor plan drawing add a labeled symbol that identifies the location of the
handicap accessible entrance door to the building The location of the door shall match
- the location of the accessible entrance doors that are depicted on the site plan drawing
Florida Accessibility Code for Building Construction Section 41.2 4 3
Response. See attached floor plan for handicap accessible entrance to the
building. Please keep in mind that this building is existing and received site plan
approval in 1998-99.
3 Add a labeled symbol to the site plan drawing that represents and delineates the path of
travel for the accessible route that is required between the accessible parking spaces and
the accessible entrance door to the building The symbol shall start at the accessible
parking spaces and terminate at the accessible entrance door to the building The
symbol shall represent the location of the path of travel, not the location of the detectable
warning or other pavement markings that are required to be installed along the path The
location of the accessible path shall not compel the user to travel in a drive/lane area that
is located behind parked vehicles. Identify on the plan the width of the accessible route
(Note The minimum width required by the code is forty-four (44) inches) Add text to the
drawing that would indicate th<;lt the symbol represents the accessible route and the route
is designed in compliance with Section 4 3 (Accessible Route) and 4 6 Parking and
Passenger Loading Zones) of Florida Accessibility Code for Building Construction
Please note that at the time of permit review the applicant shall provide detailed
documentation on the plans that will verify that the accessible route is in compliance with
the regulations specified in the Florida Accessibility Code for Building Construction This
documentation shall include, but not be limited to providing finish grade elevations along
the path of travel
Response. The building in. question exists and had received site plan approval in
1998-99. Handicap accessibility issues were resolved at the time of site plan
approval and the building has received a certificate of occupancy
4 Identify within the site data the finish floor elevation (lowest floor elevation) that is
proposed for the building Verify that the proposed elevatiqn is in compliance with
regulations of the code by adding specifications to the site data that address the following
issue [Section 3107 1.2 Chapter 31 of the Boynton Beach amendments to the 1997
edition of the Standard Building Code]
a) The design professional-of-record for the project shall add the following text to
the site data. 'The proposed finish floor elevation _ NGVD is above the
highest 100-year base flood elevation applicable to the building site as
determined by the South Florida Water Management District's surface water

6 As required by Chapter 4 section 7 of the Land Development Regulations, submit a
current survey of the subject property

Response. A current survey of the property was submitted as part of the initial
submittal for this project. It was the as-built survey and was signed and sealed by
the surveyor of record.
7 As required by Chapter 4 section 7 of the Land Development Regulations, submit a floor
plan drawing The building plans are not being rev.iewed for compliance with the
applicable building codes. Therefore add the words Floor plan layout is conceptual"
below the drawing titled Floor Plan However add to the floor plan drawing a labeled
symbol that identifies the loeation of the handicap accessible entrance door to t~e
building. The location of the door shall match the location of the accessible entrance
doors that are depicted 'on the site plan drawing

entrance is labeled on the floor plan.
8 Dimension on the drawing the overall height of the building The overall height of a
building shall be measured from finish grade to the highest point of the roof or parapet
wall The overall height of the building shall not exceed the height limitation of the Zoning

Response. The building in question is existing and meets all applicable building
codes and the height of the building was approved as part of the site plan approval
process in 1998-99.
9 Place a note on the elevation view drawings indicating that the wall openings and wall
construction comply with Table 600 of the 1997 edition of the Standard Building Code

10 On all floor plan drawings indicate within the footprint of the building the number of
stories that are in the building including where applicable mezzanines.
Response. See attached floor plan. Please note that the building is existing and is
one story
11 Indicate on the site plan within the floor area of the new building primary use of the

Response. The attached floor plan shows the area that will be used for the
daycare/preschool facility It equates to approximately 3,600 S.F
12. Identify on the site plan drawing the actual distance that the building is set back from the
north east, south and west property lines. Please note that overhangs, covered
walkways canopies awnings or other appurtenances that are attached to the building
shall be considered when identifying building setbacks. Therefore identify the width of
the proposed overhangs covered walkways canopies, awnings, and/or other roofed
areas that extend out beyond the main walls of the building. The building setbacks shall
comply with setback regulations specified in the Zoning Code
Response. ('lease note that the building in question exists and had met all site
plan appro va) documents at time of construction including setbacks. All setbacks

13 At time of permit review submit signectand sealed working drawings of the proposed

Identify the type of the fence material that supports the fence including the typical
distance between supports Also provide a typical section view of the fence that includes

regulations specified in the Zoning Code
Response. The proposed fence will match the existing fence located on the
subject property which is a 5' black vinyl coated chain link fence. Detailed
construction drawings will be submitted to the building department at time of
permitting.
15 At time of permit review submit for review an addressing plan for the project.

address (2701 Quantum Blvd.)
16 Add to all plan view drawings of the site a labeled symbol that represents the location and
perimeter of the limits of construction proposed with the subject request.

perimeter fence along the North and Eats sides of the building.

18 The number of parking spaces has been reduced by six (6) spaces due to the creation of
the outside children s play area. This reduction in the number of parking spaces needs to
be reflected in the tabular data on the site plan.
Response. The. reduction in parking spaces is now noted on the site plan.
19 To be consistent, the proposed fence shall match the existing fence in color (black) and
material. The site plan indicates that the proposed fence will be a green chain-link fence
five (5) feet in height.
Response. The proposed fence will be consistent with the existing fence, a 5'
black vinyl coated chain link fence
20 The children!? outside play area shall encompass six (6) parking spaces If these former
parking spaces are converted into paved area, it shall be delineated as such on the site
plan In order to protect this area, continue the curbing around the former parking
spaces. Staff recommends relocating the shrubs from the interior of the playing area to
the outside of the proposed fence
Response. We would like to keep these six parking spaces paved in order to
provide a hard surface for the play area for the use of small bikes, tricycles, etc. If
for some reason the daycare does not work out, we want the option to turn these
spaces into operational parking spaces as they were approved originally We
would have no problem re-Iocating the existing wheel stops from the front of the
stall to the rear of the stall for additional protection of the play area.
21 Provide a floor plan of the space to be used by the daycare operation

the daycare facility
