Statement of Use - Justification
Boynton Masonic Lodge Conditional Use Request
The submitted application if for the approval of a conditional use for a daycare/preschool
facility to be located within the recently constructed Boynton Masonic Lodge The Masonic
Lodge is located at 2701 Quantum Blvd in the Quantum Park of Commerce
In order to offset some of the costs associated with the recent construction of the Boynton
Masonic Lodge, they have allowed The Little Blue Academy to use their facility to house a
summer camp and preschool, which will serve approximately 35 children
The daycare/preschool will be held in a portion of the existing building The only site issue
that affects the previously approved site plan application would be the addition of a 5 green
vinyl coated chain link fence that would encompass the required 4 125 S F outdoor play area
that is required by the health department (See sheet SP-1 for location of the play area)
Attached in the submittal package is a description of the day-to-day activities that will take
place during the preschool hours of operation
The Masonic Lodge was required to provide 53 parking spaces for their use The site has
provided a total of 65 parking spaces, 32 of which are grass parking The proposed outdoor
play area required for the preschool will encompass 6 existing parking spaces which will
leave 59 parking spaces open for the use of the lodge and/or the preschool. Since the
preschool and the lodge members will not be using the facility at the same time we feel the
existing parking counts will be sufficient for their needs
We have received preliminary approval from the Quantum Park of Commerce Property
Owners Association for this use Attached to the submittal package is a letter from the
Q PCP O.A. which states they have no objections at this time with the proposed preschool
use
Except for the Use Approval and the approval of the proposed outdoor play area, the health
department has given their word that the lodge facility meets or exceeds their criteria for a
daycare/preschool

Dear Ms. Galav'
The owners of the Boynton Beach Masonic Lodge, located in Quantum Park, proposed to
modify a portion of the existing building to allow a Daycare Center The purpose of this
letter is to provide a traffic statement for this proposed modification It IS proposed to modify
the existing 6,829 SF Boynton Masonic Lodge, on Lot 22 of Quantum Park, to allow for a
3,600 SF day care center The site is located on Quantum Boulevard east of the canal
Access to the site is via two (2) driveway connections to Quantum Boulevard
The proposed development is projected to generate an additional 146 daily trips, 45 AM
peak hour trips and 38 PM peak hour trips as shown on Attachment 1 Driveway volumes
are provided on Attachment 2
The Quantum Park DRI is an approved project, and is considered a Previous Approval under
Article 15, Traffic Performance Standards, of the Palm Beach County Unified Land
Development Code (ULDC) The proposed land use and intensity are within the limits of the
original approval of the Quantum Park DRI, as shown on Attachment 3, therefore, the
proposed project is not subject to the Traffic Performance Standards.
