The Palm Beach County Traffic Division has reviewed the responses to the traffic
review comments (received on February 5, 2001) forthe project entitled, Sonny's Bar-
B-Q, pursuant to the Traffic Performance Standards in Article 15 of the Palm Beach
County Land Development Code The project is summarized as follows:

Dear Mr Swoope:
A Sonny's Real Pit Bar-B-Q (Sonny's) restaurant is proposed for the Wal-Mart
Supercenter site in Boynton Beach. As we discussed with you, the road impact fee for
the Sonny's appears to have been calculated for a stand-alone restaurant. We believe the
road impact fee for Sonny's should be calculated as an incremental increase m trips for
the Wal-Mart Supercenter site. This methodology would be consistent with the Traffic
Impact Analysis for the project, which was reviewed and approved by the Palm Beach
County Traffic Division.
The attached Table 1 presents the net increase in site traffic based upon the methodology
utilized in the Traffic Impact Analysis. The site is projected to generate 131 new trips
per day with the Sonny's. Therefore, the road impact fee for the site should be calculated
as follows:
. 131 (vehicular trips) x $101. 84 (cost per trip) = $13 ,341 04
Attached is the project information that you requested includii.g (1) the approved Traffic
Impact Analysis and (2) a letter from the City of Boynton Beach verifying that there will
be an internal connection between Sonny's and the Wal-Mart Supercenter The site plan
included with the City's letter shows that the only access to Sonny's will be provided
through the Wal-Mart Supercenter site

A trip generation rate of 205.36 per 1,000 square feet for high-turnover
restaurants should be used for the trip generation analysis.
The proposed restaurant IS to be constructed as an outparce1 of the 236,762
square foot Wal-Mart Supercenter Because the restaurant will operate in close
vIclmty to such a large retail development, the net mcrease m tnps will be
relatIvely small when compared to a stand-alone restaurant. A SIgnificant
amount oftnp mteractIOn between the Wal-Mart Supercenter and the Sonny's
IS expected. ThIS tnp mteractIOn IS not accounted for m the high-turnover
restaurant rate but IS accounted for m the shoppmg center tnp generation rate
The InstItute of TransportatIOn Engmeers' Trip Generation includes both

1 Comment: Correct the width of the trash enclosure to show a 20 foot mInImum wIdth
inside the enclosure
Response: Width dimension is corrected, as noted.
2. Comment: SInce the dumpster truck reqUIres a radIUs of 60 feet from the front edge of
the dumpster pad. It IS recommended, assumIng no addItIOnal conflIcts, to
consIder a one-way Ingress drIve from Winchester Park Blvd. AlIgned
\'l1th the south, cast/west dnve aIsle. The dumpster would also faCIlItate
fire and emergency access.
Response: The Applicant is amenable to consideration of a driveway connection
from Winchester Park Boulevard, and requests the opportunity to
discuss with staff during the December 19, 2000, TRC meeting.
UTILITIES.
3. Comment: Palm Beach County Health Department permIts may be reqUIred for the
water and sewer systems servIng thIs project (CODE Sec 26-12),
primarIly due to length of the proposed servIce laterals
Response' See attached exemption from PBCH for a wastewater permit. A
drinking water permit is required and we will submit the applications
to Palm Beach County when plans are approved.
