Site Characteristics The site is a vacant, flat, rectangular shaped lot, overgrown with grasses and containing no
other vegetation of any significance
Proposal
The developer proposes to construct a 7,260 square foot medical office building on a 089
acre lot (see Exhibit liB" - Proposed Site Plan) The proposed building height is 30 feet and
exceeds the 25-foot maximum allowed in the C1 zoning district. The applicant must modify
the design accordingly or apply and obtain relief from the code to allow an increase in
building height.
Concurrency
a. Traffic-
A traffic statement for this project was submitted and was sent to the Palm Beach
County Traffic Division for their review and approval Staff has received
confirmation from Palm Beach County's Traffic Division regarding standards
compliance.
b. Drainage-
Conceptual drainage information was provided for the City's review The City's
concurrency ordinance requires drainage certification at time of site plan approval
The Engineering Division is recommending that the review of specific drainage

solutions be deferred until time of permit review, when more complete engineering
documents are required
Driveways On-site traffic circulation will consist of a loop drive combining one-way and two-way drive
aisles The two-way portion of the drive aisle is 27 feet wide with perpendicular parking
The remaining portion of the drive aisle is one-way, and is dimensioned at 14 feet, four (4)
inches wide adjacent to 60-degree parking and 12 feet wide where no parking spaces are
located The only vehicular ingress and egress point is a 27 -foot wide access point onto
Woolbright Road
Parking Facility. The proposed number of parking spaces exceeds the requirement by two spaces forty-two
(42) spaces are proposed (including two (2) handicap-accessible spaces), while thirty-six
(36) are required, based on the ratio of one (1) space per 200 square feet of medical office
use Of the 38 proposed parking spaces, 15 are located at the rear of the building
Landscaping The proposed landscape plan would generally meet minimum code requirements and
exceed regulations with respect to the foundation planting However, to further enhance the
project and maximize consistency with the adjacent Fidelity Federal project, staff
recommends additional plantings at project corners and entrance Also the recommended
30-foot tree spacing will help compensate for the smaller tree species, which the site is
limited to by virtue of the FP & L easement.
Building and Site Building and site regulations will be fully met when staff comments are incorporated into the
permit drawings
Community Design The immediate vicinity does not contain an established common architectural theme,
however, project characteristics which are similar to design elements seen in the area
(including on the nearby multi-family residential project), include tile roof, use of beige and
tan earthtone colors, and arches Some noteworthy elements also include a roof tower,
decorative arches with columns, and entry traits of a European style
Signage The applicant is proposing to have one (1), ten foot high, eight (8) foot wide freestanding
sign The sign dimensions concur with the sign code regulations for commercial
nonresidential districts Sign cabinet and base will receive color and texture treatments to
match those of the building Staff recommends that the sign detail include proposed colors
and font type as well as the project name and address at the top of the sign
RECOMMENDATION.
Staff recommends that this site plan request be approved, subject to the comments included in Exhibit C"-
Conditions of Approval The Technical Review Committee (TRC) recommends that the deficiencies identified in
this exhibit be corrected on the set of plans submitted for building permit.
