Request:
Request for a height exception from the City's Land Development Regulations,
Chapter 2, Zoning, Section 4 F 1, to allow a five (5) foot increase from the
maximum twenty-five (25) foot height limit required within the C-1 Office and
Professional Commercial zoning district.
BACKGROUND
The subject property is currently vacant. Site plan approval was granted on July 18 2000 by the City
Commission to construct a medical office building One of the conditions of approval requires the granting of a
height exception to allow a maximum height of 30 feet to accommodate the proposed roof design feature of
the building
The Woolbright Professional Plaza is proposed to have two, peaked roof turret entrance features located at
both the southwest and southeast corners of the building The southeast turret roof peak is proposed at 26 6
feet high which is one and one-half (1 5) feet higher than the district regulation The southwest turret roof peak
is proposed at 30 feet high which is five (5) feet higher than the district regulation (See Exhibit liB" -
Elevations)

ANALYSIS
Land Development Regulations, Chapter 2, Zoning, Section 4 F 3, Height Limitations and Exceptions, states
that in considering an application for exception to the district height regulation, the City Commission shall
make findings indicating the proposed exception has been studied and considered in relation to minimum
standards, where applicable Exhibit "C" lists those standards and how the applicant addressed them
According to the application, with the exception of the turret entry features which measure approximately 25
feet x 25 feet, the remainder of the structure is proposed to have a roof height of 19 feet-6 inches (19'-6"),
which is well within the maximum of twenty-five (25) feet permitted by Code Actually only a very small portion
of the roof peaks will exceed twenty-five feet. The C-1 district does permit a maximum height of 30 feet for
buildings that include underground parking In addition, the City recently amended the Land Development
Code for single-family districts which now permits a maximum height of 30 feet. The additional height
requested is reasonable given these parameters in the code It also represents changes in the roof line which
contributes toward the quality of the project and is consistent with design principles recommended within the
City's redevelopment plan
The proposed entrances are designed in scale with the entire project and are an integral part of the
architectural design The building design employs the use of a tile roof earth-tone colors and decorative
arches which is compatible with the residential project to the north and the Fidelity Federal bank being
constructed directly west of the site Lastly the application represents the minimal necessary to achieve the
design intent of the project, and is not felt by staff to be excessive
RECOMMENDATION
Based on the analysis contained herein, staff recommends that this request for a height exception of 5 feet be
approved No conditions of approval are recommended, however any conditions of approval recommended
by the Board or required by the City Commission will be placed in Exhibit "0"

Dear Mr Rumpf:
Please accept thiS letter as our formal request and applIcatIOn for approval of a "HeIght
ExceptIOn" consIstent WIth the provIsIons of Sec 4F 1 of Chapter 2 of the CIty ZOnIng
Code, for the proposed Woolbnght ProfeSSional Plaza to be located at the Northeast
comer ofWoolbnght Road and Congress Avenue. In our applIcatIon for exceptIOn to the
dlstnct height regulatIon we have studIed and considered the followmg standards
A WIth the exceptIOn of the two end roofs at the covered walkway, the buildmg
heIght IS 19'-6", which IS WIthIn the maximum 25 feet permitted by Code.
I lowever one small roof of the architectural feature at the end of the covered
walkway peaks at 30 feet. Actually only the ndge, which IS a very small portion
of the roof, Will reach the 30 feet heIght, then the hIpped roof slopes back to 25
feet or less. We believe the height exception is minimal and will not have an
adverse effect on the existing land use, surrounding buildings or properties.
As a matter of fact, the five feet height exception requested IS so minImal that It
WIll not be noticed. Furthermore Wlthm the Immediate VICInIty there are
bUildIngs that exceed the 30 feet height. Also m thiS dlstnct (C-l) bUIldIngs
deSigned With a parkmg structure WIthIn are allowed to a maximum heIght of 30
feet.
B The height exception is necessary to create architectural interest in the
building. ThiS IS also necessary to conform to the City'S objectIve of
encouragmg architectural relIef to break up what would otherwtse be a plaIn stnp
plaza.

C. The minimal height exception will not reduce or affect in any way light and
air in adjacent properties.
o The heIght exceptIOn IS consIstent WIth the archItectural style for projects m the
VICInIty IncludIng the approved FIdelIty Federal neIghbOrIng project. Therefore
this project will compliment the architectural style of the area and will not be
a deterrent to the improvement or development of adjacent properties.
E ThIS style of archItecture IS well accepted In South FlOrIda and the surroundmg
areas and It will make the project "fit In" WhICh m turn should help increase
property values and thus Increase the tax base of the CIty
F The height exception will not adversely influence the living condition of the
neighborhood, except that It WIll proVIde a more mterestmg and dIstIngUIshed
bUlldmg to look at.
G The height exception does not constitute a special privilege to the client since
the maximum height allowed in the district is 30 feet, in the City is 45 feet,
and there are surroundmg structures m the ImmedIate area that are taller than our
proposed bUIldIng.
H. Recent code reVlSlons have relaxed the maXImum allowed heIght requIrements m
reSIdentIal dIStrICtS by penmttmg bUIldmgs up to 30 feet heIght. We believe that
sufficient evidence has been presented to justify the need (or a height
exception and hope that you are m agreement and wIll support thIS "HeIght
ExceptIon" request.
