Site Characteristics The subject site is rectangular-shaped, comprised of five (5) separate lots which will be joined
together by a unity of title The property is located in the southeast corner of the Quantum Park
PID High Ridge Road flanks the site to the west and the C S.x. Railroad to the east. At
present, a shellrock road traverses the property's eastern perimeter This road runs parallel to
the west of the C S.X. railroad tracks These railroad tracks run in a northwesterly direction
eventually terminating into a railroad spur forming the subject property's northern boundary
This railroad spur separates the subject site from the Carmax facility to the north
The Soil Survey for Palm Beach County Area, Florida indicates that the site contains ScB St.
Lucie Sand St. Lucie Sand consists of nearly level to sloping excessively drained deep sandy
soil on long narrow dune-like coastal ridges and knolls The water table is below a depth of six
(6) feet. The entire site can be categorized as disturbed Australian pine forest and old-field
conditions dominated by dense stands of Australian pine trees There are no wetlands or
wetland conditions identified on site during this investigation Two inactive gopher tortoise
burrows were identified and tagged with survey ribbon This Species of Special Concern can be
relocated with a permit from the Florida Fish and Wildlife Conservation Commission No other
protected plants and animals were observed utilizing this site during the survey period
Proposal
This proposal is to construct a one-story, 196 486 square-foot office / warehouse building on a
13 75-acre parcel Of the total building area, 39,297 square feet or 19 9% will be allocated for
office use The design of the building will accommodate many individual tenants As currently

proposed the specifications for each bay area are conceptual and may vary in order to satisfy
the needs of the individual tenant and applicable codes Five dumpster enclosures will be located
to the rear of the building next to the loading docks As required by code, fifty-eight (58)
overhead doors for loading zones are proposed in the rear of the building (see east elevations)
The entire project is to be constructed in one phase (see Exhibit 'B Proposed Site Plan)
Concurrency'
a. Traffic - A traffic statement for this project was submitted and was sent to the Palm Beach County
Traffic Division for their review and approval. The Palm Beach County Traffic Division
determined the project met the Traffic Performance Standards of Palm Beach County
b. Drainage - Conceptual drainage information was provided for the City's review The Engineering
Division is recommending that the review of specific drainage solutions be deferred until
time of permit review
Driveways On-site traffic circulation will consist of four (4) proposed two-way driveways providing access
from High Ridge Road Under normal circumstances, no more than two interior entrances per
developable parcel are permitted The four entrances are allowed however because the project
is comprised of five (5) separate lots The north and south entrances have been approved for
driveway width waivers because at 40 feet, they exceed the 32-foot maximum driveway width
requirement.
Parking Facility' A total of 328 parking spaces are required for the proposed use based on the ratio of one (1)
space per 800 square feet of warehouse floor area and one (1) space per 300 square feet of
office area The total number of parking spaces provided equals 400 of which eight (8) spaces
are designated for handicap use All 900 spaces except the eight handicap spaces will be
dimensioned nine feet by eighteen feet (9' x 18') and will include wheelstops The parking
spaces and drive aisles will surround all sides of the building except in locations where loading
zones are proposed All handicap spaces will be located in the front of the building closest to
the proposed building entrances
Landscaping At present, the site contains an abundant collection of exotic vegetation consisting mostly of
Australian Pine trees As proposed the landscape plan exceeds the minimum landscape
requirements as set forth in the City Code The proposed pervious or green area is 135 979
square feet or 22.7% of the total site. Currently the swale of the High Ridge Road right-of-way
contains full grown Black Olive trees These Black Olive trees will remain in place except in
those areas where new entrances are proposed At these new entranceways, the Black Olives
will be replaced with Dahoon Holly Washington Palm or Live Oak trees These replacement
trees are in compliance with the current landscaping code
Live Oak trees will be planted every 20 feet in the front landscape buffer along High Ridge Road
In addition, the front landscape buffer will consist of Redtip Cocoplum hedges Dwarf Schefllera
shrubs and clusters of Pittosporum shrubs
The interior and terminal landscaped islands in the parking area in front of the building will have
clusters of Cabbage Palms and Royal Palm trees mixed with Dwarf Shefflera shrubs and
Evergreen Liriope groundcover planted at the base of the trees The front of the building will
have a row of Hibiscus shrubs with Viburnum shrubs planted along the sides The five (5)
dumpster enclosures located at rear of the building will have landscaping on all three (3) sides
This landscaping will consist of Foxtail Palm trees and Hibiscus hedges
In the north side landscape buffer Washington Palm trees will be planted every 20 feet with Wax
Myrtle shrubs planted at the base to screen the vehicular use area from the C S.X. railroad spur

Live Oak trees and Redtip Cocoplum hedges will also be planted in the parking area north of the
building Dahoon Holly trees and Wax Myrtle hedges will be planted along the southern property
line in the south side landscape buffer
A 23-foot wide dry retention area will separate the parking area at the rear of the building with the
12-foot wide eastern (rear) landscape buffer This heavily landscaped rear buffer along the
eastern property line runs parallel with the C S.X. railroad tracks The buffer will contain Date
Palm trees spaced every 60 feet. Clusters of Bouganvillea and Hibiscus shrubs will be planted at
the base of each Date Palm tree. Bouganvillea and Ixora 'Nora Grant" shrubs will be planted in
between each Date Palm cluster This is consistent with the perimeter buffer plan for the
Quantum Park PID
Building and Site Building and site regulations will be fully met when staff comments are incorporated into the
permit drawings
Community Design The proposed building will be a one-story structure with the top of the parapet (flat roof) to be 33
feet in height. The building front will be 986 feet in length and 224 feet - 6 12 inches in depth
Eight (8) entrance features will interrupt the expansive length of the front fayade The four (4)
false 'towers will be 45 feet - 5 inches in height at the top of the pitched roof The architectural
design will consist of Benjamin Moore Fine-Texture Tex-Cote on concrete walls painted light
yellow (Benjamin Moore # 918) accented with three (3) rows of three-inch wide reveal score lines
painted very light green (Benjamin Moore # 844) Four (4) of the eight (8) entrance features will
be finished with Benjamin Moore Extra Course - Texture on Tex-Cote concrete walls painted
light tan (Benjamin Moore # 1143) The proposed building fayade with the front entrance
features and their respective finished surfaces, facing High Ridge Road has been appropriately
designed to be architecturally compatible with this industrial use area Each window on the front
facade will be at minimum 15 feet in width by 9 feet in height. The windows will be tinted dark
green storefront glass with white aluminum frames and equipped with Dade County approved
metal louvered "Bahama shutter system painted green (Benjamin Moore # 622) The entrance
doors will have the same appearance as the windows The overhead bay doors in the loading
zoned areas will be located in the rear of the building facing east so that they will not be visible
from High Ridge Road
Signage Wall signs are proposed on all building sides Eight (8) wall signs are proposed on the west
elevation facing High Ridge Road Two (2) wall signs are proposed on both the north and south
sides of the buildings Ten (10) wall signs are proposed on the rear of the building on the east
elevation in part to be visible from the Interstate 95 corridor The sizes of the wall signs will
range between 60 square feet to 140 square feet although cumulatively they may not exceed
1,210 5 square feet. The dimensions and design graphics shall be submitted as part of this plan
review process Two (2) single faced freestanding identification monument signs are proposed at
the southernmost and northernmost entrances These monument signs will be 12 feet in length
and 3 feet - 6 inches in height. The face of the monument sign will be a removable alucobond
insert painted forest green The letters will be of the aluminum channel variety painted beige
The monument sign face and letters will be framed on both sides with an aluminum structure
painted forest green The monument sign design is consistent with the Master Signage Plan for
the Quantum Park PID
RECOMMENDATION.
Staff recommends site plan approval subject to the comments included in Exhibit 'C" - Conditions of Approval The
Technical Review Committee (TRC) recommends that the deficiencies identified in this exhibit be corrected on the set of
plans submitted for building permit.

1) On the SIte Plan, add a general note that all plans submItted for speCIfic permIts shall meet the
CIty'S Code reqUIrements at tlme of apphcatIOn. These permIts mclude, but are hmIted to, the

3 Indicate the official Future Land Use designations and zoning dIstrICt of the adjacent propertles.
4 The configuration of the parking lot and the total number of parking spaces must match between all
plans. Currently the parking lot on the Schematic Paving, Grading, and Drainage plan does match the
site plan or landscape plan.
5 On the site plan, indIcate the building setbacks for the PID zoning district for the front, rear and sides
of the building.
6. An administrative waiver will be required for the dnveways shown at the north and south ends of the
site. They are depIcted as 40 feet in width, whIch exceeds the 32 foot allowable width as required by

7 Provide a typical drawmg that includes the heIght of all proposed freestanding outdoor lighting poles.
8 The site plan shall include the area and dimensions of each individual lot and identify eXIsting platted

parking reqUlrement have been based upon two separate uses, namely office and warehouse.
10 The foundatIOn landscaping on the north and south SIdes of the building shall be mcreased to not less
than five (5) feet in width (Chapter 7.5 Section 5 M)
11 The landscape plan's tabular data indicates SIX hundred ninety-eight (698) Jasmine volubile (Wax
Jasmine) plants but graphically shows eight hundred forty-eight (848) plants. ThIS discrepancy
between the two must be corrected so that they match.
12. The landscape plan s tabular data indicates six hundred seventy-two (672) Schefflera arboricola
(Dwarf Schefflera) plants but graphically shows seven hundred two (702) plants. This discrepancy
between the two must be corrected so that they match.

landscape buffer shall be installed at 24 in height but mamtained no less than four (4) feet nor greater
than six (6) feet in heIght. In addItion, it shall be installed with 24 inches m spread and planted WIth
tip to tip spacing Immediately after plantmg to adequately cover the planted areas on the (Chapter 7.5
Article II, Section 5 E). The landscape plan is not in compliance with thIS requirement because the
plant list mdicates that all proposed Redtip Cocoplum will be planted 24 in height with 18" spread.
19 On the elevations, staff recommends changing the identificatIon of the front fa~ade as 'Partial West
Elevation instead of 'Partial East Elevation in order to easily differentIate between the front and rear
of the building.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to Elizabeth Cabrera and I no
later than 5:00 P.M. on. June 5. 2001. When preparing your comments, please separate them into
two categories, code deficiencies with code sections referenced and recommendations that you
believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments
2 The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself
3 Each comment shall reference the section of the code that is incorrectly depicted on the
documents
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements

5 When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified
6 If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process
All comments shall be typed, addressed and transmitted or e-mailed to Elizabeth Cabrera and I for
distribution to the applicant. Please include the name and phone number of the reviewer on this
memorandum or e-mail Lusia Galav will be the Planning and Zoning staff member coordinating the review
of the project. First review comments will be transmitted to the applicant along with a list of Technical
Review Committee (TRC) members
