RE Quantum Lakes Dr - Closure
Modified MOT Plan
Dear Mr Hansen,
We are in receipt of your modified traffic maintenance plan for the closure of Quantum Lakes Dr at
Gateway Blvd This plan is not acceptable in its present form At a minimum the following items
need to be addressed prior to approval
o Specify the expected period of time that this plan will be in effect. The planned closure
approved in November 2001 is permanent. The plan depicted is temporary
o All three legs of the intersection should be closed, not just the west and middle legs
o The configuration of the barrier wall(s) appear to require impact attenuators
o Why are Type III barricades with "Road Closed" signs being placed at the barrier wall at the
middle leg? A barricade at this location serves no purpose since this leg is for southbound
traffic only
o No barrier is shown at the east leg
o The 6 in solid white line alone the south side of the eastbound lane should be yellow
o Who would be maintaining the drums and steady-burn lights?
o Additional signs regarding road work ahead are necessary to advise of the approaching
condition, both eastbound and westbound
Since the platting process has been completed it is appropriate to close the road immediately and
remove the approaches on Gateway Blvd Please advise when and how this will be accomplished

Please find enclosed modIfied traffic mamtenance plan for the closure of a portIOn of Quantum
Lakes Dnve prepared by Shah Drotos engmeers. The plan shows the portIOn of Quantum Lakes
Dnve closed at the mtersectIOn of Gateway Blvd., usmg type ill and concrete bamers. The
portIOn of Quantum Lakes Dr. adJ acent to lots 60 & 61 was prevIously closed.
Quantum Lakes Dnve IS a pnvate roadway and was approved by the dlStnct for closure at the
November dIstnct meetmg. The closure will help faCIlItate the constructIOn of the mIxed use
proJect, lessen the conflIcts WIth vehIcular traffic, and reduce the lIabIlIty to the property owners.

Plat Dedications
Jim,
I've recently had several utilities call me asking for an interpretation of dedications
found on Plat 1A and 5 for Quantum Park. The dedications refer to Tract "B", which is
also Quantum Boulevard Following are the two dedications in question
o Tract "B" (Quantum Boulevard) as shown hereon is hereby dedicated for private
road purposes to the Quantum Park Property Owners Association, Inc, its
successors or assigns, and is the perpetual maintenance obligation of said
association, its successors or assigns, without recourse to the City of Boynton
Beach In addition, the public is hereby granted a perpetual nonexclusive
easement over and upon Tract "B" for ingress and egress to and from Lot 92
(which Lot 92 is shown and designated in Quantum Park at Boynton Beach, P I 0
Plant No 3, recorded in the public records of Palm Beach County), however, the
public shall have no rights to or control over, the configuration of Tract "B", the
exact configuration of which (I) shall be determined by Quantum Associations, Inc ,
(or its successors and assigns) and (II) may be different than the configuration
shown on this plat.
o Tract "B" (Quantum Boulevard) as shown hereon is hereby dedicated to the City of
Boynton Beach, Florida Power & Light, Quantum Communications, Inc. (and its
successors and assigns), and Southern Bell for the construction, operation and
maintenance of utilities only, and to be used in a manner so as not to interfere with
the use of the said tract for private road purposes
The questions are
1 Who permits work with the Quantum Boulevard right-of-way - the City or Quantum
Park POA?
2 Does the permitting authority have the right to disallow placement of facilities within
this right-of-way if there are no other conflicts?
Currently the permitting is being done by Quantum Park POA and both BellSouth and
FPL have called me The POA is dictating that they change their (the utility's)
proposed alignments End result is increased cost to the utility due to increased

distance from their tie-in points to the Villas at Quantum Lakes No explanation has
been given for the requested/required facility realignment.
Can you offer me any help with these questions? I've already tried Dave Kelley and he

At the March 5, 2002 City Commulsion meeting, we:: rmllcd objcctiQl15 to t~ above:: Plat in an
effort to address outstanding issues relative to our purchase of the vacated Quantum Lakes Drive
from Quantum Limited Partners, Inc. The issues we had concern WIth have been adequately
resolved between us and that these ISSUes w1l1 be addressed further with staff. so that all partIes
have adequate input into the final resolutions and approval of the Plat.
We arc therefore wlthdrawing our objections to the: Plat and will proceed diligently to obtain IllI
the necessary pennits for construction of the additional fony-two unitS to the Villas at Quantum
Lab Community. We hope to develop these additional WUt5 expeditiously in an effort not to
adversely Impact the current project dunIli our initlallease up Any help In this regard would be
greatly appreciated.
