In general I support a second driveway into the development at this point. However please note that the primary entrance
at Quantum Boulevard is gated The developer does not show a gate on the proposed new access Is this an oversight
on the developer's part?
I have several conditions for approval of the proposed driveway between Units 4 and 5, depending upon whether Quantum
Lakes Drive is closed to Gateway Boulevard as proposed by Quantum in NOPC #12 If we are to presume that Quantum
Lake Drive will be closed as identified by Quantum in NOPC #12 then the builder of the Villas should be required to
provide full access onto Quantum Lakes Drive This will involve removing the median in the center of Quantum Lakes
Drive as well as the existing street light and any landscaping This work should be coordinated with any engineering plans
by Quantum for the closure of Quantum Lakes Drive Furthermore it will be the responsibility of the builder to insure
adequate sight lines for vehicles exiting the development.
Should Quantum Lake Drive remain open as it is presently configured then the proposed driveway should be constructed
as "right in - right out" Thus the median on Quantum Lakes Drive would remain in place

Per your request I have reviewed the above referenced minor modification request for
the Villas at Quantum Lakes I have no objection to the proposed second access drive
to Quantum Lakes Drive between Buildings #4 and #5 Following are condition(s) of
approval for this proposed change
Quantum Lakes Drive remains open and undeveloped
o Access will be "right in - right out" only and signed appropriately
o Show compliance with sight distances at the entrance Show triangles graphically
Place a note on the plans that within the sight triangles there shall be an
unobstructed cross-visibility at a level between 25' and 6' above the pavement.
Reference FDOT Standard Index 546 for sight triangles along all collector and
arterial roadways
Quantum Lakes Drive is vacated per NOPC #12
o Access shall be through the development on the vacated Quantum Lakes Drive
One half or more of the existing roadway is expected to be removed to
accommodate development, allowing the proposed drive from the Villas at
Quantum Lake to be lined up with the new development drive The final
configuration will be reviewed at the time of site plan submission
o Show compliance with sight distances at the entrance(s) Show triangles
graphically Place a note on the plans that within the sight triangles there shall be
