SURVIVORS CHARTER SCHOOL, INC.
Dear Mr Rumpf:
QUANTUM LIMITED PARTNERS, a property owner within Quantum
Corporate Park a Planned Industrial Development (PID) in the CIty, hereby submit this
request to modify the list of approved uses WIthin the Park, to include a charter high
school as an approved use. The use approval requested shall allow SURVIVORS
CHARGER SCHOOL, INC. of West Palm Beach to develop and operate a satellite
charter high school facilIty withIn the Park. TIns request for use approval IS subnutted
for consideration concurrently wIth the site plan review application for the proposed
development upon Lots 18, 18A, 19 and 19A. At present, Lots 18 and 19 carry a DR! use
desIgnatIon of 01, office mdustrIal.
The SURVIVORS CHARTER SCHOOL, INC. ("SCHOOL") was organized on
October 20,2000 and obtamed State of Florida approval for its ArtIcles of Incorporation
four days later The authority to establish charter schools in the State of Florida is found
in Section 228 056, FlOrIda Statutes. The SCHOOL received ItS charter from the Palm
Beach County School DIstrIct on June 21, 2001, openmg for classes at its current location
at 1310 North Congress Avenue, West Palm Beach, FlOrIda, 33409 on August 15,2001
The SCHOOL's mission statement IdentIfies its target student populatIon:
".as 17 and 19 year olds who have acquired minimum credits toward traditional
graduation, have a cumulative G.P.A of less than 2.0 and meet eligibilIty for Drop Out
Prevention. The Charter School will provide innovative programs designed to help
students earn a regular high school diploma and develop meanmgful workforce skills.
Typically, these students will have exhausted the programs available to them at their
home school and have lIttle to no OpportunIty to graduate through traditional means."
The SCHOOL facility m West Palm Beach serves students from north, central and
western portions of Palm Beach County, and has proven to be too small to accommodate
its present enrollment demands. SCHOOL officials reVIewed more than 1,100 student
applicatIons for the current 2002-03 acadenuc year, and less than 500 have been enrolled.

With a County-wide high school non-graduation rate of 36%, and with students who have
dropped out of classes at Boca Raton, Atlantic, Spanish RIver and Olympic Heights High
Schools having no charter high school opportunity within reasonable traveling distance,
hundreds of South County lugh school dropouts are being unnecessarily denied an
opportunity to complete theJf high school educations by attendmg a charger high school.
If this application for use approval is grant~ the SCHOOL plans to open a new,
$4.2 million, 35,000 square foot satellite charter lugh school campus WIthin the Quantum
Corporate Park. The new facility will serve students primarily from South Palm Beach
County, and will be large enough to accommodate up to 700 students. The proposed
charter high school use is intended to be supplemental to and complimentary with the mix
of office and wholesale sales uses currently approved WIthin the Park. In addition, it will
be entJfely compatible with the new Boynton Beach High School, which is located in the
Immediate vicinity WIthin the Park.
The proposed charter high school use will easily satisfy each of the performance
standards establIshed for Planned Industrial Developments in Chapter 2, Section 7.5 of
the City code. These standards are addressed below'
1 Noise. No sound will be created that violates the sound standards found in
Section 15-8 of the City code.

The proposed use will generate no discernable ground
3 Smoke. dust or other particulate matter. The proposed use will
generate no smoke, dust or other particulates that exceed the standards for such emissions
found in federal, state, county or city law
4 Odors and fumes. The proposed use will generate no objectionable or
offensive odors or fumes of any nature.
5 Toxic or noxious matter. The proposed use will discharge no toxic or
noxious matters, and will cause no damage to property or vegetation or discomfort or
harm to persons or animals, or OtherwISe prevent the reasonable use and enjoyment of
property or nghts-of-way at or beyond the proposed charter high school's property lines,
nor will any contamination of the public waters or groundwater result from the proposed
use.
6. Fire and e~loslOn hazards. The proposed charter high school use will
create no fire or explosion hazard. No flammable materials shall be sto~ used or
proposed except m a conformance with Chapter 9 of the City code.

7 Heat. humidity or glare. The proposed use will produce no heat,
humidity or glare readily perceptible beyond the charter high school's property lines. All
lighting will conform to City standards and will create no nuisance to adjoining
residential uses.
8. Liquid waste. No liquid waste of any type, quantity or manner not in the
conformance with Chapter 26 of the City code will be used or disposed of by the
proposed charter high school use.
9 Solid waste. All solid waste materials generated by the proposed use
will be collected and disposed of m conformance with Chapter 10 of the City code.
10 Electromagnetic interference. The proposed use will create no
electromagnetic radiatIon that causes abnormal derogation of performance of any
electromagnetIc receptor or interferes with normal radio or television reception in the
City
11 Hazardous materials and hazardous wastes. The proposed use will not
create, use, store or handle hazardous materials or hazardous wastes.
In addition to fully complying with each of these eleven (11) performances
standards, the proposed charter high school use will fully comply with all other relevant
City standards and requirements. Adequate parking for facuhy, staff, students and
VISItOrs will be provided onsite. Where necessary, traffic control measures will be
implemented. School secunty measures will also be taken.
Please find attached a check in the amount of $250.00, the required processing fee
for this use approval request.

It is proposed to develop lots 18 and 19 of Quantum Park in the City of Boynton Beach. The site is
located on the north side of Gateway Boulevard directly across from Park Ridge Boulevard
Proposed for the site are two buildings. a 34,500 SF office building and a 15,000 SF office/industrial
building. Access to the site will be one (1) driveway connection to Gateway Boulevard
The proposed project is estimated to generate 429 daily trips, 71 AM peak hour trips and 68 PM
peak hour trips as shown on Attachment 1 Driveway volumes are provided on Attachment 2.
The Quantum Park DRI is an approved project, and is considered a Previous Approval under Article
15, Traffic Performance Standards, of the Palm Beach County Unified land Development Code
(UlDC) The proposed land use and intensity are within the limits of the original approval of the
Quantum Park DRI, as shown on Attachment 3, therefore, the proposed project is not subject to the
Traffic Performance Standards.
