BACKGROUND The Watershed Act II, Inc., hereinafter referred to as "Watershed", is the contract vendee for Lots 48-A, 48-B, and 48-C of the Quantum Corporate Park PID ("Quantum") Lots 48-A, 48-B, and 48-C at Quantum comprise 5 312 acres and have been designated Ol-Office Industrial according to the DRI Master Plan Watershed currently operates a substance abuse treatment facility in Boca Raton and Delray Beach licensed by the Flonda Department of Children and Families and accredited by the JOint Commission on Accreditation of Health Care Organizations Watershed seeks to consolidate its operations in one central location within the Quantum Corporate Park and seeks a use approval for a Florida licensed substance abuse treatment facility Within the PID Attached to thiS application, please find the preliminary site plan, as well as assorted elevations of the project site. II REQUEST FOR USE APPROVAL WITHIN QUANTUM CORPORATE PARK PID Part III Land Development Regulations, Chapter 2, Section 7.A., of the Code of Laws and Ordinances of Boynton Beach, Florida (hereinafter "Code"), provides for the intent and purpose of the PID zoning distnct, as follows INTENT AND PURPOSE A planned industrial development district (PID) is established The purpose of this district IS to provide a zoning clasSification for light Industrial development that will better satisfy current demands for light industrial zoned lands by encouraging development which will reflect changes in the technology of land development and relate the development of land to the speCific site and to conserve natural amenities. Watershed seeks to have its "substance abuse, rehabilitative hospital use be an approved use within the 01 pod of the Quantum PID Watershed intends to construct and operate a Flonda licensed, private, voluntary substance abuse treatment facility for adults. The facility will be staffed, supervised and secured twenty-four (24) hours a day In compliance with Florida license requirements, including nurses, therapists, and support personnel All patient care and medical services are supervised by Florida licensed physicians Watershed's proposed facility at Quantum will be fully accessible and in compliance With the Amencans With Disabilities Act. Watershed's program combines the best elements of Twelve Step Recovery, chemical dependency education, and psychotherapy This combination offers patients the best pathway to recovery Watershed's therapists are licensed mental health practitioners supervised by a clinical psychologist. Watershed believes that educating ItS patients IS essential The disease concept of addiction is the foundation upon which each patient's recovery is built. This concept, once learned, ensures that Watershed graduates understand that they can never safely use controlled substances again Each patient at Watershed receives intensive indiVidual counseling and psychotherapy ThiS individual treatment plan is tailored to each patient's specific needs Group therapy is as diversified as the patient population Group therapy Petition for Use Approval, Planned Industrial Development District (PID) The Watershed Act II, Inc. AprilS, 2002 Page 4 topics include Family of Origin Issues, Relapse Prevention, Women's Issues, Men's Issues, Education, Meditation, Goals and Progress, Psychiatric Issues/Medications Each Watershed patient IS introduced to an appropnate Twelve Step fellowship and given the opportunity to attend daily Twelve Step support group meetings, both in house and in the community Treatment IS accompanied by recreational activities that teach the patients that fun is possible without the use of drugs and alcohol The following is a partial list of activities. Trips to local beaches, parks, bowling, movies, attendance at local Twelve Step sponsored events, table tennis, and exercise equipment (i e stairmaster, stationary bicycle) Watershed recognizes that addiction is a family disease that affects the whole family Family members are taught that they did not cause, nor can they cure the disease, but that they can contribute to the recovery of their loved ones Patients are helped to address their own co-dependency issues Families are aided in repainng the damage caused by the addicts disease. Regularly scheduled "Family Therapy Workshops" are offered Watershed's Intended use is Similar to that of a hospital In that patients receive acute care on site similar to a hospital stay Medical services are provided to patients in similar fashion to a hospital stay The only noticeable difference between a hospital use and that of Watershed IS the kind of patient being treated The average length of time a Watershed patient stays in the program vanes from ten (10) to ninety (90) days, With an average length of stay of thirty (30) days, Similar to an extended hospital stay Watershed's proposed use shall not be In conflict with the performance standards of Petition for Use Approval, Planned Industrial Development District (pI D) The Watershed Act II, Inc. Our mission is to provide high quality, cost effective comprehensive treatment and education to individuals and families affected by chemical dependency We are licensed by the Florida Department of Children and Families, and accredited by the Joint Commission on the Accreditation of Healthcare Organizations. We currently maintain a total of 144 beds at our facilities in Boca Raton and Delray Beach. Our patients are adults, 18 and older, who have come to treatment voluntarily, and pay for their care through personal funds or private insurance. The length of stay varies from 10 to 90 days, with an average of 30 days. Our company has conducted an extensive search for a site to construct a world-class facility offering the finest care and services available. We believe we have found our home in the City of Boynton Beach. Your city offers a welcoming climate, excellent local services and resources, a medical hospital, plus an excellent location within Palm Beach County Upon the city's approval, we will construct Phase One (1), a 100-bed facility providing 24-hour care, supervision, and security on 5.33 acres in Quantum Park. Subsequent Phases Two (2) and Three (3) can increase the capacity to over 300 beds. We have a purchase contract for the land in process with Quantum Park, Quincy Johnson's architectural firm has been retained to design the facility, and financing and development is in process. The Watershed will be a good corporate citizen. We currently employ over 275 employees. When we relocate to Quantum Park we will need additional employees who, we hope, will be City of Boynton Beach residents.
