Dear Mr Russell,
The mergency services offered by the Boynton Beach Fire-Rescue Department are
desig ed to deal with fire-related and emergency medical situations. While the definition
of an emergency may vary from individual to individual, treatment facilities have
histo 'cally generated calls unnecessarily taxing emergency medical resources. In the
best i terest of efficiently serving our citizens and your clients, it is our intent, via this
letter to educate your orgamzation with regard to the role and limitations of the Fire
Resc e Department.
We a prepared to effectively handle any emergency situation arising at your facility
We h ve concerns related to situations in which we are requested to handle ordinary
tasks which can and should be easily and effectively handled by your staff Examples
lnclu e, but are not limited to, assistance calls without medical need such as lifting
patie ts from floors, beds or toilets. While we are always available to assist you in
deali g with emergencies, as well as in extraordinary extenuating situations that may tax
your i -house resources, we cannot, and should not be considered an extension of your
gene al staffing.

It is i portant for the members of your organization to appreciate the fact that other true
eme encies cannot be handled in a timely manner if our crews are committed to
resp nses that may fall into the broad category of misapplication, While we have
ultim te respect for your role and responsibility to the community, we hope that you can
recip ocate and respect our position.
The !lowing procedures will be necessary and will serve as a Letter of Understanding
betw en the City and Watershed This information may be used as content material for
a W tershed Standard Operating Procedure that will be reviewed and approved by the
Boyn on Beach Fire Rescue Department prior to opening
1) Prior to opening and after staff is in place, the Watershed and the
Boynton Beach Fire Rescue Department will host an educational session
designed to inform au Water!llhed pprsonnel responsible for.patient care
of the relationship that must exist between the two agencies in order to
provide efficient emergency care to the clients and eliminate the potential
for inappropriate use of the City's 911 Fire Rescue system
2) The Watershed will provide adequate staffing, on a 24{7 basis, that
indudes at least one person credentialed in emergency medicine and
Emergency Cardiac Care and holding current certificates in Basic Cardiac
Life Support (BCLS) and Advanced Cardiac Life Support (ACLS). An
emphasis must be placed on triage, patient assessment, and
electrocardiography as well as an intimate knowledge of the protocol and
procedures of the local Emergency Medical Services providers.
3) The Watershed will provide sufficient emergency medical supplies and
equipment to effectively assess patients prior to the arrival of Fire Rescue
as well as to manage minor situations and injuries that do not rise to the
level of requiring outside emergency resources. 12-lead EKG capability
as well as a fully-stocked ALS crash cart should be provided
4) The Watershed will be specific when requesting fire and paramedic
service It is important that the initial communication to our dispatcher is
clear and concise. It is also helpful for a staff member to rems.in available
at the pl;on~ 1ft case our dis~,!3tcher caHs back for additional tnformation
Remember, 911 is an ememency number
5) The Watershed will ensure that the dispatcher is notified of the specific
area of the patient in order that they can direct the emergency vehicle to
the appropriate door Also, it is important that someone from your staff is
waiting at that door to escort the emergency crews to the patient.

6) The Watershed will ensure that the patient's entire pertinent medical file is
immediately available to the responding Paramedics This is especially
important if there is a "DO NOT RESUSCITATE (DNR)" order for the
patient. If a DNR, or other legally binding medical-related document is
presented, it must be provided on the proper legal form, current, and
properly signed An improperly prepared DNR, other medical-related
document, or verbal orders will not be honored It is also helpful if copies
of pertinent patient information could be available to take to the hospital
with the patient.
7) The Watershed acknowledges that, once the Paramedics are with the
patient, they assume full control of the patient's care. The Paramedics
are not obligated to accept any further orders from staff, including
physicians, either on scene or by te.lephone It is necessary that the staff
member in charge of the patient remain with the Paramedics and are
available to answer questions regarding patient care.
8) The Watershed acknowledges that the facility to which the patient will be
transported is determined by the stability of the patient and at the
discretion of the Paramedic. In general. the closest appropriate facility will
be selected.

Dear Ms. Galav'
The purpose of this letter is to provide a trip generation analysis for Lots 48 A, Band C as well as an inventory
of land uses and trip generation for Quantum Park.
It is proposed to develop a 344 Bed Substance Abuse Rehabilitation Center located on Lots 48 A, Band C of
Quantum Park in the City of Boynton Beach. The site is located south of High Ridge Road and east of Beta
Drive. Access to the site will be via two (2) driveway connections to Beta Drive.
Neither Palm Beach County nor the Institute of Transportation Engineers (ITE) has published trip generation
data for the proposed use Therefore, three (3) days of traffic counts were conducted at the Watershed facility
in Boca Raton. The calculation of Daily and peak hour trip generation rates, as well as peak hour directional
splits are shown on Attachment 1 The raw data is provided in the Appendix.
The proposed development is projected to generate 1,548 new daily trips, 129 new AM peak hour trips and
141 new PM peak hour trips as shown on Attachment 1 Projected driveway volumes are shown on
Attachment 3
The Quantum Park DRI is an approved project, and is considered a Previous Approval under Article 15, Traffic
Performance Standards, of the Palm Beach County Unified Land Development Code (ULDC) The proposed
land use and intensity are within the limits of the original approval of the Quantum Park DRI, as shown on
Attachment 4, therefore, the proposed project is not subject to the Traffic Performance Standards.

We are preparing our TRC submittal drawings for "The Watershed" site located in Quantum
Park. We have several questions for you in regards to the site.
1 The last project we had in Quantum we were made to re-design the drive aisle to
accommodate a 27' overall width. We can find no reference to such width in the Code,
and I request to confirm, eIther way, what the requirements are.
2. The setbacks from the property line to parking lots and buildings are set at front (30),
side at (20) and rear at (30) equally, or are they less for parking areas?
3. The landscape buffers from the property line to parking lots and buildings are 25'
overall for both, or are parking areas less?
4 Is it necessary to have landscape islands in between each row of head-to-head
parking? How many stalls are permitted per row?
5, Is 9' X 18' accurate, and is it possible to have the 16' with 2' overhang on green area?
6. This is an alcohol and drug rehabilitation facility, what park.Jng category standards will
we be held to, dormitory or nursing home?
A fax of the parking standards for PID would be very helpful if you have it available. I have
checked the website online code and have been unable to retrieve such data. Thank you so
