I am writing as authorized representative of Premier, Gate"Yay ~! at Quantum LLP (formerly known
as Quantum Business Park L.C ), the owner of [ots 32 through 38 Quantum Park PID Plat No 6 - an
approved industrial development containing three buildings with a total area of approximately 336 050
square feet) We are attempting to finalize a very important lease agreement for us with CaRT pertaining
to a portion of the subject building containing a total lease area of approximately 44 856 square feet.
Please accept this letter and the enclosed documents as our respectful request for City approval of the
proposed tenant use/activities at the subject property The material herewith submitted in support of this
request is summarized below'
a. September 3 2002 letter from CaRT to Don Johnson requesting approval of the proposed use,
b September 10 2002, letter from you to CaRT requesting additional information and
c September 12, 2002, letter from CaRT to you responding to your requests for information
We would hope to have the opportunity to meet with you Tim Large and others at the City early next
week to further review and discuss these matters with the hope that the City can issue a letter approving
the proposed tenancy/use by CaRT or at least provide a letter of no objection to such a proposed

above referenced facility, and responding to your request to more clearly delineate CORT
Business Services' mtended use, J respectfully submit the following.

our operations use CORT Furniture Rental as the trade name, it should not be misconstrued;
thIS facility will be primatilY for warehoU5mg and distribution of our :fumit~ inv~ntory
From an operahons and personnel standpoint, it is beneficaal to attach the showroom and the
clearance center to the main warehouse to mllXimize efficienoies. Shifting inventory to the
showroom and clearance center directly from the warehouse reduces transportation costs and
the cost of having additional facilities.
The proposed warehouse will be a distribution hub for the South Florida market areas in that
include Broward and Palm Beach Counties pnmarily and adjacent oounties as necessary as the
business grows. From thillocation~ we wilJ distribute furniture to other CORT clearance
ccm.tcrs and 5howrooms as well as serve our individual residential, apart:mlmt, project
(executive housing clients) and commercial office customers.
Of the proposed 44,856 square feet of space to be leased. at Premier Gateway Center @
Quantum Corporate Park, approximately 33,000 square feet. will be utilized for warehousing
and distribution. The balance of subject space will consist of a showroom (approximately
3,500 square feet) where architects, decorators and individual customers may come to vie'W'
various vignettes in selecting items for rental, although customer tratlic in this regard is
minimal (approximately 2 per day average). The clearance center (approximately 6,000 square

Thank you for your inquiry into the development of Quantum Park, a unique mixed-use Planned Unit
Development (PI D) within the City of Boynton Beach Since the subject lot numbers are not indicated
in your letter (dated September 3,2002), I assume that the subject property is located on the north
side of Gateway Boulevard, immediately east of Quantum Boulevard (Lots 32-38)
All individual lots within this PID are designated with one or more use options (i e. "C" or "COMM"-
Commercial; "I" or "IND"-Industria/; "O"-Office; "MU"-Mixed Use; etc.) These designations are used in
tabulating DRI impacts and monitoring thresholds. The subject lots are designated solely "IND",
thereby limiting them to industrial uses. As the principal use that you have described is the rental and
sale of merchandise, rather than the manufacturing fabrication, assembly, warehousing, etc. of
merchandise, it would be designated either a "commercial" or "retail" use, and limited accordingly to
lots designated with such use options Please understand that this review has been conducted with
the limited information provided in your letter However, if you feel that I have not accurately
evaluated your business, I would accept further information from you that would support your
"warehouse" description Although this information could include floor area allocation more
importantly, it should include information on business operation that emphasizes your
warehouse/distribution function, such as your regional connections and distribution to local stores, etc,
and describes the ancillary or subordinate role of the retail sales and rental functions

I am writing as authorized representative of Premier Gateway Center at Quantum, LLP, the
Owner of Lots 68A, 68B, 69 70 and 72, Quantum Park PID, Plat No 9 - an approved and
completely constructed industrial development containing four buildings
Please accept this letter and the enclosed documents as our request for Administrative
Approval of a Minor Site Plan Amendment to allow for the addition of a concrete ramp in the
truck court area of the referenced building It is our understanding that the City issued a
Development Order authorizing Site Plan Approval for the referenced project, and on January
19 2001, the City issued a Certificate of Completion for the base building construction of JPM
Building No 3 an office/service industrial building
Global Construction Associates, LLP has submitted a request for City Building Permit approval
for the referenced tenant improvements in JPM Building No 3, consisting of a total of
approximately 39,724 rentable square feet. The proposed tenant improvements include the
construction of a new concrete ramp in the truck court area in the rear (i e south side) of JPM
Building No 3 The ramp is proposed to be 14' wide and 40' long, constructed over a truck
court paved apron area, extending from existing grades within the apron behind the building to
match the finish floor elevation (4' above grade) at the rear face of the building the ramp is
intended to allow for truck access directly into the building
The ramp proposed for the Momentum Logistic tenant improvements was not shown on the
approved Site Plan The proposed ramp is situated entirely within the previously approved truck
service court area, and will be appropriately screened from view from High Ridge Road by
existing landscaping and the building return at the east end of the truck court area

The proposed ramp will not extend over any public utility easements, not interfere with any
trash dumpsters or the operation of drainage or any other utilities, not disturb any landscaping
required by Code, not change the amount of open space or impervious area on the project; not
reduce the amount of parking or loading areas required for the building below the minimum
amount required by Code, not restrict or inhibit access from any required emergency exit from
the building, and, not conflict with other existing uses at this project. This proposed ramp is
supplemental to and complementary with the office, warehouse, industrial, and wholesale sales
uses currently allowed within industrial use zones
For your use in processing this request, please find enclosed the following materials
a. A check (RJM) in the amount of $100 00 as processing fee, and,
b Four signed and sealed copies of a drawing illustrating the location, dimensions and
details of the proposed ramp
In closing we would respectfully note that the buildings at this project were developed as
"speculative buildings" at the time of design/construction it was not known who the tenants
would be, or what special requirements (such as ramps) the tenants might have As such, there
may be the need to submit similar additional requests for Site Plan Amendments in the future
depending upon the requirements of our tenants, as such needs become known Given these
circumstances, we would respectfully request confirmation if there was a process that we might
pursue with the City that would allow for a generic approval of any/all future ramps we would
seek to permit/install within the truck service court areas at any of our properties in Quantum.
