The Palm Beach County Traffic Division has reviewed the traffic statement (Received for
the previously approved project, pursuant to the Traffic Performance Standards in Article
15 of the Palm Beach County Land Development Code. The project is summarized as
follows

DRI It is also suggested that the City of Boynton Beach to review potential traffic
circulation and safety issues relating to left-turns in and out of the west-most project
access driveway on Gateway Boulevard during the PM Peak hours

The purpose of this letter is to provide a revised trip generation analysis for lots 62-67 as well as a
revised inventory of land uses and trip genffation for Quantum Park.
It is proposed to develop 234 multi family residential units and 129,270 SF of Commercial use
generally located on Lots 62-67 of Quantum Park in the City of Boynton Beach The site is located
south of Gateway Boulevard and west of High Ridge Road Access to the site will be via three (3)
driveway connections to Gateway Boulevard and two (2) driveway connections to High Ridge Road
The proposed development is projected to generate 6,360 new daily trips, 260 new AM peak hour
trips and 589 new PM peak hour trips as shown on Attachment 1 Projected driveway volumes are
shown on Attachment 2
The Quantum Park DRI is an approved project, and is considered a Previous Approval under Article
15, Traffic Performance Standards, of the Palm Beach County Unified Land Development Code
(ULDC) The proposed land use and intensity are within the limits of the original approval of the
Quantum Park DRI, as shown on Attachment 3, therefore, the proposed project is not subject to the
Traffic Performance Standards.

condition of approval requiring a traffic signal at the intersection of the existing full
movement median opening and the major driveway with the deletion of any reference
or requirement for a surety (e.g. letter of credit) being posted in advance of the signal
being warranted. We request the condition of approval be reworded to remove the
surety requirement. We propose the following draft condition of approval.

"A traffic signal shall be required at the major driveway connecting this project
to Gateway Blvd. The major driveway is located at the existing full movement
median opening within Gateway Blvd. The major driveway is known as the
"middle driveway" of this project located along the South Right-of-Way of
Gateway Blvd.
The Applicant, Quantum Park & Village, LLC, its' successors and assigns
shall be responsible for the cost of the design and construction of the traffic
signal Quantum Park & Village. LLC, is also the current landowner of the
property north of Gateway Blvd., in the location of the full movement median
opening and the major driveway proposed for the mixed-use project currently
under review for a similar Master Site Plan Approval upon the property to the
north.
The Proposed traffic generation and distribution from this project shall be
included in the annual monitoring (D.O. Condition No 28) report and
intersection warrant analyses contained there-in.
The proposed development shall be designed to accommodate the installation of
a traffic signal at this major driveway. The traffic signal shall be designed and
constructed for the ultimate conditions. The design shall be completed and
approved by all appropriate review agencies prior to the issuance of the firt
Certificate of Occupancy for commercial/office uses using the major driveway.
The traffic signal shall be activated when warranted. In addition, the traffic
signal mast arms and controllers shall be constructed prior to the first
Certificate of Occupancy of the northern commercial development. At such
time, the signal shall be set in a flashing yellow condition for the Gateway
Blvd., through traffic and a flashing red condition for the connecting
driveway(s) "
4 No more than two driveways shall be penmtted to any smgle penmeter pubhc nght-of-
way per the LDR, Chapter 2, SectIon 7.H.3 A vanance wIll be reqUIred for the thIrd
dnveway onto Gateway Blvd.
RESPONSE. We respectfully request this comment be deleted, as the application of
the regulation cited is inappropriate for Quantum Park. The Master Site Development
Plan for Quantum Park shows the location of the permitted driveways for each
individual lot within the Park including the lots fronting on Gateway Blvd. The
locations are as they have been planned and approved as part of the construction plans
for the development roadways.

project is designed with several egress points in order to provide emergency
accessibility. An additional emergency egress point was added at the southwest
corner of the property where the commercial interacts with Quantum Lake
villas, along the vacated Quantum Lakes Drive. All controlled access points
will be provided with the Knox Box system for emergency access.

VILLAS AT QUANTUM LAKES PHASE 2
The proposed Villas at Quantum Lakes Phase 2 development consists of 13 - 2 story multi-family
apartment buildmgs and accompanying asphalt dnving aIsles and parking areas. This project is
located Withm the Quantum development wmch has received a master surface water management
pernnt from the South Florida Water Management District (SFWMD Permit No. 50-01503-S).
The design of the stormwater collection system for tms project will conSist of catch basms located
within the asphalt driving aIsles which will be interconnected with underground piping to convey
the stormwater to an eXisting outfall pipe located along the south property boundary Tms outfall
has been constructed as part of the master stormwater system for the Quantum development.
All stormwater runoff from paved areas will be treated m accordance With the reqUirements of the
South Flonda Water Management District criteria. Stormwater detention will be prOVided m the
eXlstmg lakes of the Quantum development. Pollution retardant structures will be utilized to treat
