homeowner association meetings.

These design standards and criteria have been established to ensure an
overall quality and continuity of design throughout the community It is not
the intent of these guidelines to restrict or regiment creative design but
rather to assure minimum standards for development
The criteria set forth herein are in addition to and supplement those
development regulations of the City of Boynton Beach and other applicable
governmental regulatory authorities
These various documents will set minimum standards for site planning,
signage, lighting and roadways Other regulations of the City and applicable
governmental agencies, such as the design and construction of utilities,
drainage and structures are not affected Roadway standards for pavement
thickness, base, subgrade, materials, etc will also remain as stated in
City and County regulations.
PURPOSE & INTENT
It is the intent and purpose of the regulations and guidelines established
herein to ensure that the goals and objectives of the City's Comprehensive
Plan and Zoning Code are met.
Incentives for Planned Developments, as set forth by Ord #000-52 include
flexibility in lot sizes, dimensions, setbacks, heights and
density/intensity of use The applicant will utilize certain of these to
varying degrees throughout the implementation of the development,
however due to the moderate density few reductions in standards are
requested

These guidelines have been established to ensure an overall quality of
design and continuity for the community A uniform design will be provided
for street lights, coach lamps on lots, the recreation center and equestrian
facilities The particular fixtures selected may be as provided by Florida
Power and Light or may be selected from fixtures available from the
industry and installed and maintained by the homeowners association
PURPOSE & INTENT
Street lighting serves several purposes It provides an element of safety
for those using the vehicular and pedestrian circulation systems within the
community By strategically placing lighting at all intersections, curves
and pedestrian crossings, accidents after dark will be reduced The
illumination of signage improves and permits their use in the evening
Resident security is also enhanced by the elimination of dark areas
STANDARDS
Fixtures of a uniform design shall be located, per approved design, at
street intersections, curves and pedestrian crossings along the road
system shown on the site plan
Within the tract and the recreation areas lighting shall be of a uniform
design In some cases lighting may be pole mounted while in others affixed
to structures or a combination of the two
The recreation areas proposed will provide lighting for parking areas,
walks and the active recreation uses Illumination will be directed away
from residences and shall restrict hours of use
In all cases lighting shall be installed in a manner minimizing "spillage"
onto adjacent townhomes

particular marketing scenario The primary community entry signage, located on
Quantum Boulevard, will establish the overall design scheme which will also include
directional, sales, marketing and information signs,
The criteria set forth herein are in addition to and supplement those development
regulations of the City of Boynton Beach and other applicable governmental regulatory
authorities
PURPOSE & INTENT
The design of on site signage is largely a function of responding to a particular
marketing plan for the community or pod being considered Color, shape and lettering
style become part of a logo or design theme created in concert with media advertising
and promotional materials The attached entry feature signage prepared by Cotleur-
Hearing is included in this submittal package
Both directional and entry project identification signs playa significant role in vehicular
safety within the community If they are too small, difficult to read or poorly located they
slow traffic and cause accidents.
Regulatory signs, of a public safety nature, such as stop signs, speed limit, etc will be
of color, size and shape required by applicable regulations The developer does
reserve the right to construct such signs of different materials with compatible support
structures.
IMPLEMENTATION
Specific design details such as color, font type and size, materials and location shall be
shown and approved as a part of the submittal package for the individual development
pods and the overall project theme. Each such package shall provide a unity of design

residential units on Lots 23-31 of Quantum Park in the City of Boynton Beach The sites are
located on both sides of Quantum Boulevard north of Gateway Boulevard Access to the site
is via single driveway connections to Quantum Boulevard
The proposed development is projected to generate 1,904 new daily trips, 139 new AM peak
hour trips and 169 new PM peak hour trips as shown on Attachment 1 Projected driveway
volumes are shown on Attachment 2
The Quantum Park DRI is an approved project, and is considered a Previous Approval under
Article 15, Traffic Performance Standards, of the Palm Beach County Unified Land
Development Code (ULDC) The proposed land use and intensity are within the limits of the
original approval of the Quantum Park DRI, as shown on Attachment 3, therefore, the
proposed project is not subject to the Traffic Performance Standards.

for street lights, coach lamps on lots, the recreation center and equestrian
facilities The particular fixtures selected may be as provided by Florida
Power and Light or may be selected from fixtures available from the
industry and installed and maintained by the homeowners association
PURPOSE & INTENT
Street lighting serves several purposes It provides an element of safety
for those using the vehicular and pedestrian circulation systems within the
community By strategically placing lighting at all intersections, curves
and pedestrian crossings, accidents after dark will be reduced The
illumination of signage improves and permits their use in the evening
Resident security is also enhanced by the elimination of dark areas
STANDARDS
Fixtures of a uniform design shall be located, per approved design, at
street intersections, curves and pedestrian crossings along the road
system shown on the site plan
Within the tract and the recreation areas lighting shall be of a uniform
design In some cases lighting may be pole mounted while in others affixed
to structures or a combination of the two
The recreation areas proposed will provide lighting for parking areas,
walks and the active recreation uses Illumination will be directed away
from residences and shall restrict hours of use
In all cases lighting shall be installed in a manner minimizing "spillage"

Quantum Boulevard, will establish the overall design scheme which will also include
directional, sales, marketing and information signs.

regulations of the City of Boynton Beach and other applicable governmental regulatory
authorities
PURPOSE & INTENT
The design of on site signage is largely a function of responding to a particular
marketing plan for the community or pod being considered Color, shape and lettering
style become part of a logo or design theme created in concert with media advertising
and promotional materials The attached entry feature signage prepared by Cotleur-
Hearing is included in this submittal package
Both directional and entry project identification signs play a significant role in vehicular
safety within the community If they are too small, difficult to read or poorly located they
slow traffic and cause accidents,
Regulatory signs, of a public safety nature, such as stop signs, speed limit, etc will be
of color, size and shape required by applicable regulations The developer does
reserve the right to construct such signs of different materials with compatible support
structures.
IMPLEMENTATION

It is proposed to develop 103 multi family residential units on Lots 6-11 and 169 multi family
residential units on Lots 23-31 of Quantum Park in the City of Boynton Beach The sites are
located on both sides of Quantum Boulevard north of Gateway Boulevard Access to the site
is via single driveway connections to Quantum Boulevard
The proposed development is projected to generate 1,904 new daily trips, 139 new AM peak
hour trips and 169 new PM peak hour trips as shown on Attachment 1 Projected driveway
volumes are shown on Attachment 2.
The Quantum Park DRI is an approved project, and is considered a Previous Approval under
Article 15, Traffic Performance Standards, of the Palm Beach County Unified Land
Development Code (ULDC) The proposed land use and intensity are within the limits of the
original approval of the Quantum Park DRI, as shown on Attachment 3, therefore, the
proposed project is not subject to the Traffic Performance Standards.

Dear Ms. Galav'
It is proposed to develop 103 multi family residential units on Lots 6-11 and 169 multi family
residential units on Lots 23-31 of Quantum Park in the City of Boynton Beach The sites are
located on both sides of Quantum Boulevard north of Gateway Boulevard Access to the site
is via single driveway connections to Quantum Boulevard
The proposed development is projected to generate 1,904 new daily trips, 139 new AM peak
hour trips and 169 new PM peak hour trips as shown on Attachment 1 Projected driveway
volumes are shown on Attachment 2.
The Quantum Park DRI is an approved project, and is considered a Previous Approval under
Article 15, Traffic Performance Standards, of the Palm Beach County Unified Land
Development Code (ULDC) The proposed land use and intensity are within the limits of the
original approval of the Quantum Park DRI, as shown on Attachment 3, therefore, the
proposed project is not subject to the Traffic Performance Standards.

It is proposed to develop 103 multi family residential units on Lots 6-11 and 169 multi family
residential units on Lots 23-31 of Quantum Park in the City of Boynton Beach. The sites are
located on both sides of Quantum Boulevard north of Gateway Boulevard Access to the site
is via single driveway connections to Quantum Boulevard
The proposed development is projected to generate 1,904 new daily trips, 139 new AM peak
hour trips and 169 new PM peak hour trips as shown on Attachment 1 Projected driveway
volumes are shown on Attachment 2
The Quantum Park DRI is an approved project, and is considered a Previous Approval under
Article 15, Traffic Performance Standards, of the Palm Beach County Unified Land
Development Code (ULDC) The proposed land use and intensity are within the limits of the
original approval of the Quantum Park DRI, as shown on Attachment 3, therefore, the
proposed project is not subject to the Traffic Performance Standards.
