Attached please find 12 sets of plans and a reVised site plan approval applicatIOn for the above
referenced proJect. The major change In the SIte plan IS that the buildmg has been flipped to allO\\'
frontage on J-95
Please be adVised that thiS letter shall serve as a request for an appeal to Chapter 9 Commumty
DeSign Plan, SectIOn 11 J 1 ThiS code sectlon reqUlres that projects frontmg on High Ridge Road
not allow bay doors to face the street. I offer the followmg m support of thIS request.
Community Desi2n Plan Intent
The purpose of the Commumty DeSIgn Plan IS to promote hannony With nature and a pleasant and
comprehensible coheSiveness among development \v1thm the City of Boynton Beach. Through the
enforcement of the Plan, the local elected offiCIals shall determme the baSIC aesthetic character to
be achieved m the development oft~commumty
The applIcant feels that the mtent of the plan IS bemg met With the grantmg of thiS request based
on the followmg Justification.
Justification for Request
Section J of the aforementioned code sectIOn states that the restnctlOn of not allowmg the bay doors
to face HIgh Ridge Road IS based upon the high degree OfVISibIhty ofthe bUIldmgs located on HIgh

Ridge, and the fact that most of the roadways mentIOned m the sectIOn are considered entrances to
the CIty In thiS mstance, this project IS located WIthm the Quantum Park DRI, south of Gateway
Boulevard. ThiS portIOn of High RIdge Road was formerly a loop road that connected back to
Gateway Boulevard to the west near the E-4 Canal. Smce the ongmal mceptlOn of the master plan
for Quantum Park, the Palm Beach County School Board purchased the maJonty of the lots west of
the north/south portIOn of the loop for High Ridge The portion of HIgh Ridge Road (Park Ridge)
adjacent to the School has been vacated, makmg the loop road dead-end" at the school SIte.
Therefore, thiS portion of High Ridge Road, located wIthm an approved mdustnal DRI, should not
be consIdered an entrance to the CIty, or even a road frequented by others not domg busmess, or
employed by entities located on the road south of Gateway In contrast, when the publIc IS travelmg
south on 1-95, Gateway Boulevard IS the first eXit to the CIty of Boynton Beach and would be
considered an entrance to the City With a hIgh degree of VisibilIty The propertIes to the south of
the Gateway ramp would be what most motOrIsts consider their first ImpreSSIOn of the City The
subject lots, located adjacent to and dIrectly south of Car Max, otler the City an opportumty to set
an aesthetIC standard. Allowmg the bay doors to face High RIdge Road and sltmg the attractIve
frontage of the bUlldmg on 1-95 meets the mtent ofthe Commumty DeSign Plan.
As a pomt of fact, both the Plannmg & Development Board and the CIty CommiSSIOn discussed
sItmg the frontage oftrus bUlldmg on 1-95 dUrIng the last SIte plan approval, supportmg that optIOn.
However, at that tIme the applIcant had not requested an appeal to the proVISIOn, and mstead
planned the site m strIct accordance \Vlth the Commumty DeSign Plan regulatIons.
Therefore, we respectfully request that thIS appeal to the Commumty DeSign Plan be granted, due
to the neglIgible affects to the publIc aesthetIcs on High RIdge Road and the notIceable benefits to
the fr ntage of the buildmg facmg 1-95
