I. INTRODUCTION
The State of Florida will require vehicle inspection for air quality emissions by the Spring
of 1991 In Palm Beach County, five (5) inspection stations are proposed with each
station serving separate geographic areas. Walter H. Keller Jr., Inc. has been retained to
.. analyze the( projected impacts of the station to serve the Boynton Beach area of the

Section II of this report addresses existing traffic operating conditions in the study area
with specific reference to existing design types, volumes and levels of service. Section ill
determines the traffic impacts of the proposed project analyzing projected trip generation,
distribution and assignment. Sectlon IV addresses concurrency under the Comprehensive
Plans for the City of Boynton Beach and Palm Beach County
The final section summarizes report findings and provides recommendations as to
possible traffic mitigation or concurrency requirements.

II. EXISTING CONDITIONS
Arterial Road System
Figure 1 provides an illustration of the project site location and the surrounding roadway
network. Primary access to the site will be provided from High Ridge Road, a two lane
and four lane divided collector providing access between NW 22nd A venue and
Hypoluxo Road. NW 22nd A venue is a four lane divided arterial connecting to Congress
Avenue west of the site and Seacrest Boulevard east of the site. Other roadways in the
study area include Hypoluxo Road and 1-95
Existing Traffic Volumes and Operating Conditions
Existing traffic volumes were obtained from the Palm Beach County Metropolitan
Planning Organization (MPO) and evaluated for daily level of service. The results
indicate all roadway links in the study area are operating under LOS C Capacity Note
the capacIties utilized in the analysis are provided by the Boynton Beach traffic Element
to the ComprehensIve Plan

Historical Traffic Growth
Historical traffic data was obtained from Palm Beach County Engineering and Public
Works to determine average annual growth rates in the study area. The analysis shown
on Table 2 indicates annual growth rates ranging from 4.5% to 20.2% with a study area
average of 11 0%

Programmed Roadway Improvements
There are no programmed roadway improvements scheduled in the immediate area of the
project site by 1991 However a new interchange connecting 1-95 with NW 22nd Avenue
is expected to be under construction by Fiscal Year 1993-1994 The new interchange will
provide excellent access to the project site and divert 1-95 associated site trips on High
Ridge Road and Hypoluxo Hypoluxo Road to the south.

Ill. TRAFFIC IMPACTS
Trip Generation
Considering the unique nature of the proposed use, nip generation rates are not available
from standard sources. A trip generation analysis was provided by Systems Control of
Sunnyvale, California and reviewed by Walter H, Keller Jr, Inc. The analysis first
identifies proposed inspection station locations throughout Palm Beach County
establishing the area to be serviced by each station, The number of annual inspections to
be performed at each site was calculated based on the number of residences in the area

vehicles will be inspected by a mobile station and are irrelevant to this analysis. The
Boynton Beach Area Inspection Station is expected to provide 135,650 vehicle
inspections per year translating to an average of 55 inspections per hour
An extensIve analysis of peak tripmaking patterns was performed by Systems Control
based on information and data collected from the Maryland Department of Motor
Vehicles vehicle emissions inspection program. The data has been utilized to determine
monthly, weekly, daily and hourly peak trip making patterns. Average daily traffic
volumes were determined based on the Systems Control analysis of hourly peaking and
an assumed number of employees, The results of this analysis are shown on Table 3

Trip Distribution and Assignment
Traffic analysis zone data was obtained from the Palm Beach County Metropolitan
Planning Organization (MPQ). The location type and intensity of land use in the station
service area was analyzed in order to determine a distribution for traffic assignment.
Based on this analysis the following distribution was developed.
· 30% to/from the North
· 30% to/from South
· 30% to/from the East
· 10% to/from the West
Daily traffic volumes were assigned to the local network based on the above distribution.
The results of the project assignment is shown on Figures 3 and 4

exclusive turn lanes will be reqUITed.

The project site is located in the Quantum Business Park which is an approved
Development of Regional Impact (DRI) Therefore Concurrency requirements of
Boynton Beach and Palm Beach County do not apply

Walter H. Keller Jr, Inc. has analyzed the traffic impacts of the proposed Air Ennssions
Inspection Station to serve the Boynton Beach area of Palm Beach County The analysis

left turn lane is recommended on High Ridge Road,
