Site Characteristic: The survey indicates that the site has been developed with a 5/605 square foot
building, parking spaces and asphalt drive aisles.
BACKGROUND
Proposal
According to public documents, the applicant purchased the property in February
2001 This site was previously the location for the Florida Motor Vehicle Inspection
station Operated by the State of Florida in the early 1990's, the use tested
emissions of motor vehicles. Mr Ed Carey, current owner of the subject site is
requesting approval of a major site plan modification to construct a showroom
addition to his existing Manufacturing - Furniture business. According to Mr
Carey, his business has engaged in manufacturing custom furnishings and decor
items for residential, retail stores, and restaurants applications since 1971 The
subject site received use approval (USAP 01-001) for design, manufacturing,
storage, and distribution of decor items on March 6/ 2001 Today, Mr Carey states
that "our work has ranged from fiberglass Great White sharks, nautical decor, boat
models, to hand painted decorative chairs and other household furnishings (with a
coastal theme) These are the type of unique items we will be displaying in our
new showroom" If approved, the applicant will be required to obtain a
"Wholesale" occupational license (see Exhibit "c" - Conditions of Approval) The
project would be built within two (2) phases. The first phase would consist of
constructing the showroom addition while the second phase would involve
enhancing the facades of the existing building No timeline has been given
regarding the building fa<;ade enhancements of the second phase.
ANALYSIS
Concurrency'
Traffic:
A traffic statement was sent to the Palm Beach County Traffic Division for
concurrency review in order to ensure an adequate level of service. The Traffic
Division reviewed the statement and determined that the expansion project meets
the Traffic Performance Standards of Palm Beach County
Drainage:
Conceptual drainage information was provided for the City's review The
Engineering Division has found the conceptual information to be adequate and is
recommending that the review of specific drainage solutions be deferred until time
of permit review (see Exhibit "c" - Conditions of Approval)
School
School concurrency is not required for this type of project.
Driveways:
The survey shows that there is one point of ingress / egress along High Ridge
Road No other driveway openings are proposed in conjunction with this building
addition

Parking Facility" The existing manufacturing use requires one (1) parking space per 500 square feet
of gross floor area Likewise, the showroom addition would require one (1) parking
space per 500 square feet of gross floor area The mezzanine / storage proposed
within the building addition would require one (1) parking space per 800 square
feet of floor area If approved the use would total 7,545 square feet (including the
mezzanine area) and therefore, would require 15 parking spaces. The site plan
shows that there are 18 existing parking spaces. Two (2) of the 18 parking spaces
are designated for handicap use and no changes are proposed to the parking lot.
The existing paved area, 41,003 square feet or 53% of the site, would remain
unchanged
Landscaping The existing landscaped area is currently 30,540 square feet or 40% of the site.
With the building addition, the proposed landscaped / pervious area would be
29,160 square feet of the site This change represents a 2% decrease in pervious
area The landscape plan plant list (sheet L-1) indicates that the site currently
contains Live Oak, Scrub Oak, and Slash Pine trees. It also contains Yaupon Holly,
Wax Myrtle, and Cocoplum hedges as well as various types of groundcover The
landscape plan shows that the front landscape buffer contains Live Oak trees and
Redtip Cocoplum hedges and a 1,800 square foot Pineland preserve that will
remain intact. However, current regulations now require a signature tree (Yellow
Elder, Tibouchina granulsola, or Bougainvillea) on both sides of the existing project
entrance (see Exhibit "C" - Conditions of Approval)
Building and Site" The building and site design as proposed would generally meet code requirements
when staff comments are incorporated into the permit drawings. The proposed
building addition has been designed as a one (l)-story structure. The proposed
building would be connected to the existing building by a common roof If not for
the common roof, according to the Land Development Regulations, the proposed
building addition would have to be situated at least 25 feet from the existing
structure. The maximum height allowed in the PID zoning district is 45 feet.
Although not dimensioned, when scaled, the proposed one (l)-story addition
appears to be 29 feet in height. This would be less than the maximum allowable
building height within the PID zoning district. However, the building dimensions
must be shown on the elevation drawings, which would include the length of the
stilts on which the structure is proposed (see Exhibit "C" - Conditions of Approval)
As previously mentioned, the parking lot already exists and no changes are
proposed to the lot in conjunction with this request for major site plan modification
Design The addition would be located in front (west) of the existing building The building
would be placed at an angle compared to the existing building but almost parallel
to the front property line. The goal of the applicant is to present an attractive
building within which to display his manufactured goods. According to the
applicant, the showroom would be designed with a "Key West" or nautical flavor,
adorned with light blue standing seam metal roof The main building color would
be gray (Sherwin Williams #6001 - Grayish) with the accent in white (Sherwin
Williams #6553 - Heavenly White) This building would be constructed during the
first phase. The applicant worked with staff to try to architecturally connect the

proposed addition to the existing building The existing building is very plain The
applicant has agreed (during the second phase) to enhance the building fa~ade of
the existing building in order to make it more compatible with the proposed
addition The elevation pages do not indicate the color of the existing building
The elevation drawings (sheet A-1A) show that during Phase II, the fa~ade of the
existing building would be enhanced with the same roof, shutters, light fixtures,
and columns proposed on the building addition Staff recommends that the fa~ade
enhancements proposed within Phase II begin no later than two (2) years (24
months) after the completion (certificate of occupancy) of Phase I (see Exhibit"C"
- Conditions of Approval) The Quantum Park Architectural Review Committee
approved the project on May 12, 2003
Signage:
No new signs are proposed in conjunction with this request for minor site plan
modification
RECOMMENDATION.
The Technical Review Committee (TRC) has reviewed this request for major site plan modification
approval Staff recommends approval, contingent upon all comments indicated in Exhibit"C" - Conditions
of Approval Any additional conditions recommended by the Board or City Commission shall be
documented accordingly in the Conditions of Approval

NATURE OF REQUEST
Mr Ed arey of Ed Carey Design, is requesting use approval for the design, manufacturing, storage and
distribu on of decor elements and furnishings on lots designated for office and industrial use (Ot) within the
Quantu Park Planned Industrial Development, PID, (see attached location map - Exhibit MAlt). The
specific property where this type of use will be located is tot 89-A, which is the fonner site of Vehicle
Emiss' s Inspection building in Quantum Park, on the east side of High Ridge Road, and is classified as
OI,Offi /Industrial.
Chapter 2 - Zoning, Section 7(E) of the Boynton Beach Land Development Regulations requires that any
new u proposed within a Planned Industrial Development (PID) district be approved by the Planning and
Develo ent Board (and City Commission). To date, various uses have been approved for this PID,
includin office, warehouse, and wholesale of various products. The specific type of use proposed
consists of the manufacturing of signs and cabinetry for office and industrial uses. In general, the proposed
use is n t listed in the current list of approved uses, nor defined in the Land Developrnent Regulation's list
of permi ed uses for a PIO zoning district. However, portions of the proposed use are already included in
the Ust f permitted uses for Quantum Park: manufacturing, fabrication and assembly of furniture, and
wareho 58, distribution and wholesale. In essence, the request is to allow the desi(}n and manufacturina of
the de<: r elements.
BACKGROUND
Unlike r conventional zoning districts, the zoning code does not set forth-specific uses permitted in a
PIO P rsuant to Chapter 2 - Zoning, Section 7.E., in a PIO, a building and Its customary, ancillary
structu s and land uses may be erected, altered and occupied for any office, professional, business
(wholes Ie and retail), educational Institution, adult entertainment (consistent with Section 11.M. of the
'zoning e) or industrial uses provided that such use or uses is/are approved by the Planning and
Develop ent Board. To approve such a use, the Planning and Development Board must make findings
that the proposed use Will not be in conflict with the performance standards listed in Section 4.N. of the
zoning gulations, and that the use proposed is consistent with the intent and -purposes of the Planned
Industri I Development District, PID
The la d development regulations, specifically the Planned Industrial Development (PID) district
guidelin ,were designed to provide a zoning classification for light industrial development that would
better s tisfy current demands for light industrial zoned lands by encouraging development that reflects
chang in technology, relates the development of land to a specific site and conserves natural amenities.
In additi n, it is intended "to accomplish a more desirable environment for industrial development in relation
to existi g and/or future city development, permit economies in providing public services allow for
econ9m s of scale in industrial development, and to promote the public health safety, convenience
welfare nd good government of the City of Boynton Beach."
The Ian use designation of this PID is industrial. The Comprehensive Plan allows for the development of
all penni ed uses allowed within PID and M-1 zoning districts.

Based the above analysis of the proposed use, staff recommends that the list of pennitteduses within
the Qu ntum Park PID be amended to include the desian. manufacturina. stomas and distribution of decor
elernen sand furnishin s.lt should be noted that staff construed the subject request for those lots
designated for "Industrial" uses, rather "Office and Industrial" uses, thereby allowing the subject uses on
any lot Vvith the "Industrial" option. Otherwise, if the request was interpreted literally, the use would only be
allowed~ n those lots designated for both the "Office" and "Industrial" options. Staff does not recommend
any co ditions of approval; however, if conditions are added by the Planning and Development Board or
City Co mission, said conditions will be placed in Exhibit "B" - Condition of Approval.

The Planning & Development Board and City COmmlssion must approve the sign program.
Provide a letter of approval from the Quantum Park Architectural Review COmmlttee prior to the Technical
Review COmmlttee.
Place a note on the landscape plan (sheet L-I) mdicating that mulch other than Cypress shall be used and
maintained for landscape purposes (Chapter 7.5, ArtIcle II, Section 5 C 8 )
All dumpsters should be placed on a concrete pad ten (10) feet WIde with an appropriate depth and be
screened on three (3) SIdes as described m Chapter 9, SectIon 10 C.3 ProVIde accent shrubs along the
screen wall (Chapter 7.5, Article II, Section 5.1)
A signature tree (such as a Yellow Elder, Tibouchina Granulsola, or Bouganvillea) is reqUIred at both SIdes
of each project entrance / exit. The SIgnature trees must have 6 feet of clear trunk if placed within the safe-
sight triangle (Chapter 7.5, ArtIcle 2, Section 5.N) Alternative plant material may be substituted if the
above referenced plant material is not available or undesrred. Any substItutIon of plant matenal (for the
signature tree requrrement) will be subject to the CIty Landscaper / Environmentahst review and approval.
The landscape buffer adjacent to High Ridge Road shall contam two layers of plant material. The first
layer shall be a combmatIon of colorful groundcover plants and a flllnimum of two colorful shrub species
planted in a contmuous row The 2nd layer shall consist of a contmuous hedge or decorative SIte wall. The
continuous hedge (2nd layer) shall be a minimum of 24 inches in heIght, 24 inches m spread and planted
with tip-to-tIp spacmg immedIately after planting. The hedge shall be mamtamed at four (4) feet. If a
decoratIve sIte wall is used, it shall be constructed not less than tlrree (3) feet in height (Chapter 7.5, Article
II, Section 5.D ).
On the landscape plan (sheet L-I), separate and indicate the proposed plant material mto the followmg
categories. Shade Trees, Palm Trees, Shrubs / Hedges, and Groundcover

We have reviewed the subject plans and recommend that the request be forwarded for Board review
with the understanding that all remaining comments will be shown in compliance on the working
drawings submitted for permits.

3 Buildings, structures and parts thereof shall be designed to withstand the minimum wind loads of
140 mph Wind forces on every building or structure shall be determined by the provisions of
Chapter 6 of ASCE 7, and the provisions of Section 1606 (Wind Loads) of the 2001 edition of the
Florida Building Code Calculations that are signed and sealed by a design professional
registered in the state of Florida shall be submitted for review at the time of permit application

symbol that identifies the location of the handicap accessible entrance doors to the building

5 Add a labeled symbol to the site plan drawing that identifies the location of the handicap
accessible parking spaces. The quantity of the spaces shall be consistent with the regulations
specified in the Florida Accessibility Code for Building Construction The accessible parking
spaces that serve a use shall be located on the shortest safely accessible route of travel from
adjacent parking to an accessible entrance The Florida Accessibility Code for Building
Construction states that buildings with multiple accessible entrances shall have accessible
parking spaces dispersed and located closest to the accessible entrance Florida Accessibility
Code for Building Construction Section 4 1.2(5), 4 3, 4 6
6 Add a labeled symbol to the site plan drawing that represents and delineates the path of travel for
the accessible route that is required between the accessible parking spaces and the accessible
entrance doors to the building The symbol, required to be installed along the path, shall start at
the accessible parking spaces and terminate at the accessible entrance doors to the building The
symbol shall represent the location of the path of travel, not the location of the detectable warning
or other pavement markings The location of the accessible path shall not compel the user to
travel in a drive/lane area that is located behind parked vehicles Identify on the plan the width of
the accessible route (Note The minimum width required by the code is forty-four (44) inches)

Add text to the drawing that would indicate that the symbol represents the accessible route and
the route is designed in compliance with Section 43 (Accessible Route) and 46 (Parking and
Passenger Loading Zones) of the Florida Accessibility Code for Building Construction Please
note that at time of permit review, the applicant shall provide detailed documentation on the plans
that will verify that the accessible route is in compliance with the regulations specified in the
Florida Accessibility Code for Building Construction This documentation shall include, but not be
limited to, providing finish grade elevations along the path of travel
7 Identify within the site data the finish floor elevation (lowest floor elevation) that is proposed for
the/each building Verify that the proposed elevation is in compliance with regulations of the code
by adding specifications to the site data that address the following issues [Section 3107 1.2,
Chapter 31 of the 2001 Florida Building Code]
a) The design professional-of-record for the project shall add the following text to the site data.
"The proposed finish floor elevation _ _ NGVD is above the highest 100-year base flood
elevation applicable to the building site, as determined by the South Florida Water
Management District's surface water management construction development regulations."
b) From the FIRM map, identify in the site data the title of the flood zone that the building is
located within Where applicable, specify the base flood elevation If there is no base flood
elevation, indicate that on the plans.
c) Identify the floor elevation that the design professional has established for the building within
the footprint of the building that is shown on the drawings titled site plan, floor plan and
paving/ drainage (civil plans)
8 Place a note on the elevation view drawings indicating that the wall openings and wall
construction comply with Table 600 of the 2001 Florida Building Code
9 On the site plan and floor plan, indicate the number of stories that are in the building including,
where applicable, mezzanines
10 Indicate on the floor plan drawing within the footprint of the building the primary use of the
building If the building is an expansion of an existing building, indicate with the footprint of the
new and existing building the primary use of the building
11 At time of permit review submit signed and sealed working drawings of the proposed
construction
12 Add to the submittal a partial elevation view drawing of the proposed perimeter fence Identify the
type of the wall/fence material and the type of material that supports the fence, including the
typical distance between supports. Also, provide a typical section view drawing of the fence that
includes the depth that the fence supports are below finish grade and the height that the fence is
above finish grade The location and height of the fence shall comply with the fence regulations
specified in the Zoning Code
13 Accessible ramps shall comply with the 2001 Florida Building Code 11-4 8 through 11-4 8 8.
14 The second floor area shall comply with the requirements for vertical accessibility or meet the
exceptions noted in the 2001 Florida Building Code Section 11-4 1.2
15 The new toilet room shall comply with the 2001 Florida Building Code Section 11-4 1.3(11), 11-
4.23 and Figure 28
16 Indicate the use of the second floor area and the minimum design load per the 2001 Florida
Building Code Section 1601.2 and Table 1604 1

plans and exhibits and transmit formal written comments Comments should be made available
via e-mail to Sherie Coale and I no later than 5.00 P.M. on Wednesday. April 16. 2003. When
preparing your comments, please separate them into two categories, code deficiencies with code
sections referenced and recommendations that you believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments
2 The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself
3 Each comment shall reference the section of the code that is incorrectly depicted on the
documents
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements

5 When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified
6 If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process
All comments shall be typed, addressed and transmitted or e-mailed to Sherie Coale and I for distribution
to the applicant. Please include the name and phone number of the reviewer on this memorandum or e-
mail Lusia Galav will be the Planning and Zoning staff member coordinating the review of the project.

Code of Ordmances of the CIty of Boynton Beach entitled "FIre ProtectIOn and

and NFPA 101, Life Safety Code, 2000 edItion. (These codes, as amended are
identified as the Florida Fzre Prevention Code)
