I have reviewed the plans you provided me in order to best determine how to address the westbound merge lane on
Gateway Blvd What makes this difficult is the presence of the new driveways. My initial comments are as follows
1 There is no provision for a signalized intersection The developer is required to plan for this future action
2 Initially the signal was proposed to be closer to High Ridge As designed, only the far westerly driveway can
accommodate a traffic signal
3 The far westerly driveway is designed to accommodate a stop control only This should be changed
4 The far westerly driveway will be the high volume access route when a signal is constructed Unfortunately this is
located at a critical spot on the westbound merge lane taper
5 I like the bus stop turnout past the westerly driveway This is a nice safety feature However, it too must be considered
in the design of the signal and merge lane
Recommendations.
I believe that the merge lane should be accounted for on Gateway Blvd WEST of the bus lane There should not be a
merge lane in the vicinity of driveways or the bus turnout. This is too confusing to motorists The area is too "busy" as
presently designed We can't have a merge lane extend through a traffic signal Vehicles must be in their designated
through lane before and after the signal Therefore three westbound through lanes must be designed on Gateway from
High Ridge to a point just west of the bus turnout. From this point, I suggest that the merge lane be constructed I
recognize that this increases the amount of off site improvements required Particular attention will have to be given to the
impact on the Premier driveway/right turn lane as well I will welcome other suggestions from the developers professional
design team They must be creative to solve this It is not a matter of accommodating traffic volume The issue is safety
