'J TO DATE RE Review Comments New Site Plan -1st Review Quantum Park & Village North (Commercial) File No. NWSP 03-023 The above referenced Site Plans, received on November 7, 2003, was reviewed for Public Works, Engineering, and Utilities against the requirements outlined in the City of Boynton Beach Code of Ordinances Following are our comments with the appropriate Code and Land Development Regulations (LOR) referenced PUBLIC WORKS - GENERAL ~ 1 Prior to permit application contact the Public Works Department (561-742-6200) regarding the storage and handling of refuse 2 The actual number of dumpsters required at this site may need to be increased based on usages. 3 Adjust the angle of the dumpster in the northwest corner to allow a straight in approach from either the south or the east. 4 Adjust the angle of the dumpster north of Building "F" to provide a minimum backing clearance of 60 f1. (measured from the front edge of the dumpster pad) 5 Identify the dumpster or compactor for the Publix Supermarket 6 Provide a minimum turning radius of 60 ft. to approach all dumpsters/compactors Provide a minimum backing clearance of 60 ft. (measured from the front edge of the dumpster/compactor pad) (LOR, Chapter 2, Section 11 J 2.b ) 7 Ensure vertical clearance at all enclosures Oaks and proposed enclosure locations. Indicate material specifications for storm sewer 25 Paving, Drainage and Site details will not be reviewed for construction acceptability at this time All engineering construction details shall be in accordance with the applicable City of Boynton Beach Standard Drawings and the "Engineering Design Handbook and Construction Standards" and will be reviewed at the time of construction permit application. UTILITIES 26 All utility easements shall be shown on the rectified site plan (as well as the Water and Sewer Plan Sheet and landscape drawings) so that we may determine which appurtenances, trees or shrubbery may interfere with utilities In general, palm trees will be the only tree species allowed within utility easements Canopy trees may be planted outside of the easement so that roots and branches will not impact those utilities within the easement in the foreseeable future The LDR, Chapter 75, Article I, Section 18 1 gives public utilities the authority to remove any trees that interfere with utility services, either in utility easements or public rights-of-way Proposed easements are shown on the utilities plan and landscape plan, which will assist greatly in this review process. Water and sewer lines to be owned and operated by the City shall be included within utility easements Please show all proposed easements on the engineering drawings, using a minimum width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in CODE Sec. 26-33(a) As an example, the existing wastewater easement traversing the project (adjacent to proposed Building "F" in a southerly direction is not adequately addressed as to its realignment, reconstruction, etc. This existing wastewater line is some 13 to 14 feet deep, which requires at least a 30-foot wide utility easement, which is not reflected on the proposed plans As a rule of thumb provide a minimum easement equal to two times the depth of the sanitary sewer and centered on the sanitary sewer line For combined easements the overall width will be equal to the depth of the sanitary line plus 10ft. for water/sanitary sewer main separation plus an additional 6 ft. past the water line Thus for the combined easement north of Building "E" provide a minimum 30 ft. easement. Quantum Park & Village North (Commercial), New Site Plan 1st Review November 24, 2003 Page 4 Changes in easement widths may require changes in utility alignments to resolve conflicts with buildings or other structures 27 Palm Beach County Health Department permits will be required for the water and sewer systems serving this project (CODE, Section 26-12) 28 Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g P m. as stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance underwriters, whichever is greater (CODE, Section 26-16(b)) The removal of a 6-inch water main loop connection to create a "dead-end" condition will not meet this requirement. The spur 6-inch water main will be required to re-connect to the 10-inch water main located along the south side of S W 19th Avenue via the entrance/exit driveway 29 The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either upon the request for the Department's signature on the Health Department application forms or within 30 days of site plan approval, whichever occurs first. This fee will be determined based upon final meter size, or expected demand 30 Comprehensive Plan Policy 3 C 34 requires the conservation of potable water As other sources are readily available City water shall not be allowed for irrigation 31 This office will not require surety for installation of the water and sewer utilities, on condition that the systems be fully completed, and given to the City Utilities Department before the first permanent meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining the Certificate of Occupancy 32. The LDR, Chapter 6, Article IV, Section 16 requires that all points on each building be within 200 feet of an existing or proposed fire hydrant. Please demonstrate that the plan meets this condition by showing all hydrants This requirement is not satisfied for the northeast corner of Building "F", the middle of Building "B", or most of the Publix Supermarket. 33 PVC material not permitted on the City's water system. All lines shall be DIP 34 Appropriate backflow preventer(s) will be required on all commercial water service to the buildings, and the fire sprinkler line if there are any, in accordance with CODE Sec. 26-207 35 Why is the existing sanitary sewer run from Canterbury at Quantum Village being realigned? It will be less costly both in terms of money and time to retain the existing alignment. Additionally no interruption of service would be required to make the proposed change. Please don't tell me landscaping is the reason for the proposed change 36 Provide rim and invert elevations for all structures within the subject parcel 37 Eliminate the dead-end fire hydrant run at the northeast corner of the property That hydrant may be tapped/teed into the water main in High Ridge Road 38 Eliminate the dead-end fire hydrant run from the northwest corner of Building "A" to the northwest corner of Publix. Relocate hydrant to north of the aisle between Building "B" and Publix. ...
