Dear Mr Hanks:
In response to your request for the administrative review and approval of the modifications proposed to the
above-referenced, approved site plan, please be informed that the site improvements proposed on the revised
plans date stamped 12/05/03 are "minor", as defined within the Land Development Regulations, Chapter 4-
Site Plan Review The following bulleted list itemizes the approved site improvements:
. Modification to traffic pattern,
. Sidewalk material change to concrete, sand, veneer mixture;
. New outdoor eating area (includes landscape changes);
. Minor building footprint changes;
. Newawnmg.
This project may continue to be processed by the Building Division as a permit application subject to the
following condition(s):
1 The removal of landscape material will be subject to review and approval of the City Forester /
Environmentalist;
2. Place a note on the elevations (sheet MB-A 11), that the height of the decorative cupola(s) was approved on
June 3, 2003 per HTEX 03-003
Be advised that the proposed changes may require a modification to the building permit. Please contact me at

This office received a response from the Engineer of Record regarding our Comment #1, December 18,
2003 After further discussions with the Director of Public Works we offer the following
Alteration to traffic flow' While we do not have the familiarity with the expected traffic pattern
anticipated to use this facility from an operational standpoint we continue to believe that the original
design better handles traffic flow We encourage the applicant to monitor traffic flows after the facility
opens and to be open to the possibility of reconstruction if future conditions warrant.
Having stated the above we withdraw our objection to the minor modification If you have any questions

The above referenced Minor Modification plans, received on December 15, 2003, were reviewed against
the approved Development plans for Public Works, Engineering, and Utilities Following is our response
to the proposed changes.
1 Alteration to traffic flow. Justify from an operational standpoint the proposed alterations to traffic
flow in front of the south building Unless a compelling need to change traffic flow is presented
Engineering does not support the applicant's request.
2. Chanqe in sidewalk materials There is no objection to the proposed material substitutions.
3 Elevation chanqes.
No response required
4 Chanqe in area use and buildinq footprint:
No response required
The applicant states that they have requested permission from Engineering to continue to utilize 9 ft. x 18
ft. parking stall No request has been received to date, however the stall dimensions are vested with the
site plan and may continue to be utilized

Please find attached 4 sets of revised Civil and Architectural Plans and one
check in the amount of $100 00 The revisions to the Site Plan package include
1 Alterations to the traffic pattern at the main drop off to accommodate
occasional two-way traffic (fire and trucks) under the main canopy (13.5
ft. clearance) Passenger vehicles would utilize the one way drive to the
north, under canopy with 10ft. clearance, as the means of exiting the
site Trucks and fire apparatus would utilize the approved Y turn around
at the east end of the site
2 Changes to sidewalk materials from totally concrete to a mixture of
concrete, sand set pavers and concrete with veneer pavers.
3 Changes to the elevations for the main building, along the C-16 canal,
bringing the building height into compliance with City Code
4 Changing the use of an outdoor patio to outdoor eating, and minor
changes to the building footprint.
We have requested, from engineering, permission to continue utilizing 9 ft. x 18
ft. parking spaces, the standard in effect at the time of Commission approval
The attached plans also reflect changes requested by City Staff to comply with
conditions of approval.
