"A traffic signal shall be requIred at the major [central] driveway connectmg
this project to Gateway Blvd. The major dnveway IS located at the eXIsting
full movement medIan opening WIthm Gateway Blvd. The major driveway IS
known as the "middle dnveway" of thIS project located along the south right-
of-way of Gateway Blvd. The applIcant, Quantum Park & Village, LLC, ItS
successors and assigns shall be responsible for the cost of the desIgn and
construchon of [Gateway Boulevard Improvements as well as] the traffic
sIgnal [mstallation] Quantum Park & Village, LLC IS also the current
landowner of the property north of Gateway Blvd., m the locahon of the full
movement median opemng and the major driveway proposed for the lTIlxed-
use project currently under reVIew for a sImilar Master SIte Plan on the
property to the north. The proposed traffic generahon and distribution from
thIS project shall be mcluded m the annual momtonng (D 0 Condlhon No
28) report and mtersection warrant analyses contamed therem. The proposed
development shall be deSIgned to accommodate the mstallation of a traffic
sIgnal at thIS major dnveway The traffic signal shall be deSIgned and
constructed for the ultimate condIhons. The deSIgn shall be completed and
approved by all appropnate reVIew agencies pnor to the Issuance of the first
CertIficate of Occupancy from commercIal/office m Quantum Park & Village
that will have access to the major dnveway upon full buIld-out. The traffic
SIgnal shall be actIvated when warranted. In addIhon, the traffic SIgnal mast
arms and controllers shall be constructed pnor to the first CertIficate of
Occupancy of the northern commercIal development. At such hme, pendmg
County approval, the signal shall be set in a flashmg yellow condition for the
Gateway Blvd. through traffic and a flashmg red condIhon for the connectmg
raccessl driveway(s)."
2. Prior to the issuance of a building permIt, the applIcant shall post a bond in X
the amount of 110% of the estlInated cost of the required Improvements
agamst theIr construchon. No access (dnveway) or buildmg permits shall be
issued until all deSIgn plans, eshmates and surehes have been receIved,
reVIewed and approved by the appropnate agencIes. No Certificate of
Occupancy (CO) shall be Issued until all Gateway Blvd. Improvements have

been completed and accepted. The signal shall be constructed prior to the
issuance of a CO for Buildmg "B" and Buildmg "c" If Palm Beach County
will not allow the SIgnal to be constructed pnor to the Issuance of a CO, the
apphcant shall post a Letter of CredIt in the amount of 110% of the signal
construction (WIth an eXpIratIOn of 3 years).
3 The apphcant shall prOVIde a traffic analYSIS that determines the length of the X
required deceleration and storage lanes (both east and westbound).
4 The apphcant shall dedIcate addItional nght-of-way to the City of Boynton X
Beach along the north boundary of the subject property, from the west nght-
of-way line to High Ridge Road, to one (I) foot south of proposed sidewalk.
5 Separate penmts (Penmt to Construct WIthm the Public Right-of-Way) shall X
be required for all work withm the Gateway Blvd. right-of-way Work to be

professional regIstered m the state of Flonda shall be submitted for review at

17 Add a labeled symbol to the SIte plan drawing that represents and delIneates X
the path of travel for the accessible route that is reqUIred between the
accessible parkIng spaces and the accessible entrance doors to each buildmg
and tenant space. The symbol, required to be mstalled along the path, shall
start at the accessible parkmg spaces and termmate at the accessible entrance

proposes the following commercial uses.

. 20,570 square feet of Office
. 19,325 square feet of Restaurant
Subnut eIther a traffic Impact statement or an equivalency detenmnatIOn to
ensure that the proposed uses and their respectIve mtensIties comply WIth the
Traffic Performance Standards of Palm Beach County No buildmg penmt
shall be issued until satIsfactorily complying with this concurrency
reqUIrement.
25 The archItectural style of Building "F" IS mconsIstent WIth the archItectural X
style of the other proposed buildmgs approved as part of the master SIte plan.
Any changes to archItectural design standards that are deemed inconsIstent
WIth the deSIgn standard represented by the master plan is subject to the
Planmng & Development Board and CIty CornrmssIOn reVIew and approval.
Therefore, the elevatIOns of Building "F" are not approved at thIS tIme.
ReVIse the elevatIons to ensure architectural compatibihty WIth the rest of the
shopping center Approval of the elevatIOns for Buildmg "F" is required
pnor to the Issuance of a buildmg penmt.
26 There is an inconSIstency between the approved subdIVISIon master plan X
(SBMP 02-001) and this proposed technIcal SIte plan (NWSP 03-004). The
subdiviSIOn master plan's Plant Key designed by Parker Yanette DeSIgn
Group mdIcates the followmg categories. ParkIng Lot tree, Shade tree,
Buffer tree, Large Flowering tree, SIgnature tree, Accent plant, Accent palm,
SpeCImen tree, Palm tree, Accent shrub, and Shrubs. The proposed landscape
plan deSIgned by A TG must contam all of these same categones and species
that were already approved on Parker Yanette DeSIgn Group landscape plan.
ReVIse the A TG proposed landscape plan so that they are conSIstent WIth each
other in terms of categorizmg the plant material and the proposed speCIes
