However, the proposed technical site plan indicates the following uses and intensities

I anticipate that the proposed plan's average daily trips would be the less or equal to the approved subdivision master
plan However the applicant (Steve Fike) would still need to submit a traffic equivalency determination Can this

The above referenced Site Plans, forwarded on March 14,2003, were reviewed by representatives from
Public Works, Engineering, Utilities against the requirements outlined in the City of Boynton Beach Code
of Ordinances Following are our comments with the appropriate Code and Land Development
Regulations (LOR) referenced
PUBLIC WORKS - GENERAL
1 Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse
2. Only one enclosure (compactor) is shown on the provided plans. This is obviously inadequate for a
commercial development consisting of six (6) buildings with approximately 140,000 S F of office and
retail space and 20,000 S F of restaurants Additionally the one enclosure is not centrally located
Provide, at a minimum, a dumpster or compactor enclosure for each of the outlying buildings (A, 0,
E, and F) and an additional enclosure for Building B
3 Indicate by note that the site dumpster enclosure shall be constructed in accordance with City
Standard A-BB007
PUBLIC WORKS - TRAFFIC
4 The applicant shall address Condition of Approval #1, SBMP 02-001, Quantum Park & Village South
"A traffic signal shall be required at the major _ driveway connecting this project to Gateway
Blvd The major driveway is located at the existing full movement median opening within Gateway
Blvd The major driveway is known as the "middle driveway" of this project located along the South
Right-of-Way of Gateway Blvd The applicant, Quantum Park & Village, LLC, its successors and

from this project shall be included in the annual monitoring (0 0 Condition No 2B) report and

intersection warrant analyses contained therein The proposed development shall be designed to
accommodate the installation of a traffic signal at this major driveway The traffic signal shall be
designed and constructed for the ultimate conditions. The design shall be completed and approved
by all appropriate review agencies prior to the issuance of the first Certificate of Occupancy from
commercial/office in Quantum Park & Village that will have access to the major driveway upon full
build-out. The traffic signal shall be activated when warranted In addition, the traffic signal mast
arms and controllers shall be constructed prior to the first certificate of Occupancy of the northern
commercial development. At such time, pending County approval, the signal shall be set in a
flashing yellow condition for the Gateway Blvd through traffic and a flashing red condition for the
connecting __ driveway(s)" (Note _ are my clarifications)
5 The applicant shall provide full design plans for all work on Gateway Blvd, including but not limited
to signalization, signing, striping, grading, drainage, deceleration lane(s), lighting, landscaping,
sidewalk, curb & gutter, and paving The applicant shall post a bond in the amount of 110% of the
estimated cost of the required improvements against their construction No access (driveway) or
building permits shall be issued until all design plans, estimates and sureties have been received,
reviewed and approved by the appropriate agencies No Certificate of Occupancy's (CO's) shall be
issued until all Gateway Blvd improvements have been completed and accepted
6 The applicant shall provide a traffic analysis which determines the length of the required deceleration
and storage lanes (both east and westbound)
7 The applicant shall dedicate additional right-of-way to the City of Boynton Beach along the north
boundary of the subject property, from the west right-of-way line to High Ridge Road, to one (1) foot
south of proposed sidewalk.
8 Separate permits (Permit to Construct within the Public Right-of-Way) shall be required for all work
within the Gateway Blvd right-of-way Work to be permitted includes, but is not limited to
signalization, signing, striping, grading, drainage, deceleration lane(s), lighting, landscaping,
sidewalk, curb & gutter, and paving
9 Remove the two interior access driveways on the east side of the middle and east main driveways
These drives do not meet the LOR, Chapter 23, Article II H 5 which requires a minimum distance of
100 feet from the street right-of-way line to any parking stall or any interior access aisle
10 On the Site and Civil plans, show and identify all necessary traffic control devices such as stop bars,
stop signs, double yellow lane separators striping, directional arrows and "Do Not Enter" signage, etc.
Delineate and stripe the "Loading Area" (where applicable - LOR, Chapter 2, Section 11 J), include a
pavement message in yellow indicating "No Parking - Loading Zone" See City Standard Drawings
B-98001 and B-90013 for striping details
11 The fire lane signage and markings shall conform to LOR Chapter 23, Article II, Sections B. & M.
The 3-foot high "Fire Lane" words shall be placed along both lanes and staggered (required for
buildings with a gross area greater than 15,000 SF )
12. Provide "Pedestrian Crossing" symbol signs 0N11-2) at the cross-walks and major driveways

13 At Building "A" relocate the handicap stall from the north parking area to parking adjacent to the
building to provide the shortest, safest route to the building
14 Indicate by note that the "drop-off' areas (Building "A") shall conform to the Florida Accessibility
Code
15 Add a "Do Not Enter" sign on one side of the Building "A" canopy (drop-off area.)
16 The emergency access points, in Quantum Village South (Residential), conflicts with proposed
parking on the east end of the developments (three gated, emergency access points, at the north end
of each access aisle between the six northernmost apartment buildings) Please correct conflict.
ENGINEERING
17 The applicant shall address Condition of Approval #10, SBMP 02-001, Quantum Park & Village
South "The subdivision of Parcel #62 will require a re-plat, unless the Engineering Division accepts
documentation for Unity of Title only"
18 Add a general note to the Site Plan that all plans submitted for specific permits shall meet the City's
Code requirements at time of application These permits include, but are not limited to, the following
paving, drainage, curbing, site lighting, landscaping and irrigation Permits required from other
permitting agencies such as Florida Department of Transportation (FOOT), South Florida Water
Management District (SFWMD), Lake Worth Drainage District (LWDD), Florida Department of
Environmental Protection (FDEP), Palm Beach County Health Department (PBCHD), Palm Beach
County Engineering Department (PBCED), Palm Beach County Department of Environmental
Resource Management (PBCDERM) and any others, shall be included with the permit request.
19 All comments requiring changes and/or corrections to the plans shall be reflected on all appropriate
sheets
20 Provide written and graphic scales on all sheets.
21 Indicate to what standard the project is to be constructed, if the FOOT Standard Specifications for
Road & Bridge Construction and Standard Index are to be used - the 2000 Specifications are
recommended since they contain both English and Metric units
22. Show all existing utilities on Site Development plan (LOR, Chapter 4, Section 7.A.3).
23 The following discrepancies have been noted between the approved Subdivision Master Plan (SBMP
02-001) and the submitted new Site Plan (NWSP 03-004)
o Building "F" was not shown on the master plan,
o The floor plans for Buildings "A", "0", and 'E" have been significantly altered,
o The sidewalks through the front driveways have been removed,
o As noted in Comment #2, Public Works - General, three of four dumpster/compactor enclosures
have been deleted from the new Site Plan One dumpster/compactor for the entire site is
inadequate,
o The brick paver area in front of Buildings "0" and 'E" was removed, and
o The tower feature on the west side of Building "C" was reduced in size and a tower feature was
added to the northeast corner of Building "B"

24 Show proposed site lighting on the Site and Landscape plans (LOR, Chapter 4, Section 7 B 4) The
lighting design shall provide a minimum average light level of one foot-candle On the Lighting Plan,
specify that the light poles shall withstand a 140 MPH wind load (LOR, Chapter 23, Article II, Section
A.1 a and Florida Building Code). Provide a note that the fixtures shall be operated by photo-
electrical control and are to remain on until 2:00 a.m. (LOR, Chapter 23, Article II, Section A.1 a.)
Include pole wind loading and pole details in conformance with the LOR, Chapter 6, Article IV,
Section 11, Chapter 23, Article I, Section 5 B 7 and Chapter 23, Article II, Section A on the Lighting
Plan Glare, which is readily perceptible at any point at or beyond the property on which the use is
located, is prohibited (LOR, Chapter 2, Section 4 N 7). Lighting shall be directed away from any
residential uses (LOR, Chapter 2, Section 4 N 7) Lighting shall not be used as a form of advertising
in a manner that draws more attention to the building or grounds at night than in the day (LOR,
Chapter 9, Section 10 F 5) If possible please provide photometries as part of your TRC plan
submittals - it is much easier to identify and correct any deficiencies now than while you are waiting
on a permit!
25 It may be necessary to replace or relocate large canopy trees adjacent to light fixtures to eliminate
future shadowing on the parking surface (LOR, Chapter 23, Article II, Section A.1 b)
26 Show sight triangles on the Landscape plans (LOR, Chapter 75, Article II, Section 5 H) Reference
FOOT Standard Index 546 for the sight triangles along all collector and arterial roadways
27 Indicate, by note on the Landscape Plan, that within the sight triangles there shall be an unobstructed
cross-visibility at a level between 2.5' and 6' above the pavement (LOR, Chapter 7 5, Article II,
Section 5 H )
28 The medians on Gateway Boulevard have existing irrigation and plant material belonging to the City
of Boynton Beach Landscaping is maintained by the Quantum Park POA, by agreement with the
City of Boynton Beach Any damage to the irrigation system and/or plant material as a result of the
contractor's operations shall be repaired or replaced to the equivalent or better grade, as approved
by the City of Boynton Beach, and shall be the sole responsibility of the developer Please
acknowledge this notice in your comments response and add a note to the plans with the above
stated information
29 Sidewalks adjacent to parking lots shall be continuous through all driveways and shall be 6 in thick
within driveways (LOR, Chapter 23, Article II, Section P)
30 Provide an engineer's certification on the Orainage Plan as specified in LOR, Chapter 4, Section
7 F 2.
31 Per the LOR, Chapter 4, Section 7 F provide existing and proposed elevations, storm sewer rim and
invert elevations for all structures, and grade of storm sewer segments on the Preliminary Paving,
Grading and Orainage Plan
32 The minimum required horizontal separation between water, sanitary sewer, storm sewer, etc. is 10
(ten) feet. Please correct.

33 Full drainage plans in accordance with the LDR, Chapter 6, Article IV, Section 5 will be required at
the time of permitting
34 Indicate by note that catch basin and manhole covers shall be bicycle proof (LDR, Chapter 6, Article
IV, Section 5.A.2.g)
35 Relocate and/or widen the gated aisle driveway in the southwest corner of the site approximately 10
feet to the east so that it lines up with the two-way aisle in the commercial site
36 At the time of permitting, provide property owners documents delineating maintenance responsibility
of common areas such as the drainage system, landscaping, hardscaping, and solid waste
management.
37 An excavation/fill permit shall be required per the LDR, Chapter 8, Article III
38 The applicant shall provide a separate written request for waiver of back-up requirement (Note #1
cannot substitute for this request.)
39 The applicant shall provide a separate written request for waiver of platting requirements (Note #6
cannot substitute for this request.)
UTILITIES
40 The applicant shall address Condition of Approval #2, SBMP 02-001, Quantum Park & Village South
"Water and sewer lines to be owned and operated by the City shall be included within utility
easements Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City as stated in
the CODE, Section 26-33(a) "
41 The applicant shall address Condition of Approval #3, SBMP 02-001, Quantum Park & Village South
"This office will not require surety for installation of the water and sewer utilities, on conditions that
the systems be full completed, and iven to the Ci Utilities De artment before the first permanent
meter is set.
42. Palm Beach County Health Department permits will be required for the water and sewer systems
serving this project (CODE, Section 26-12)
43 Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g P m. as
stated in the LDR, Chapter 6, Article IV, Section 16, or the requirement imposed by insurance
underwriters, whichever is greater (CODE, Section 26-16(b))
44 The CODE, Section 26-34(E) requires that a capacity reservation fee be paid for this project either
upon the request for the Department's signature on the Health Department application forms or within
30 days of site plan approval, whichever occurs first. This fee will be determined based upon final
meter size, or expected demand

45 Comprehensive Plan Policy 3 C 3 4 requires the conservation of potable water City water may not,
therefore, be used for irrigation where other sources are readily available
46 The LDR, Chapter 6, Article IV, Section 16 requires that all points on each building be within 200 feet
of an existing or proposed fire hydrant. Although fire hydrants are indicated along the front of the
buildings, no fire hydrants are indicated along the rear of Buildings "B" & "C" Thus the proposed
development appears to be deficient, unless these buildings are to be sprinklered No statement to
this effect appears on the plans. Please demonstrate that the plan meets this condition, by showing
all hydrants (both existing and proposed)
47 The proposed sanitary collection system in front of Building "C" needs to be reversed and routed into
the existing manhole located in front of Building "D" Additionally eliminate the collection line along
the west side of the central driveway from in front of Building "e" to Gateway Boulevard This will
eliminate the 3600 routing of the collection system in this area
48 The connection of the proposed fire hydrant located in front of Building "D" should be connected to
the main line at the proposed building service point with a "cross" to serve both the fire hydrant and
the building meter service.
49 PVC material not permitted on the City's water system. All lines shall be DIP
50 Appropriate backflow preventers will be required on the domestic water service to the buildings, and
the fire sprinkler line(s) if there are any, in accordance with the CODE, Section 26-207

CODE REQUIREMENTS
The site plan and master plan design documents shall adhere to Chapter 9 of the
Code of Ordinances of the City of Boynton Beach entitled "Fire Protection and
Prevention" This ordinance adopts NFPA 1, Fire Prevention Code, 2000 edition,
and NFPA 101, Life Safety Code, 2000 edition (These codes, as amended are
identified as the Florida Fire Prevention Code)
Design documents shall demonstrate compliance with LOR Chapter 6, Section
16, which provides requirements for hydrants Hydrants in commercial
applications shall be no more than 300 ft. apart and the remotest part of any
structure shall be no more than 200 ft. from a hydrant. Connections shall be to
mains no less than 6 inches in diameter In addition to domestic requirements at
a residual pressure of not less than 20 psi, a fire flow of at least 1500 gpm is
required 80 ft. of the south central section of Buildinq C is not within 200 ft. of a
hydrant.
Emergency access shall be provided at the start of a project and be maintained
throughout construction per the Florida Fire Prevention Code, Section 3-5, and
NFPA 241, (1996) Safeguarding Construction, Alteration, and Demolition
Operations, Section 5-4 3 Emergency access roadways must be firm and
unyielding, having a bearing value of not less than 40 (i e LBR 40), compacted
to 98% of the maximum density as determined by AASHTO T180, in accordance
with the FOOT Standard Specifications for Road and Bridge Construction (2000)
Division II, Section 160, STABILIZING A copy of the test results shall be
provided and accepted prior to above grade construction Testing frequency
shall not be less than that specified in the FOOT Sampling, Testing and
Reporting Guide, or as required by the Fire Marshal The roadway shall be
maintained free from ruts, depressions, and damage, and at the required bearing
value for the duration of it's intended use
Design documents must demonstrate compliance with the requirements for fire
lanes that are provided in Section 9-21 of the City Ordinances Signing and
marking are described in LOR Chapter 23 Section B2
All buildings are shown with 4 inch water supply, so it is understood that all
buildings are to be protected by automatic fire sprinkler systems

existing seats, number of new seats and the total number of seats provided On
the floor plan, chronologically number all seats including those seats that are
around the bar
7 Add to the submittal a partial elevation view drawing of the proposed perimeter
wall Identify the type of the wall material and the type of material that supports the
wall, including the typical distance between supports Also, provide a typical
section view drawing of the wall that includes the depth that the wall supports are
below finish grade and the height that the wall is above finish grade The location
and height of the wall shall comply with the wall/fence regulations specified in the
Zoning Code
8 Indicate if type of construction is one-hour or unprotected for Buildings A-F
