Per our r ,cent telephone conversation, attached please find a copy of email
corresponc ence between myself and Mike Rumpf back in August of 2003. The issue
revolves ar lund the approval process for Increasing the amount of allowed office square
footage on a lot in Quantum park that was originally approved for 50% office and 50%
warehouse
His respon ;e seems to indicate that such a request would be a minor amendment to the
approved s te plan. No revisions to the site layout would be proposed with the request.
The only C 1ange to the site plan would be a revision to the tabular data. A traffic
statement/! tudy would be done to accommodate any increase in intensity associated with
the increas ~ in office. The property owner has indicated to me that impact fees were
based on c ffice since the square footage for that use was over 30% Therefore, there
should be r 0 increase to impact fees due to this request
Can you cc ,firm that this is the appropriate approval process?
I have also 3ttached a copy of the parking summary that the project is required to submit
with each ( ccupational licence application, which was a condition of approval from the
gymnastic c enter approval. The property owner wiJ/ continue to do so.

The Palm Beach County Traffic Division has reviewed the traffic generation statement for
revised plan of the previously approved project entitled; Quantum Park - Lot 3 pursuant
to the Traffic Performance Standards in Article 15 of the Palm Beach County Land
Development Code The project is summarized as follows.

Based on our review the Traffic Division has determined that the project is part of the
previously approved Quantum DRI and therefore meets the Traffic Performance
Standards of Palm Beach County No building permits are to be issued by the town,
after the build-out date specified above The County traffic concurrency approval is
subject to the Project Aggregation Rules set forth in the Traffic Performance Standards
Ordinance
It should also be noted that our records indicate that up to date and including thiS parcel,
concurrency letters for a total of 52,112 new daily trips have been issued for projects in
Quantum Park. If you have any questions regarding this determination please contact

Dear Mr Rumpf.
The above referenced project has been approved for 23,330 SF of general office and 23, 330 SF of warehouse. The site is
located along Quantum Boulevard in the City of Boynton Beach. Access to the site is via two (2) driveway connections to
Quantum Boulevard.
The proposed development plan includes the following uses and intensities:
Lot 3 Development Plan
Use Intensity
Office 33,470 SF
Medical Office 4,050 SF
Gymnastic Center 4,050 SF
Warehouse 5,090 SF
As shown on Attachment 1, these uses are projected to generate an additional 281 daily trips, 6 less AM peak hour trips
and 37 additional PM peak hour trips as compared to the approved uses. Driveway volumes are provided on Attachment
2.
Quantum Park DRI is an approved project, and is considered a Previous Approval under Article 12, Traffic Performance
Standards, of the Unified Land Development Code (ULDC) The proposed land use and intensities are within the limits of
the original approval of the Quantum Park DRI, as shown on Attachment 3, therefore the proposed project is not subject to
the Traffic Performance Standards.
