The above referenced project has been approved for 23,330 SF of general office and 23, 330 SF of warehouse. The site is
located along Quantum Boulevard in the City of Boynton Beach. Access to the site is via two (2) driveway connections to
Quantum Boulevard.
The proposed development plan includes the following uses and intensities:

As shown on Attachment 1, these uses are projected to generate an additional 281 daily trips, 6 less AM peak hour trips
and 37 additional PM peak hour trips as compared to the approved uses. Driveway volumes are provided on Attachment
2.
Quantum Park DRI is an approved project, and is considered a Previous Approval under Article 12, Traffic Performance
Standards, of the Unified Land Development Code (ULDC). The proposed land use and intensities are within the limits of
the original approval of the Quantum Park DRI, as shown on Attachment 3, therefore the proposed project is not subject to
the Traffic Performance Standards.

4 Odors and fumes. No use shall be carned out m any mdustnal dIStnCt so as to allow the
emISSIOn of objectIOnable or offensIve odors or fumes m such concentratIOn as to be
readily perceptible at any pomt at or beyond the boundary of mdustnal dIstncts. For all
nonmdustnal dIstncts, the standards contamed m thIS paragraph shall apply where dIStnCt
abuts any reSIdentIal dIstnct.

6 Fire and explosIOn hazards. No use shall be carned out m any zomng dIstnct so as to

explosIve matenals shall be m conformance WIth the proVISIOns of Chapter 9 of the CIty

the CIty of Boynton Beach Code ofOrdmances, or WhICh would cause solId waste to be
transferred m any manner to adjacent or nearby property or nghts-of-way
Response' The proposed use shall be m complIance WIth Chapter 10 of the CIty of
Boynton Beach Code of Ordmances and shall utilIze the solId waste receptacles as
depIcted on the approved SIte plan, WIth the exceptIOn of the dIsposal ofbIO-hazardous
waste, WhICh WIll be handled by an outSIde lIcenced company The company WIll pIck up
those matenals and they WIll be dIsposed of off-SIte accordmg to current regulatIons.
10 Electromagnetic mterference. No use shall be carned out m any zomng dIStnCt so as to
create electromagnetic radiatIon WhICh causes abnormal degradation of performance of
any electromagnetic receptor of qualIty and property deSIgn as defined by the pnnclples
and standards adopted by the InstItute ofElectncal and Electromcs Engmeers, or the
Electromc Industnes ASSOCIation. Furthermore, no use shall be carned out m any zomng
dlstnct so as to cause electromagnetic radIatIOn WhICh does not comply WIth the Federal
CommunIcations CommISSIon regulations, or WhICh causes objectIOnable electromagnetic

Dear Mr Rumpf.
OUf firm has been asked to comment on the traffic issues related to allowing a gymnastic
center/cheerleading school in a portion of the development proposed for Lot 3 of Quantum Park.
This is an allowed use in the industrial zoning category
The approved trip generation for this site is based on 50% Office Use and 50% Warehouse Use. On
a daily basis, the effective trip generation rate of 7 18 trips/l,OOO SF is slightly higher than the 6 97
trips/l,OOO SF for Industrial use During the PM peak hour, the effective trip generation rate of 2 79
trips/l,OOO SF is significantly higher than the 0 98 trips/l,OOO SF for Industrial use. The proposed
gymnastic center/cheerleading school will occupy 8,100 SF or 17% of the building area. Based on
the significantly higher number of PM peak hour trips assigned to this site, the proposed gymnastic
center/cheerleading school would be an acceptable use. For your information, I have attached a
comparison of the approved trip generation and the industrial trip generation

Dear Mr Rumpf:
On March 17,2004, Robert Burrow, ofBocar PropertIes, subnntted a use hst reVISIOn request to the
currently approved Quantum Park DR! use lIst. The request was to allow medIcal offices on Lot 3
only, WIthIn the DR!. Lot 3 IS deSIgnated as I/O, Industnal Office and the use is bemg requested to
be allowed under the Office deSIgnatIon.
Mr Burrow has requested my asSIStance m processmg tins request through the City's approval
process. Subsequent to the ongmal submittal, I met with Ed Breese, Enc Johnson and Maxnne
Ducoste-Amedee on April 4, 2004 to discuss the applicatIon. They expressed two areas of concern,
winch I would now like to take the opportumty to address.
Adequate Supplv of Parkin!!:
If you will recall, on August 5, 2003, VIa USAP 03-003, the use list for Quantum Park DR! was
amended to allow a gymnastIc center on Lot 3 As part of that approval, there was a condItion
agreed to by the applicant, that read.
The owner of Quantum Park Lot 3 has agreed to morutor the future busmess of each tenant
and theIr requIred parkIng. Tins morutormg system would be accomplished by using a
spreadsheet. TIns spreadsheet would be contmuously maintained by the property owner and
subrrntted during the penmttmg process for intenor renovatIons. In addItion, the property
owner (or tenant) would subrrnt tins updated spreadsheet to the OccupatIonal License
DIVISIon when applymg for an occupatIonal license for a future busmess. Staff agrees WIth
tins morutonng system and further recommends that no occupatIonal licenses or buildmg
permits be ISsued until the applicant formally and satISfactOrily demonstrates co~~~_~ ~h

Any concern regarding the supply of parkmg for the buildings has preVIously been addressed VJa the
above procedure. I have spoken WIth staff and they have veofied that this system has been workmg
smoothly and avoIds the burden oftrackmg the parkmg bemg put upon staff.
Increase in Traffic
Agalll, the preVIous use list approval also contamed a condItIon of approval m tlus regard. The
applicant was condItIoned to present traffic data and a statement mdIcated that the proposed use(s)
would not exceed traffic counts currently approved for the DR! as based on square footage and uses
approved for lots deSIgnated "Industnal" and "Office"
The applicant IS voluntarily agreemg to a condItIon that a traffic statement or study agam be prepared
takmg mto account the addItIon of the medIcal offices, as well as an mcrease m the potential for
proffessonaVbusiness office square footage. For the purpose of anal)'lZing the traffic nnpact, the
medIcml office use IS proposed to utilize 4,050 square feet of the project. The maxnnum amount of
professIonal office square footage IS proposed to be mcreased from 23,330 square feet to 33,470
square feet. Please be adVISed that the calculatIon of the square feet per use to meet the County's
Traffic Performance Standards IS not the same as the aforementIoned, approved method of calculatmg
requIred parkmg for the SIte. Therefore, from a parkIng supply standpomt, the project may never
actually utilize the amount of square footage for the varIOUS uses as indIcated on the traffic study
utlimately prepared.

beyond the property hnes of the property on whIch the use IS located. Furthermore, no
use shall be carned out so as to allow the emISSIOn of any substances m vIOlatIOn of any
federal, state, county or CIty laws or permIts governmg the emISSIOn of such substances
Response The proposed use does not produce smoke, dust, dIrt or other partIculate
matter and shall comply wIth all federal, state, county, or CIty laws or permIts pertammg
to same.
4 Odors and fumes. No use shall be carned out many mdustnal dIstnct so as to allow the
emISSIon of objectIOnable or offensIve odors or fumes m such concentratIOn as to be
readIly perceptible at any pomt at or beyond the boundary of mdustnal dIstncts. For all
nomndustnal dIstncts, the standards contamed m thIS paragraph shall apply where dIstnct
abuts any resIdentlal dIstnct.
