The project consists of the interior build-out to complete a partial second floor with
an additional 9,000 square feet of new office space.
Site Characteristic: The subject parcel is a relatively odd-shaped rectangular piece of land with
approximately 550 feet of frontage along Quantum Boulevard and a maximum
depth of approximately 370 feet, ending at a water management tract for Quantum
Park. The parcel is situated approximately 350 feet north of Gateway Boulevard, on
the west side of Quantum Boulevard The survey shows that the highest elevation
is 18 39 feet above sea level, located near the northeast property line. The
northern portion of the lot is improved with a previously approved building
(Coiltronics), while the southern part is primarily vacant (depicted as future Phase
II), with a small portion of the parking lot associated with Phase I

BACKGROUND
Quantum Corporate Center LLCP proposes to complete construction of a partial
second floor of a two-story building, adding approximately 9,000 square feet of
office space to the existing 40,000 square foot office/industrial building The
proposal also includes the conversion of the building entirely to office use. The
remainder of the site is designated as a second phase Any proposed development
of Phase II would be treated as another Major Site Plan Modification and would
require Board and Commission review and approval Currently lots 15 & 16 have
the use option within the Quantum Park Planned Industrial District of Office &
Industrial (01), which would allow for a myriad of strictly industrial uses, strictly
office uses or combination of the two. The building was constructed as the
manufacturing/ offices for COiltronics, a business that worked closely with Motorola
in their manufacturing of pagers.
ANALYSIS
A traffic concurrency approval letter has been received from Palm Beach County
Traffic Engineering with the build-out year reflected as 2007 As a condition of that
approval, the County is requiring the provision of an exclusive northbound left turn
lane on Quantum Boulevard, into the project driveway
The Police Department indicates that, although the proposed project does not have
a direct impact their services, the zone in which this project is located (Zone 9), has
a high percentage of calls for service and that additional officers and equipment are
currently needed The Fire Department notes that traffic congestion and population
density in this area is a concern, and that construction of Fire Station #5 should be
expedited to ensure adequate service delivery

Utilities. The Utilities Department indicates there would be no impacts to their operations
associated with this request.
Drainage: Conceptual drainage information was provided for the City's review The
Engineering Division has found the conceptual information for the subject property
to be adequate and is recommending that the review of specific drainage solutions
be deferred until time of permit review (see Exhibit "C" - Conditions of Approval)
School" This project is exempt from the school concurrency requirements of Palm Beach
County
Driveways. The subject property fronts on Quantum Boulevard, approximately 350 feet north
of Gateway Boulevard Existing on-site circulation consists of one (1) driveway near
the northeast corner of the property, which is not slated for change with the
proposed expansion The driveway width measures approximately 27 feet.
Parking Facility" Parking required for this type of facility is based on one (1) parking space per 300
square feet of office space (48,999 sq ft./300), for a total of 163 parking spaces.
The plan as designed accommodates 206 parking spaces, including 7 handicap
spaces, for an excess of 43 parking spaces. The existing 145 parking spaces on the
site are dimensioned at 9 feet x 18 feet, with 27 foot aisle width The proposed 61
new parking spaces are also dimensioned 9 feet x 18 feet rather than the new
standard of 9 5 x 18 5, since the applicant has requested and received an
administrative waiver from Engineering to allow the proposed new parking spaces
to be dimensioned to match the existing Traffic circulation is provided completely
around the building and the design allows for ease of movement by emergency and
general service providers.
Landscaping The proposed perviOUS or "green" area of the Phase I portion of the property would
be 55,536 square feet or 39 7%, while the balance of the site (Phase II - 2.05
acres) would be 100% pervious. The landscape plan tabular data (Sheet L-l)
indicates that 37 additional trees, 11 additional palms and 821 additional shrubs
and groundcover are being added to the existing landscaping on the site. Typical
trees being utilized in the planting scheme include Live Oak, East Palatka Holly and
Gumbo Limbo along with Sabal and Washingtonia palms, to match the landscape
material already existing on the site. Shrub materials selected for the site include
Cocoplum, Croton, Wax Jasmine and Firebush Approximately 81 % of the proposed
trees are native and 61 % of the shrubs and groundcover depicted are native. The
existing front buffer along Quantum Boulevard does not meet current code
regulations relative to the layering of plant material and use of colorful shrubs. As a
condition of approval, the applicant will be required to bring the front buffer
landscape into compliance with current-day landscape regulations (see Exhibit"C"-
Conditions of Approval)
Building and Site Building and site regulations will be fully met when staff comments are
incorporated into the permit drawings. As noted earlier, the proposed expansion
would include no exterior modifications (other than added parking and windows),

since it is only the partial second floor within the existing building shell that is
proposed to be completely built-out under this request. The existing two-story
office building has a typical roof height of 32 feet, measured to the top of the
highest parapet wall The maximum allowed height in the PID zoning district is 45
feet. Sheet A4 provides an illustration of the existing building facades, with reveals,
score lines and recesses. The applicant is adding new windows in existing recesses
that will match the windows already existing on the building The addition of
matching windows will greatly enhance facades that previously had some very
stark walls due to the industrial nature of the previous tenant.
Design
The colors on the existing building would not be altered as a result of this
application The base of the building is painted a light beige color and the accent
trim is a slightly darker beige color The building style, materials and colors are
compatible with surrounding development.
Signage:
The applicant is not proposing any new signage in conjunction with these
improvements.
RECOMMENDATION.
The Technical Application Review Team (TART) has reviewed this request for major site plan modification
approval Staff recommends approval, contingent upon all comments indicated in Exhibit "c" - Conditions
of Approval Staff recommends that the deficiencies identified in this exhibit be corrected on the set of
plans submitted for building permit. Also, any additional conditions recommended by the Board or City
Commission shall be documented accordingly in the Conditions of Approval

only a cursory reVIew of the proposed Site Plans as submitted at thIS time.

23 Palm Beach County Health Department permits may be required for the
water and sewer systems serving thIS project (CODE, Section 26-12). V

35 All entrance gates to construction area shall have a Knox lock system that
will also open in case of electrical power failure. All gates shall be a
mimmum of 20 feet wide If two lane, and 12 feet wide if smgle lane. Fire V

turn. Turn around areas within the construction SIte shall be made available.
36 The construction SIte access roads shall be mamtained free of ObstructIOns at v"

imperative that Fire Station #5 be expedited to insure adequate service
delivery levels and effective response times. This situation also increases the
potential for mass causality events when large numbers of people occupy
confined areas This is becoming more prevalent in many areas of the city

annual fire prevention inspection workload as required by ordinance
Although there have been a large number of these occupancies added in the
past several years, our inspection staff has decreased This situation has

I have reviewed the Impact for serVIces for the proposed commercIal/office project Quantum Park Lots 15&16
For the purpose of thIS study, a statistical analysIs was completed to show the percentage of increase of polIce
calls for service for the selected project area. A crime analysis for 2004 shows that there have been 6638 calls
for service for zone 9 and represents 10% of all CIty-wIde calls for service. Busmess and residential alarm calls
resulted in 11 5% of calls for serVIce to this zone and traffic related calls were 27% of calls for service. An
increase of 10% m calls for service for thIS zone can be expected.
All though thIS project m itself may not have a dIrect Impact on department serVIce requirements, the need for
addItional officers in Zone 9 IS eVIdent by the hIgh percentage of calls for service that one officer is currently
handlmg The projected growth m Quantum Park IS Immense, WIth both multI-famIly, office, commercial and
retaIl projects planned for this area. The need for additional officers m Zone 9 IS eVIdent by the high percentage
of calls for serVIce that one officer is currently handlmg. SerVIce requirements for the polIce department will
be Impacted greatly and the demand for more polIce personnel and eqUIpment will be needed to balance the
increase in population and projected traffic

PUBLIC WORKS - GENERAL
1 Prior to permit application contact the Public Works Department (561-742-6200) regarding the
storage and handling of refuse per the CODE, Section 10-26 (a)
2. With the reconfiguration of parking along the west side of the building the existing dumpster
enclosure will no longer be accessible for solid waste pickup Staff recommends relocating the
dumpster enclosure to the northwest corner of the parking lot. This will allow a direct line of

incomplete as submitted However, the proposed Site Plan is an existing site located within the
Utilities' service area, and is located where utility support is available We are providing only a
cursory review of the proposed Site Plans as submitted at this time Additional comments may be
required after a utility plan has been submitted
23 Palm Beach County Health Department permits may be required for the water and sewer systems
serving this project (CODE, Section 26-12)

Concurrency'
a. Traffic - A traffic statement for the project must still be submitted This study will need to be
prepared showing that the project meets the county's traffic performance standards as it is
related to the 63,752 maximum trips permitted in the Quantum Park PID
b Drainage Conceptual drainage information was not provided for the city's review The city's
concurrency ordinance requires drainage certification at time of site plan approval The
Engineering Division recommends that the review of specific drainage solutions be deferred
to time of permit review, when more complete engineering documents are required
Driveways Proposed on-site traffic circulation consists of a 27 foot wide drive aisle with one
access point to Quantum Boulevard The proposed vehicular use area will provide
parking areas containing the required 9 foot by 18 foot spaces
Parking Facility'
There are 151 parking spaces proposed, including six (6) spaces designated as
handicapped accessible The parking plan will meet the city's Land Development
Regulations, Chapter 2 - Zoning and ADA requirements for this use, and provides for
57 surplus spaces Regulations for the Planned Industrial Development zoning
district require parking requirements be based on number of employees Minimum
required parking spaces is based on 125 maximum shift employees (one and one-

half parking spaces per 2 employees) The conventional methodology which uses
building use ratios (one space per 300 square feet of office use and one space per
800 square feet of warehouse area) also results in a surplus of parking spaces (e g
151 spaces provided -121 spaces required = 29 spaces surplus).
Landscaping The landscaping of the site will fully meet the code requirements when staff
comments are incorporated Special attention will be given to preserving the seven
existing Java Plum along the Quantum Boulevard right-of-way, and relocating two
Pink Tabebuia at the southeast corner of the site Since the completion of the
Quantum Park roadway system, some of the plantings shown on the approved right-
of-way planting plans have died off The proposed landscape plans for Coiltronics
incorporate only the existing tree plantings that remain The Quantum Park
Architectural Review Committee will need to review all proposed landscape plans for
compliance with their requirements, which may exceed city standards
Other Regulations Building and site regulations will fully meet code requirements when staff comments
are incorporated into the permit drawings The Quantum Park Architectural Review
Committee will need to review all building plans for compliance with their regulations,
which may exceed city standards
Community Design The proposed building facade, as viewed from Quantum Boulevard, is within
standard structural characteristic requirements of this predominately industrial use
area There are no established architectural styles or colors within Quantum Park.
The new structure will receive stucco surface treatments in colors of white blue and
gray with terra-cotta roof trim The project must still be approved by the Architectural
Review Board for Quantum Park.
Signage A proposed sign detail was submitted as part of this site plan review The approved
Quantum Park signage plan allows one monument sign, per parcel, with a maximum
sign dimension of 7 feet high by 14 feet wide, and 64 square feet of sign face The
submitted site plan utilizes a building wall sign and no right-of-way signs There are
no wall sign regulations established for Quantum Park. The proposed wall sign
meets the requirements of chapter 21 of the City of Boynton Beach Land
Development Regulations In the future, if the developer decides to add a right-of-
way sign, increase the number of wall signs, or propose a sign design change, they
will need to request a sign program modification, as a separate submittal to the City
of Boynton Beach Planning and Zoning Division, or conform with the existing sign
program for Quantum Park.
RECOMMENDATION.
The Planning and Zoning Division recommends approval of this site plan request, subject to the comments
included in Exhibit "C" - Conditions of Approval The Technical Review Committee (TRC) recommends
that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit.
