The Palm Beach County Traffic Division has reviewed the traffic generation statement for
several lots within the previously approved DRI entitled Quantum Park Lots 62-65B &
100 pursuant to the Traffic Performance Standards in Article 12 of the Palm Beach
County land Development Code The project is summarized as follows.

Ridge Road.

Based on our review the Traffic Division has determined that the 2nd revision of the
development plan for the previously approved project is part of the approved Quantum
DRI and therefore meets the Traffic Performance Standards of Palm Beach County
under the following conditions:
. Provision of an exclusive EB exclusive right-turn lane onto the project's main
access driveway on Gateway Boulevard
. The proposed restaurants have been approved as 'Quality Restaurants" and
need to conquer with the land use characteristics defined in the ITE TG manual.
No building permits are to be issued by the town after the build-out date specified above
The County traffic concurrency approval is subject to t. . .

STANDARDS FOR THE EVALUATION OF A CONDITIONAL USE REQUEST
LIsted below are the twelve (12) standards lIsted in the Code of OrdInances for WhICh the
proposed CondItIonal Use may be evaluated. In thIS case, the CondItIonal Use request is
for an Increased buildIng heIght, greater than 45 feet and less than the Code lImIt of75
feet. The increased buildIng heIght will allow a fifth story of the already approved four
(4) story condomInIUm withIn the Quantum Park & Village project. The request to add a
fifth story to the preVIous approval IS a mInor element of the Master Plan and not all
evaluatIOn cntena are applIcable. However, a bnef statement IS proVIded below for each
of the twelve evaluation standards.
1 Ingress and egress to the subject property. The addItIon of the fifth story does not
Increase the projected traffic generation or the peak. hour movements for tins
project. The same number of resIdentIal unItS IS proposed on tlus plan as eXIsted
on the approved master plan for the four story buildIng. The approved Ingress
and egress pOInts have not been modIfied. The Ingress and egress locatIOns and
geometry are adequate for the requested CondItIonal Use.
2 Off-street parkIng and loadIng areas. The off-street parkIng and loadIng areas for
the condomimum have not been modIfied for thIS CondItIonal Use request from
the preVIously approved plan. All access to the parkIng and loadIng areas for the
resIdents of the buildIng are through the front door on the first floor
3 Refuse and servIce areas. The refuse and servICe areas for the condomlmum
buildIng have not been modIfied for thIs CondItIonal Use request. The refuse and
servIce areas remaIn adequate for the five (5) story structure.
4 UtilitIes. All utilItIes are unaffected by the addItIon of a fifth floor to the
condomlmum WIth the possible exceptIon of the potable water supply for use and
fire protectIon on the fifth floor The buildIng mechanIcal systems Include a fire
pump to supply potable water to each floor of the buildIng, IncludIng the fifth
floor, for domestIc use and fire protectIOn.
5 Screemng. buffenng and landscapIng. The roof structure has not been modified
as a result of addIng the fifth floor to the condomInIUm. All roof mounted
equipment has been elImInated or IS properly screened from VIew The buildIng
landscapmg has been enhanced along Gateway Boulevard and the north elevatIOn
of the buildIng has been enhanced architecturally to mitIgate the addItIonal
buildIng height and the VIsibilIty from Gateway Boulevard. The addItIonal heIght
of thIS structure and ItS phYSIcal beauty give the Gateway Boulevard profile more
defimtIOn and Interest for the observer The enhanced landscaptng and buildIng
elevatIOn treatments provIde the defimtIOn and Interest.

6 SIgnS and proposed extenor lightIng. No buildIng signage or extenor lIghtIng is
proposed for the fifth floor of the structure. ThIS standard IS not applIcable
7 ReqUIred setbacks and other open spaces. The north buildIng wall has been
moved south ward, IncreaSIng the setback dIstance from Gateway Boulevard to
the condomimum buildIng. The setback to Gateway Boulevard exceeds the
mimmum setback dIstance. The cOndOmInIum has been placed In the most
desIrable locatIOn of any buildIng In the Quantum Park and Village development.
The condomInium has dIrect access to the recreatIOnal amenItIes for the
condomInium and the lake to the west, the Gateway Boulevard pedestnan
pathways to the north and the commercial plazas to the east.
8 General compatibilIty WIth adlacent vropertles. The four story condominium
buildIng and the addItIonal fifth story have been well Integrated mto the Quantum
Park and Village project. The compatibilIty standard for thIS CondItIonal Use
request IS a non-Issue.
9 HeIght of buildIngs and structures. The Mixed Use deSIgnation WIthIn the
Quantum Park PID allows for the increased buildIng heIght. The addItIon of the
fifth story Increases the total buildIng height to 65 feet. Although the
condomlmum will be the tallest structure In Quantum Park, there are other
buildIngs In Quantum Park that reach a mgher elevatIOn due to the topography of
the Park.
10 EconomIc effects. TIns CondItIonal Use request has a minimal economIC effect to
the City as a whole. However, an economIC effect does occur, most notIceably
Wltmn Quantum Park through the 15 addItIonal fifth floor luxury cOndOmInIums.
The economIC effect is a pOSItIve effect to the CIty and Quantum Park.
11 Conformance WIth standards and reqUIrements. TIns CondItional Use request
does not Include any waIver or vanance from a standard or reqUIrement wmch
may apply to a SIte Plan approval. ThIS request IS In conformance WIth CIty
Codes and OrdInances.
12 Compliance WIth and abatement of nUIsances and hazards. ThIS standard relates
to the CIty nOIse and hazardous matenal Codes and OrdInances. The addItIon of
the fifth floor to the cOndOmInIum building does not Impact either concern. The
proposed ConditIOnal Use shall be In complIance WIth the nOIse and hazardous
matenals Codes.

access driveway on Gateway Boulevard
No building permits are to be issued by the town, after the build-out date, specified above.
The County traffic concurrency approval is subject to the Project Aggregation Rules set
forth in the Traffic Performance Standards Ordinance. If you have any questions

Dear Mr Gerlica.
We are in receipt of Palm Beach County's TPS Review of the subject project. The County has
determined that the project complies with the Traffic Performance Standards with the condition of
an eastbound right turn lane on Gateway Boulevard (see attached)
According to the roadway plans prepared by Shah Drotos & Associates, a continuous eastbound right
turn lane has been provided along the property frontage. The turn lane serves several site driveways,
including the signalized intersection at the main entrance. Therefore, this requirement has been met.
