DEVELOPMENT OF REGIONAL IMPACT (DRI)
SUBSECTION 38006(19), FLORIDA STATUTES
Subsection 380.06(19), Florida Statutes, requires that submittal of a proposed change to a previously approved
DRI be made to the local government, the regional planning agency, and the state land planning agency according to
this form.
I, Douglas MacDonald, PresidentofMFT Development, Inc., the General Partner of Quantum Limited Partners,
Ltd, a Florida limited partnership, hereby give notice of a proposed change to a previously approved
Development of Regional Impact in accordance with Subsection 38006(19), Florida Statutes. In support
thereof, I submit the following information concerning the Quantum Park Development, which information is
true and correct to the best of my knowledge I have submitted today, under separate cover, copies of this
completed notification to the City of Boynton Beach, to the Treasure Coast Regional Planning Council, and
to the Bureau of State Planning, Department of Community Affairs

has been revised to "Mixed Use (MU)" The proposed Mixed Use Land Use
Designation includes office, commercial and/or residential uses

5 1 The Master Site Development Plan, Amendment No 13 has been revised to reflect
the changes described below The Revised Master Site Development Plan is
incorporated into this Notice of Proposed Change by reference and has been
submitted to the City of Boynton Beach for consideration by the City Council for
amendment and approval
5.2 Lots 89B (400 Acres)
Lot 89B was previously designated as Officellndustrial (01) Land Use The Land Use
has been revised to "Mixed Use (MU)" The proposed Mixed Use Land Use
Designation includes office, commercial and/or residential uses.
5 3 Lot 3 (4 07 acres)
The Land Use of this lot is currently designated as Industrial (IND) Land Use The
Land Use has been revised to "Office/Industrial (01)" This lot previously was
designated as Office/Industrial (01) and revised to the current Industrial (IND)
designation by Amendment No 11
54 Lot 34C (6 58 acres)
The Lot 34-C Land Use is currently designated as Reserved The "Reserved" Land
Use designation was approved as part of the Master Plan Amendment No 12
approval The conditions of approval for Amendment No 12 acknowledged the need
for the City to address the Open Space requirements for the entire development prior
to a developable Land Use designation for Lot 34-C
The Land Use designation for Lot 34-C is proposed to be removed from the
"Reserved" designation and included, as it was previously, in the Open
Space/Detention designation The reason for this request is described below
Subsequent to the approval of Amendment No 12, Quantum Community
Development District (QCDD) had acquired Lot 34-C The QCDD is the public entity
responsible for the maintenance of the Sand Pine Preserves, the Primary Water
Management System, the Roadways and the Secondary Drainage Systems within
the development. The acquisition of Lot 34-C by the QCDD removes the land from
the available developable acreage The QCDD purchased the property to address
the preserve and open space requirements of the Development Order, to address
security issues relative to the sand pine preserves and to provide additional land area
for drainage purposes as necessary to accommodate the vested future development.
5 5 The attached Quantum Park Master Site Development Plan, Amendment No 13
dated July, 2002, Drawing No 45-43-17-01, Sheet 1 of 1, indicates the proposed
changes
5 6 The Land Use Acreage Table shown on the Master Site Development Plan has been
revised to reflect the changes described above Listed below are the Amendment
No 13 Proposed Land Uses and Acreages as shown on the Master Plan for
Amendment No 13 along with the Existing Land Uses and Acreages as shown on
the Master Plan for Amendment No 12.

9.2 We believe the proposed change does not create additional regional impact. The
proposed changes described in No 5 above increase the land area available for
mixed-use development, open space and office/industrial and decreases the land
area for industrial uses to a minor degree
9.3 The proposed land use change does not increase the thresholds for traffic
generation, or building areas established by the current development order including
previous amendments. The proposed amendments will not generate any additional
traffic and thus will not create any additional regional impact.
10 Does the proposed change result in a change to the build.out date or any phasing data
of the project? If so, indicate the proposed new build.out or phasing date.

11.2 The request is consistent with numerous Comprehensive Plan Objectives for
encouragement of mixed usage, integration of pedestrian, bicycle, and mass transit
circulation systems between residences and employment centers/commercial uses;
reduction of sprawl and encouragement of infill; and lessening the dependency upon
the automobile

12. An updated master site plan or other map of the development portraying and
distinguishing the proposed changes to the previously approved DRI or development

Provided is an updated Master Plan (Dwg 45-43-17-01) dated July, 2002, titled "Master Site
Development Plan, Amendment No 13"
13 Pursuant to Subsection 380.06(19)(f), F S., include the precise language that is being
proposed to be deleted or added as an amendment to the development order This
language should address and quantify'
a. All proposed specific changes to the nature, phasing, and build.out date ofthe
development; to development order conditions and requirements, to
commitments and representations in the Application for Development
approval, to the acreage attributable to each described proposed change of
land use, open space, areas for preservation, green belts, to structures or to
other improvements including locations, square footage, number of units, and
other major characteristics or components of the proposed change;
It is requested the development order language be amended to include the following
provisions.
1 Master Plan Amendment No 13 to the Master Site Development Plan for
Quantum Park, dated July, 2002 is hereby approved
b An updated legal description ofthe property, if any project acreage is/has been
added or deleted to the previously approved plan of development;
The Project Total Acreage and Legal Description remains unchanged
c. A proposed amended development order deadline for commencing physical
development of the proposed changes, if applicable,
A deadline is not proposed
d A proposed amended development order termination date that reasonably
reflects the time required to complete the development;

Dear Ms. Galav.
It is proposed to develop 136 multi family residential units and 102,235 SF of Retail use generally
located on Lots 83-88 of Quantum Park in the City of Boynton Beach The site is located north of
Gateway Boulevard and west of High Ridge Road. Access to the site will be via three (3) driveway
connections to Gateway Boulevard and two (2) driveway connections to High Ridge Road
The proposed development is projected to generate 4,756 new daily trips, 151 new AM peak hour
trips and 436 new PM peak hour trips as shown on Attachment 1 Projected driveway volumes are
shown on Attachment 2
The Quantum Park DRI is an approved project, and is considered a Previous Approval under Article
15, Traffic Performance Standards, of the Palm Beach County Unified Land Development Code
(ULDC) The proposed land use and intenSity are within the limits of the original approval of the
Quantum Park DRI, as shown on Attachment 3, therefore, the proposed project is not subject to the
Traffic Performance Standards.
