Comments;
3 The original DR! for the total park was designed primarily as OI
(OfficelJndustrial), or in combination WIth Commercial. The water and wastewater systems were
designed and constructed to support that type of anticipated use. Four (4) lift stations were
configured to handle the wastewater g~Cration anticipated on the 5S0-acre park. Lift Station
No.2 (located at the intersection ofQu3ntwn Lakes Drive and Quantum Blvd) provides
wastewater collection for Lots 83 through Lots 91 (all located on the north side of Gateway
Boulevard.
RESPONSE: Comment noted. A proposed "Condition of Approval" is
not apparent in this comment. We respectfully reque$l this comment be deleted.
4 Because the configuration of the DR! has changed significantly since the
construction of the utility infrastructure, Staffhas very serious concerns regarding the capability
of the existing utility systems to accommodate the DR! modifications as proposed by the
Developer in this Amendment #13 The city has previously allowed the conversIon of three lots
(Lots #59 through 61) from Office and Industrial Use to Mixed Use (MU), which included SOIl1e
272 apartment units, the balance of 187 apartment units have recently been mcorporated unto lots
62 through 67, pl~ 42 new apartment units on new Lot 101, plus two (2) new restaurants, plus a
new commercial retail plaza to be located on Lots 53, 64, 6S-A and 65-B, all being served by this
hft statIone-s existing lift station is now taxed to its limit and cannot handlc any additional
loading.

RESPONSE: A condition of the development order already exists that
requires the referenced lift station to be "upgraded" wilen required. An tulequate
public water distribution system and an adequate public wtl$tewater collection and
transmission system are very serious concerns for this project and the City as a whole.
We believe the referenced public systems within Quantum Park to be adequate and are
not aware 01 any indication or occurrences 01 inadequtrey. If the city is aware of an
inadequacy ill the systems that are owned and operated by the City within Quantum
Park, we request the City identify the spedfic additional inadequacy.
At tJ,e time of technical site plan review for the first 314 apartment units,
engineering calculations were presented to demonstrate the water demands and the
Wastewater flows generated from ti,e proposed development. The 314 apartment units
when fully occupied, did not "tax" the lift station. The appropriate time to address the

1 WIth respect to the re-desIgnatIon of Lots 89B and 3 the Developer shall proVIde
a Traffic Impact analysIs as noted In Staff's reVIews of Quantum Villages North and Quantum
VIllages East (Lot 89B), dated August 5, 2002, (provIded under separate cover) whIch, at a
mInImUm, evaluates the Impact of traffic (turnIng movements) and need for SIgnalIzatIOn. Of
partIcular concern IS traffic congestIon at the proposed IntersectIon of HIgh RIdge Road and the
proposed Quantum VIllages North and Quantum Villages East (Lot 89B)
RESPONSE We respectfully request this comment be deleted. The
comment pertains to the site plan issues relative to the proposed Master Site Plans
referenced in the comment. The proposed DRI Land Use changes do not increase the
development intensities. A Traffic Statement was submitted addressing the lack of
impact to the total vested traffic. It is appropriate to address the traffic impact and
need for the signalization at the time the site plans for the specific lots are submitted
and reviewed.
2 WIth respect to global traffic Issues In NOPC 13, the developer shall prOVIde a
traffic study whIch details total tnp generatIon from the sIte(s) as a result of the amended land
uses. Total traffic generated shall be conSIstent WIth the total number of trIpS vested In the DR!.
RESPONSE. We respectfully request this comment be deleted. The
proposed DRI Land Use changes do not increase the development intensities. A
Traffic Statement was submitted addressing the lack of impact to the total vested
traffic. An important distinction needs to be acknowledged between the calculated
total trip generation, which is the basis for the DRI approval and the determination of
the allowable development intensities, and the accumulated trip generations calculated
for each individual project within the development. The two calculations will not yield
the same resultant. The latter calculation is the sum total of all the individual traffic
statements submitted in support of individual site plans, primarily to establish the
Traffic Impact Fee to be paid at the time of the Building Permit, which will obviously
result in a greater amount than the former, which is one Traffic Statement for the
entire development. The former is the appropriate study for an NOPe.

6 The Parks Department has revIewed NOPC Amendment #13 for Quantum Park.
Our mam concern WIth thIS amendment has to do WIth the contmued mcrease m reSIdentIal
development m what was once a Planned IndustrIal Development. As a result of the mcreased
residentIal development mdICated by thIS request the CIty should senously consIder seekmg
fundmg alternatIves for actIve recreatIOn m the North West sectIOn of the commumty
RESPONSE The applicant is not proposing an increase in residential
development. This consideration is not relevant to the proposed change and is,
therefore, an inappropriate comment. A recreational funding alternative for active
recreation in the Northwest section of the City, although important, is not a
consideration of the proposed change. No increase in the number of residential units
permitted within Quantum Park is being requested by this proposed change. We
respectfully request this comment be deleted.
7 All reSIdentIal development planned for thIS area will be subject to the park and
RecreatIOn FacilttIes Impact Fee Our understandmg of thIS Amendment Request mdIcates that

request is not the applicants' responsibility, it is the QCDD's. For the most recent
report, reference the DRI Annual Report, which is the reporting mechanism for the
requested indication.

Water Management System.

the request is not appropriate as this is a Quantum Community Development District

RESPONSE There are two (2) wetlands. One wetland area (3.8 acres)
is contained within Lot 90, which is owned by the City for a recreational park. The
other wetland areas (2.2 acres) is contained within a water management tract. Both
wetland areas are mapped within the record plats for the Park and are restricted by
dedication and reservations of the record plats. The Sand Pine Preserve areas are
shown on the submitted Master Site Development Plan. We believe the definition of
the open space acreage requirements, if any, within Quantum Park, is the
responsibility of the City pursuant to the request of the Treasure Coast Regional
Planning Council in accordance with TCRPC review and comment of NO PC 12.

14 ProvIde JustIficatIOn for changmg lot 89B (4ac) to MIxed Use
RESPONSE Lot 89B is adjacent to Lots 83 through 88. Lots 83
through 88 are designated as Mixed Use. It has been determined that to enhance the
Mixed Use concept, as well as the residential component to that concept, the addition
of Lot 89B is necessary and appropriate. The inclusion of Lot 89B as Mixed Use will
enhance the proposed development of Lots 83 through 88, which will benefit the entire
Quantum Park as well as the City. There really is no down side to this change, as this
property has been sitting vacant for many, many years, and as such, apparently is not
desirable in the market for development as Office or Industrial.
15 Under the condItIon of Amendment #8 to the Quantum Park Development Order
and Chapter 3, ArtIcle IV of the Land development RegulatIons, a traffic analysIs IS reqUIred for
thIS Master Plan approval. In lIeu of an mdependent traffic consultant, the staff and the Palm

It is propo~ to develop 136 multi family residential untt~ and 102,235 SF of Retail use generally
located on Lots 83-88 of Quantum Park in the City of Boynton Bead! The site is located north of
Gateway 80ulevard and west of High Ridge Road. Ac.(;4!SS to the SIte wiU be via three (3) driveway
connections to Gateway Boulevard and two (2) driveway connections to High Ridge Road.
The proposed development is projected lo generate 4,756 new daily tnps, 151 new AM peak hour
trips and 436 new PM peak hour trips as shown on Attachment 1 Projected driveway volumes are
shown on Attachment 1.
The Quantum Park OR! is an approved project. and is considered a PrevIOUs Approval under Article
1 5, Traffic Performance Standards, of the Palm Beach County Unified land Development Code
iUlDO. The proposed land use and intensity are wimin the limits of the original appro\tal of the
Quantum Park DR!, as shown on Attachment 3, therefore, the proposed project is not subject to the
Traffic Perlormance Standards.
