6 The Parks Department has revIewed NOPC Amendment #13 for Quantum Park.
Our mam concern wIth thIS amendment has to do wIth the contmued mcrease m reSIdentIal
development m what was once a Planned Industnal Development. As a result of the mcreased
reSIdenTIal development mdIcated by thIS request the CIty should senously consIder seekmg
fundmg alternatives for aCTIve recreaTIon m the North West sectIOn of the commumty
RESPONSE. The applicant is not proposing an increase in residential
development. This consideration is not relevant to the proposed change and is,
therefore, an inappropriate comment. A recreational funding alternative for active
recreation in the Northwest section of the City, although important, is not a
consideration of the proposed change. No increase in the number of residential units
permitted within Quantum Park is being requested by this proposed change. We
respectfully request this comment be deleted.
7 All reSIdenTIal development planned for thIS area will be subject to the park and
RecreaTIon FaCIlITIes Impact Fee Our understandmg of thIS Amendment Request mdICates that
up to 1,000 addItIOnal reSIdential umts could be built wIthm the Quantum Park PID ThIS would
mcrease the pnonty for the development of the Quantum Park Future Park SIte to serve the
recreaTIon needs of these future reSIdents. The Impact fees antICIpated from these future
developments will be madequate to construct the recreatIon facilItIes needed at the future park.
RESPONSE. Comment Noted. This consideration is not relevant to this
proposed change and is an inappropriate comment. We respectfully request this

request is not the applicants' responsibility, it is the QCDD's. For the most recent

requested indication.

the request is not appropriate as this is a Quantum Community Development District
responsibility. However, this was addressed and resolved back in 1998-1999 and

RESPONSE There are two (2) wetlands. One wetland area (3.8 acres)
is contained within Lot 90, which is owned by the City for a recreational park. The
other wetland areas (2.2 acres) is contained within a water management tract. Both
wetland areas are mapped within the record plats for the Park and are restricted by
dedication and reservations of the record plats. The Sand Pine Preserve areas are
shown on the submitted Master Site Development Plan. We believe the definition of
the open space acreage requirements, if any, within Quantum Park, is the
responsibility of the City pursuant to the request of the Treasure Coast Regional
Planning Council in accordance with TCRPC review and comment of NOPC 12.

Land Use has been revised to "Office/Industrial (01)" This lot previously was

54 Lot 34C (6 58 acres)
The Lot 34-C Land Use is currently designated as Reserved The "Reserved" Land
Use designation was approved as part of the Master Plan Amendment No 12
approval. The conditions of approval for Amendment No 12 acknowledged the need
for the City to address the Open Space requirements for the entire development prior
to a developable Land Use designation for Lot 34-C
The Land Use designation for Lot 34-C is proposed to be removed from the
"Reserved" designation and included, as it was previously, in the Open
Space/Detention designation The reason for this request is described below
Subsequent to the approval of Amendment No 12, Quantum Community
Development District (QCDD) had acquired Lot 34-C The QCDD is the public entity
responsible for the maintenance of the Sand Pine Preserves, the Primary Water
Management System, the Roadways and the Secondary Drainage Systems within
the development. The acquisition of Lot 34-C by the QCDD removes the land from
the available developable acreage The QCDD purchased the property to address
the preserve and open space requirements of the Development Order, to address
security issues relative to the sand pine preserves and to provide additional land area
for drainage purposes as necessary to accommodate the vested future development.
5 5 The attached Quantum Park Master Site Development Plan, Amendment No 13
dated July, 2002, Drawing No 45-43-17-01, Sheet 1 of 1, indicates the proposed
changes.
56 The Land Use Acreage Table shown on the Master Site Development Plan has been
revised to reflect the changes described above Listed below are the Amendment
