Boynton Beach Boulevard Retail BuildIng - Tnp GeneratIOn AnalysIs MCI Project No. 3043 00 Dear Mr Atefi. ThIS is In response to your letter of November 24,2003, in whIch you commented that the traffic statement for the above-referenced project did not utIlize the trip generation rates and pass-by percentages acceptable to Palm Beach County We have revised our analYSIS to reflect trip generation rates contained in the Palm Beach County Land Development Code, Table 10 8-3 Our revised analysis follows. Existing Building Size and Land Uses According to information contaIned In an October, 2002 survey of the eXIsting land use, a Chevron gas station, this property contained a gas station with car wash and small convenience store (approximately 1,000 square feet). The gas statIOn had eIght fueling positions. Proposed Use A site plan, dated November 3, 2003, indIcates that an 8,000-square-foot retail building is to be constructed as a replacement for the existing gas statIon. Build out for the new building is expected to occur in September 2004 Trip Generation Analysis USIng trip generatIon data obtaIned from Table 108-3, Fair Share Road Impact Fee Schedule Effective 1/01/2000, trip generation analysis was performed for both the existing and proposed land uses. Table 1 shows the tnps assocIated with each land use. Note that the table also Indicates the "pass-by" trips and internal capture reductIOns associated with each land use. These pass-by trIpS rates and Internal capture rates are those speCIfied in Table 10 8-3 To estimate trips generated by the combined existing uses, a methodology described In a letter from Allan A. Enms, PE, AICP, dated February 23, 1999, (copy enclosed) was employed. As Table 1 shows, the proposed land use IS expected to generate fewer new trips than did the existIng land use. "creatmf{. t!alue for our cltetltJ U'ith mge1Jltitl' creatwit)' and e.\cellence U'\3043- Boynton Beach Retail ffidg\ParaiKse3.doc e Conclusion Given the trip generation analysis shown in Table 1, It is the opinion of this firm that the proposed retail building will not generate trips in excess of those historically assOCIated with this sIte Should you have any questions regarding this analysis or our conclusion, please do not hesItate to contact this office. The following discuuion.regarding 1raffic generation of gas statioof convenience store/fut food! car wash land uses is a summary of procedures that have been accepted in the past f()[' traffic studies submitted under the Palm Beach Co1,mty TraffIC Performance Standards. It is presented for information purposes: 3) PROCEDURE FOR CALCULATION OF TRAme GENERATION OF GASOLINE STATION/CONVENIENCE STORElFAST FOOD/CAR WASH COMBINA nONS In the past 20 or so years. the gas station/convenience store has become a l8ietiveJy common typo of development More recently, this development bas also been combined with automated car washes (available usually for a discount If ps is purchased) and fast food. restaurants. The traffic gcncntion for a p-oposed land development having one <<more of the above land uses can be calculated as follow. (ntes are based on the current Palm Beach County Fair Share Road Impact Fee Schedule or the ITE Trio GeneratiQII book unless otherwise noted): .....n"'It:.'" & OU~UC.~oUi ,.....:J U~~ CC CUU..:J C ~crn w;;;l"'.;:J.L;:].LU..,.U .J Gas Station: 174 71 trips per day per fueling position - 600;' rcductioo for passer-by traft"tc ConveniCllce Store: 737.99 trips per day per 1000 square feet -32% reduction for COllvcmCDCC store customers who also purchaso gas -6oa;. rcdw:t1on for passer-by traffic (011. traffic remaining after 32% reduction) Car Wash. 166 tnps per day per one bay automated car wash (tIus number already accounts for reduction for passer-by traffic and car wasb customers who are also gas station or convenience stoe customers) Fast Food Restaurant: The fast food restaurant is considered part of the Convenience Store because in practice it is difficult to separate the areas occupied by the two land U5eS. The DOt traffic generation rates, after reduction for passer-by traffic is taken, are also very sunilar NOTES. If an existLD~ gas stataon with auto repair is bemg converted to a gas station combined with someIall of the land 1lSeI above, then the followin& rules apply' · IIIlY increase in the Dumber of tUeling positions will re8\1lt in a traffic increase of 174 71 trips pee day Pc::c posltion. . any clwJse from ICI'VicelautO repair area to conVCllience store must be accounted for as follows. the storage. office, utility. reatroom. sales, and cashier arelll are prorated aa;ordiDgly The a'Cdit for the traffic from the scrviceIauto Illpall' use bems discontinued is calculated at a net trip generation rate of 23.6 trips per day (per the Pmcllas County Impact Fee Study by Tindale Oliver and Associates, Inc. dated 1990). . Any existmg area less than SOO square feet claimed as a convenience store is presumed to be accessory to the service station use and the burden of proof will be upon the applicant to demonstrate that it should be considered 8 COllvemcnce store. A prcvlOUS approval specifically for "convenicau:e store" use can be used to rebut this presumption. Please DOte that the ITE TriD Generation 6*' Edition book shows only ODe data pomt less than SOO square feet under Land Use category 845 (GasolineJService Staton with Convenience Market). On the landscape plan plant lIst mdIcate the natIve specIes by trees, shrubs and groundcovers and tabulate the amount of natIve matenal m each category to ensure each meets the 50% reqUIrement. 19 One (l) canopy tree IS reqUIred for every 30 lmear feet of penmeter buffer When utIlIzmg palms to meet thIS reqUIrement, three (3) palms are the eqUIvalent of one (1) canopy tree, and such palms must be planted m clusters of three (3) 20 Each landscaped Island shall contaIn a mInImum of 25 square feet of landscape area, mcludmg one (l) tree havmg a clear trunk between 3 and 8 feet. AddItIOnally, parkmg lots shall not be constructed so as to result m more than 10 parkmg spaces m a row WIthout bemg mterrupted by a landscape Island. 21 The total number of trees reqUIred m the mtenor parkmg area shall not be less than one (1) tree for every ten (10) parkmg spaces. 22 FoundatIOn landscapmg IS requIred on the front elevatIon wall and two (2) SIde elevatIOn walls (and rear elevatIon where VIsible from adJacent nghts-of-way) 23 The plans appear defiCIent relatIve to numbers 21 and 22 above. Smce It would appear as though approxImately two (2) parkmg spaces would be removed to comply WIth #21, WhICh would reduce the amount of allowable bUIldmg square footage, It IS recommended that approxImately 4 - 5 feet be removed from the depth of the bUIldmg to allow a 4 - 5 foot buffer plantmg area on the north SIde of the rear SIdewalk. Smce thIS elevatIOn IS In full VIew of Congress Avenue due to the WIde canal expanse, and thIS IS the only VIsible elevatIOn WIthout even a penmeter buffer, the plantmg of a hedge and possibly the SolItaIre Palms as depleted elsewhere on the plans, would be deemed by staff as meetmg the mtent of #22 above. -P cr The City of Boynton Beach DEVELOPMENT DEPARTMENT PLANNING AND ZONING DIVISON 100 E.
