Dear Ms Dellastatious
In response to your request dated January 27, 2006 for the
administrative review and approval of the Phase One modifications
proposed to the above-referenced approved site plan, depicting the
following
. Relocation of existing athletic fields and new practice track
(as depicted on the attached plan) ,
. Construction of new parking areas, drives, infrastructure and
dry retention areas (as depicted on the attached plan) ,
. Construction of a new restroom building and maintenance building
(as depicted on the attached plan) ,
. Construction of a lift station (as depicted on the attached
plan) i and
. Addition of landscaping (as depicted on the attached plan)
Please be informed that the proposed changes on the revised
date stamped 6/26/06 are "minor" as defined within the
Development Regulations, Chapter 4 Si te Plan Review
project may continue to be processed by the Building Division
permit application, subject to the following conditions

the CODE, Section 10-26 (a)
2 Provide a dumpster enclosure per the LDR, Chapter 2, Section
11 J 2 b and constructed in accordance with City Standard Drawing
G-4 The Dumpster Enclosure detail on Sheet A-9 does not meet the
minimum required lO-ft x lO-ft interior dimension Please
correct at time of permitting
3 Canopy trees, specifically the Silver Buttonwood, are proposed
adj acent to the dumpster enclosure This may pose a vertical
conflict for Solid Waste in picking up the dumpster At time of
permitting, please relocate canopy trees away from the dumpster
enclosure to resolve this conflict

4 Provide Landscape plans at the same size as the other site related

5 It appears that two lanes of one-way traffic will be allowed along
the new drive aisles On the north side the two lanes (one-way)
narrow to one lane No pavement markings have been shown for
merging traffic Please correct at time of permitting
6 Recommend placing "One-Way Traffic" signs near the southwest
corner of the existing elementary school (May be addressed at
the time of permitting )
7 Show proposed site lighting on the master site plan, Sheet CS-l
(LDR, Chapter 4, Section 7 B 4) (To be addressed at the time of
permitting)
8 Full drainage plans, including drainage calculations, in
accordance with the LDR, Chapter 6, Article IV, Section 5 will be
required at the time of permitting (To be addressed at the time
of permitting)
9 Paving, Drainage and site details will not be reviewed for
construction acceptability at this time All engineering
construction details shall be in accordance with the applicable
City of Boynton Beach Standard Drawings and the "Engineering
Design Handbook and Construction Standards" and will be reviewed
at the time of construction permit application
10 Please provide a timeline that clearly illustrates when water and
sewer services will be required to serve the proposed project
Your starting date for the timeline should be the date of City
Commission approval Also provide milestone dates for permit
application, the start of construction, and the setting of the
first water meter This timeline will be used to determine the
adequacy of water and wastewater treatment capacity for your
project upon the project's completion, so please be as accurate
as possible (To be addressed at the time of permitting)
11 Palm Beach County Health Department permits will be required for
the water and sewer systems serving this project (CODE, Section
26-12) (To be addressed at the time of permitting)
12 Comprehensive Plan Policy 3 C 3 4 requires the conservation of
potable water As other sources are readily available City water
shall not be allowed for irrigation (To be addressed at the
time of permitting)
13 Water and sewer lines to be owned and operated by the City shall
be included within utility easements Please show all proposed
easements on the engineering drawings, using a minimum width of
12 feet The easements shall be dedicated via separate
instrument to the City as stated in CODE Sec 26-33(a) (To be
addressed at the time of permitting)
14 This office will not require surety for installation of the water
and sewer utilities, on condition that the systems be fully
completed, and given to the City Utilities Department before the
first permanent meter is set Note that setting of a permanent
water meter is a prerequisite to obtaining the Certificate of
Occupancy (To be addressed at the time of permitting)
15 A building permit for this project shall not be issued until this
Department has approved the plans for the water and/or sewer
improvements required to service this project, in accordance with
the CODE, Section 26-15 (To be addressed at the time of

permitting)
16 At time of permitting, explain the purpose of the 4-in water
main (with a double detector check valve), which terminates near
the existing irrigation well and Boy's Locker Room
17 Utility construction details will not be reviewed for construction
acceptability at this time All utility construction details
shall be in accordance with the Utilities Department's "Utilities
Engineering Design Handbook and Construction Standards" manual
(including any updates) and will be reviewed at the time of
construction permit application
18 The CODE, Section 26-34(E) requires that a capacity reservation
fee be paid for this project either upon the request for the
Department's signature on the Health Department application forms
or within seven (7) days of site plan approval, whichever occurs
first This fee will be determined based upon final meter size,
or expected demand Clearly indicate on the plans the service
line sizes and meter sizes for the purposes of calculating
reservation fees (To be addressed upon approval of this Minor
Modification )
19 The Tibochina granulosa at the ingress / egress areas to the must
