On the southeastern property line, Congress Middle School with
Moderate Density Residential (MoDR) land use and zoned Public
Usage (PU); on the southwest, developed residential
(Stonehaven PUD) with Moderate Density Residential (MoDR)
land use, and zoned PUD;
Post Office, designated Public and Private Governmental /
Institutional (PPGI) land use and zoned Public Use (PU); south of
the Post Office tract is a parcel in unincorporated Palm Beach
County developed as a self-storage use, zoned Light Industrial
and;
Developed residential (Stonehaven PUD) with Moderate Density
Residential (MoDR) land use and zoned PUD
Roscoe L. Biby of Kimley-Horn & Associates is the agent requesting to modify the master plan for the BJ's
Wholesale Club. This partially undeveloped 1486 acre commercial development is located on the south side
of Boynton Beach Boulevard at Winchester Park Boulevard (see Exhibit "A" - Location Map). The requested
modifications are shown on the amended master plan (see Exhibit "B" - Proposed Master Plan). This request
is to include the specific site plan layout for a 4,998 square foot restaurant on the 1.03 acre out-parcel #3 of
the PCD The site plan for the Applebee's restaurant is being reviewed as a separate application (NWSP 01-
006).

BACKGROUND/ANALYSIS
On November 21, 2000, the City Commission approved the BJ's Wholesale Club PCD master plan. The
master plan included a 108,532 square foot BJ's Wholesale Club, three (3) out-parcels, and conditional use
approval for fuel sales. The BJ's Wholesale Club building was to be built on the 11.95 acre main parcel, while
a bank and two (2) restaurants were designated for the three out-parcels (this includes the subject out-parcel).
At the time, a site plan was also concurrently processed for the 108,532 square foot BJ's Wholesale Club, an
ancillary gas station with 12 fueling positions, and a 4,875 square foot drive-in bank as a first phase.
Subsequent to that meeting, a 30-foot road right-of-way easement was abandoned on December 5, 2000.
Currently, out-parcels #2 and out-parcel #3 (subject site) are vacant.
Changes to Planned Commercial Development master plans are reviewed consistent with Chapter 4, Section
9.C. of the Land Development Regulations which requires that modifications to approved plans be reviewed by
the Planning and Development Board and approved by the City Commission. The modifications requested
result in no increase in impacts above those currently vested by the approved master plan. The changes
proposed on this master plan submittal relative to the original master plan approval include the elimination of a
restaurant drive-thru lane and a reduction in building size by 882 square-feet. The master plan is being
amended as the market dictates the future build out of the vacant out-parcels.
RECOMMENDATION
The Technical Review Committee (TRC) has reviewed this master plan modification request. Staff
recommends approval, contingent upon the comments indicated in Exhibit "C" - Conditions of Approval. Any
additional conditions recommended by the Board or City Commission shall be documented accordingly in the
Conditions of Approval.

I have reviewed the above referenced Site Plans, forwarded to me on June 27, 2001, against the Master
Plan Review requirements outlined in the City of Boynton Beach Code of Ordinances. Following are my
comments with the appropriate Code and Land Development Regulations (LDR) referenced.
PUBLIC WORKS
No comment on the Major Master Plan Modification for this site.
ENGINEERING
Code Requirements
1 Provide a generalized statement on the site plan of subsurface conditions. Provide locations and
results of subsurface tests taken (LDR, Chapter 3, Article IV, Section 3.M).
2. Show all existing utility locations (LDR, Chapter 3, Article IV, Section 30).
3 Provide a modified storm water management plan outlining how the proposed modification will affect
drainage and showing that planned drainage facilities can accommodate the proposed site
modifications (LDR, Chapter 3, Article IV, Section 3 T).
4 Provide a tree survey and tree management plan (LDR, Chapter 3, Article IV, Section 3 V).
Recommendations/Comments
1 Reconfigure the pedestrian walkway between Applebee's and Out Parcel 2 so that pedestrian travel is
perpendicular to traffic rather than skewed. In its' current configuration pedestrians will be traveling
down the middle of the proposed right turn lane.
2. Show location of loading zone. Will it interfere with traffic flow?
3 Provide lighting along north and west side of lot.

CODE REQUIREMENTS
Compliance with NFPA 101, Ufe Safety Code, NFPA 1, Fire Prevention Code,
and city ordinances is required.
1 Provide 6-inch address numbers posted at roadway per NFPA 1, Fire
Prevention Code, section 3-7 1, and city ordinance.
2. Provide fire lane in accordance with NFPA 1, Fire Prevention Code,
section 3-5.2. Note minimum 20-ft width, live load capability for fire
apparatus, and turn around requirement.
3. Water flow requirements:
a) Maximum distance allowed between hydrants is three hundred
feet(300')
b) No part of the structure may be more than two hundred feet (200')
from a hydrant.
c) Six-inch (6") minimum main size is required and must be shown,
d) 1,500 GPM fire flow is required.
e) A fire flow test is required prior to construction,
f) Five-foot (5') clear zone required around a hydrant.
4 Roads and hydrants must be in place prior to any construction above
grade.

Find attached for your review the plans and exhibits for the above-referenced project. Please review the
plans and exhibits and transmit formal written comments or e-mail to Elizabeth Cabrera and I no
later than 5:00 P.M. on. Julv 10.2001. When preparing your comments, please separate them into
two categories; code deficiencies with code sections referenced and recommendations that you
believe will enhance the project.
Adhering to the following review guidelines will promote a comprehensive review and enable the
applicant to efficiently obtain Technical Review Committee approval:
1 Use the review standards specified in Part IV, Land Development Regulations, Site Plan Review
and the applicable code sections of the Code of Ordinances to review and formulate comments.
2. The documents submitted for the project were determined to be substantially complete with the
exception of traffic data, however, if the data provided to meet the submittal requirements is
insufficient to properly evaluate and process the project based on the review standards or the
documents show code deficiencies, additional data and/or corrections should be requested by the
reviewer by contacting Lusia Galav, or myself.
3. Each comment shall reference the section of the code that is incorrectly depicted on the
documents.
4 Technical Review Committee member(s) shall identify in their comments when the plans depict or
when the location and installation of their departmental required improvements may conflict with
other departmental improvements.

5. When a TRC Member finds a code deficiency that is outside of his/her review responsibility, the
comment and the specific code section may be included in their review comments with the name of
the appropriate TRC Member that is responsible for the review specified.
6. If a TRC member finds the plans acceptable, he/she shall forward a memorandum, within the time
frame stated above, to me. The memorandum shall state that the plans are approved and that they
do not have any comments on the plans submitted for review and that they recommend the project
be forwarded through the approval process.
All comments shall be typed, addressed and transmitted or e-mailed to Elizabeth Cabrera and I for
distribution to the applicant. Please include the name and phone number of the reviewer on this
memorandum or e-mail. Lusia Galav will be the Planning and Zoning staff member coordinating the
review of the project. First review comments will be transmitted to the applicant along with a list of
Technical Review Committee (TRC) members.
