We offer the following comments on the above noted project:
NO PLAN SUBMITTAL COMMENT
I) No utility plan was included with this submittal, therefore the Utilities Department considers this
plan incomolete as submitted. However, since this proposal is located on one of the 'outparcels',
we are providing only a cursory review on the plan submittal.
GENERAL COMMENTS
2) All utility easements shall be shown on the rectified site plan and landscaping drawings so that we
may determine which trees may interfere with utilities. In general, palm trees will be the only tree
species allowed within utility easements. Canopy trees may be planted outside of the easement so that
roots and branches will not impact those utilities within the easement in the foreseeable future. LDR
Sec. 7.5-18.1 give public utilities the authority to remove any trees that interfere with utility services,
either in utility easements or public rights-of-way
3) Palm Beach County Health Department permits may be required for the water and sewer systems
serving this project (CODE Sec. 26-12).
4) Fire flow calculations will be required demonstrating the City Code requirement of 1,500 g.p.m. at
stated in LDR Chap. 6, Art. IV, Sec. 16, or the requirement imposed by insurance underwriters,
whichever is greater (see CODE Sec. 26-16(a)).
5) CODE Sec. 26-34(E) requires that a capacity reservation fee be paid for this project either upon the
request for the Department's signature on the Health Department application forms or within 30 days
of site plan approval, whichever occurs first. This fee will be determined based upon final meter size,
or expected demand.
6) Comprehensive Plan Policy 3 C.3 4 requires the conservation of potable water. City water may not,
therefore, be used for irrigation where other sources are readily available.

SPECIFIC CONDITIONS
I Water and sewer lines to be owned and operated by the City shall be included within utility
easements. Please show all proposed easements on the engineering drawings, using a minimum
width of 12 feet. The easements shall be dedicated via separate instrument to the City (if not
already shown on the BJ's Wholesale record plat) as stated in CODE Sec. 26-33(a).
2. This office will not require surety for installation of the water and sewer utilities, on conditions
that the systems be fully completed, and given to the City Utilities Department before the first
permanent meter is set. Note that setting of a permanent water meter is a prerequisite to obtaining
the Certificate of Occupancy
3 PVC material not permitted on the City's water system. All lines shall be DIP
4 Appropriate backflow preventers will be required on the domestic water service to the building,
and the fire sprinkler line if there is one, in accordance with CODE Sec. 26-207

I have reviewed the above referenced Site Plans, forwarded to me on June 27, 2001, against the Site Plan
Review requirements outlined in the City of Boynton Beach Code of Ordinances. Following are my
comments with the appropriate Code and Land Development Regulations (LDR) referenced.
Code Requirements
I On the Site Plan, add a general note that all plans submitted for specific permits shall meet the City's
Code requirements at time of application. These permits include, but are limited to, the following:
paving, drainage, curbing, site lighting, landscaping and irrigation. Permits required from other
permitting agencies such as FDOT, SFWMD, LWDD, FDEP, PBCHD, PBCED, PBCDERM and any
others, shall be included with the permit request.
2. Provide a 12' x 35' off-street loading space (LDR, Chapter 2, Section II.J).
3 Locate the dumpster facility such that the truck does not back out into the major driveway (LDR,
Chapter 2, Section 11.1). Provide additional detail for dumpster enclosure area (City of Boynton
Beach Standard Drawing A-88007).
4 On the Site Plan show existing natural features, existing buildings, existing utilities, and existing
elevations (LDR, Chapter 4, Section 7.A).
5 Provide topography of the adjacent lands and depict the finished grades between the proposed
development and twenty-five (25) feet into the abutting properties.
6. On Site Plan depict side and rear property setbacks (LDR, Chapter 4. Section 7.B.1 and LDR,
Chapter 2, Section 6.F 7.e).
7 Show on the Site and Civil plans the proposed site lighting (LDR, Chapter 4, Section 7.B.4 ). On the
Lighting Plan, specify that the light poles shall withstand a 110 MPH wind load. Add a note that the
fixtures shall be operated by photo-electrical control and to remain on until 2:00 a.m. (LDR, Chapter
23, Article II). Add a note that the lighting design shall provide a minimum average of one foot-
candle lumen at ground level. Artificial lighting used to illuminate any property shall be directed away
from all residential districts. Lighting shall not be used as a form of advertising (LDR, Chapter 2,
Section 4.N.7 & Chapter 9, Section 10.F.5 ).

8. Replace any large canopy trees adjacent to light fixtures to eliminate future shadowing on the parking
surface.
9 Note regarding the drainage system's adherence to City Standard Drawing B-91007 conflicts with the
Proposed Drainage Structure Schedule's specification that inlets are to be constructed in accordance
with FDOT specifications. State the standard to be used. (LDR, Chapter 4, Section 7.F)
10 Provide additional detail of the detention area and associated drainage on the west side of the lot. Do
structures S-44 and S-45 tie in to an existing storm sewer line? If these structures are to be constructed
to FDOT standards how will excess/stored storm water drain? (LDR, Chapter 4, Section 7.F)
II Do the bottom elevations provided in the Proposed Drainage Structure Schedule refer to bottom slab
elevation or to an interior bottom of inlet elevation? (LDR, Chapter 4, Section 7.F)
12. Provide a drainage plan and an engineer's certification as specified in LDR, Chapter 4, Section 7.F
13 Sidewalks shall be required for all new developments and shall be 4 feet wide along local streets, and
5 feet wide along streets of higher classification (LDR, Chapter 6, Article IV, Section 10.T., and
Chapter 22, Article I, Section 5). Show all applicable buffer walls or vegetative buffer to screen any
loading zone from the public right-of-way
14 On the Site and Landscape Plans, identify the clear sight triangular areas on both sides of the
driveway(s) and adjust the landscaping accordingly (LDR, Chapter 7.5, Article II, Section 5.H.2.).
Add a note to the Landscape Plan that within the sight triangles, there shall be an unobstructed cross-
visibility as a level between 2.5' and 6' above the pavement. Use FDOT Standard Index 546 for the
sight triangles along all collector and arterial roadways.
15 On the Site and Civil plans, show all necessary traffic control devices such as stop bars, stop signs,
double yellow lane separators stripping, directional arrows and "Do Not Enter" signage, etc. Delineate
and stripe the "Loading Area" (where applicable); include a pavement message in yellow indicating
"No Parking - Loading Zone" The color of striping on concrete parking areas shall be black, per City
Standard Drawings B-98001 and B-90013
The fire lane signage and markings shall conform to LDR Chapter 23, Article II, Sections B. & M.
The 3-foot high "Fire Lane" words shall be placed along both lanes and staggered.
Provide a typical detail showing all post-mounted signage (including HlC signage) installed and
grouted per City Standard Drawing B-98001
16. No person shall begin to work in or upon any area of public or private rights-of-way in the city
without first obtaining a permit (LDR, Chapter 22, Article II, Section 7 ).
17 Indicate driveway width on site plans. The maximum width of all driveways (with the exception of
gasoline stations) is 32 feet unless otherwise approved by the Director of Development. The
minimum width of one-way drives is 12' and 20' for two-way drives measured at the right-of-way

line. (LDR, Chapter 23, Article II, Section H.1 ). Show a flush header curb within the right-of-way
areas of the driveway on the Site and Civil Engineering Plans.
18. Provide Typical Sections for parking lot paving improvements (LDR, Chapter 23, Article 1, Section
5.B.4). Specify types of base and pavement and standards to which they are to be constructed. Define
"Heavy Duty Pavement" and "Heavy Duty Concrete" See LDR, Chapter 23, Article II, Section Q for
guidelines.
Recommendations/Corrections
1 Site Plan (Sheet C2) states Flood Zone as A7, Survey of Property states Flood Zone ofB.
2. Is "Proposed Turn Lane" being constructed in conjunction with the Applebee's development? If so
provide typical sections, construction phasing plan, MOT, construction storm water pollution
prevention plan, etc. as necessary to completely define the work. This includes the curb inlet shown
near the northwest comer of the lot, on Boynton Beach Blvd. - at a minimum specify inlet type and
show how it ties in to the storm sewer system.
3 The Stop Sign at the east exist is incorrectly identified as a R5-1
4 Reconfigure the pedestrian walkway between Applebee's and Out Parcel 2 so that pedestrian travel is
perpendicular to traffic rather than skewed. In its' current configuration pedestrians will be traveling
down the middle of the proposed right turn lane.
5 Landscape plan refers to an irrigation plan, which was not included.
6. On Sheet C-4 the Proposed Drainage Structure schedule conflicts with the plans on PRB pipe sizes
(24" and 18"). Please correct.
7 Show the proposed fire hydrant on the site plan.
8. Recommend use of double luminaires on the lighting poles along the ingress access to BJ's; one for
the Applebee's parking lot requirements and the other to provide lighting along the major driveway

We have reviewed the subject plans and recommend that the request be forwarded for Board
review with the understanding that all remaining comments will be shown in compliance on the
working drawings submitted for permits.

1 Place a note on the elevation view drawings indicating that the wall openings and wall
construction comply with Table 600 of the 1997 edition of the Standard Building Code.
2. On all floor plan drawings, indicate within the footprint of the building the number of
stories that are in the building including, where applicable, mezzanines.
3 Indicate on the floor plan drawing within the footprint of the building the primary use of
the structure/facility If the building is an expansion of an existing building, indicate with
the footprint of the new and existing building the primary use of the structure/facility
4 Identify on the site plan drawing the actual distance that the building is set back from the
north, east, south and west property lines. Please note that overhangs, covered walkways,
canopies, awnings or other appurtenances that are attached to the building shall be
considered when identifying building setbacks. Therefore, identify the width of the
proposed overhangs, covered walkways, canopies, awnings, and/or other roofed areas
that extend out beyond the main walls ofthe building. The building setbacks shall
comply with setback regulations specified in the Zoning Code.
5 To verify that the proposed building is in compliance with the applicable building
setbacks, show and dimension on the site plan the width of the building overhang. Also,
identify the size or width of the covered walkways, awnings, canopies and/or other
roofed areas that extend out beyond the main walls of the building.
6. At time of permit review, submit signed and sealed working drawings ofthe proposed
construction.
7 To properly determine the impact fees that will be assessed for the project, identify on the
site plan if the restaurant is a high quality, eat-in high turn over, or fast food with drive-
through type of restaurant. Also, identify on the site plan the number of existing seats,
number of new seats and the total number of seats provided. On the floor plan,
chronologically number all seats including those seats that are around the bar.
